About this file

This document is a Statement of Work (SOW) for the procurement of a suite of equipment to support the chemical and materials collection mission of the Advanced Technology (ATI) division of the Defense Intelligence Agency's (DIA) Science & Technology (S&T) Directorate.

The SOW details the requirements for two additional Thermo Fisher First Defender RMX S1 Handheld Raman Spectrometers. These instruments must be capable of identifying chemical warfare agents, toxic industrial chemicals, and explosives, and meet specific operational requirements such as ruggedness, power sources, and temperature ranges. The items must be TAA compliant and delivered within 8 weeks of award. The related federal contract opportunity is Solicitation Number 140D0424R0111 issued by the Department of the Interior's Interior Business Center to acquire these and other analytical instruments for the DIA S&T ATI division.

Collection Equipment Statement of Requirements

ATI requires the procurement of a suite of equipment that makes up a sample collection and exploitation system to support ATI’s chemical and materials collection mission. ATI-3 requires both destructive and nondestructive processing and analytical techniques that can determine the chemical and elemental composition of various materials. Further, ATI requires system components to fit power, weight, and operational characteristics that meet employability requirements. System delivery will boost the ATI technical intelligence service mission by enhancing performance of rapid material exploitation of foreign materiel and performance characterization of foreign systems. The following entries are a description of each of the component system requirements.

Thermo Fisher First Defender RMX S1 Handheld Chemical Identifier

Background

This requirement is for the Defense Intelligence Agency (DIA), Science & Technology (S&T)

Directorate, Advanced Technology 3 (ATI-3).

ATI requires two (2) additional Thermo Fisher First Defender RMX S1 Handheld Raman Spectrometers

(brand name only) to support its operational requirements. ATI currently uses the Thermo Fisher First

Defender RMX Handheld Chemical Identifier, to support their chemical and material exploitation mission. ATI relies on the First Defender RMX for its sophisticated algorithms in automatically determining the presence of mixed and contaminated chemicals. It generates fast results and offers great versatility such as the ability to identify explosives, toxic industrial chemicals (TICs), chemical warfare agents (CWAs), narcotics, precursors, white powders and more. The First Defender RMX meets ATI requirements, and it fits into ATI’s current standard operating procedures for chemical and materials analysis. ATI requires two additional Thermo Fisher First Defender RMX Handheld Chemical

Identifiers to support its operational requirements.

The Thermo Fisher First Defender RMX Handheld Chemical Identifiers shall be brand name only AND MUST BE TAA COMPLIANT. See below:

Instrument Requirements

• Type of analysis: Raman Spectroscopy

• Modes: handheld point-and-shoot with fixed probe, mount to tactical robots, integrated vial mode.

• Capable identifying chemical warfare agents

• Capable of detecting toxic industrial chemicals

• Capable of detecting explosives

• Powered using rechargeable battery; wall plug; or disposable batteries.

• Fully operable over a wide temperature range -4° to +122°F (-20° to +50 °C).

• Integrated NIOSH and CAMEO database

• Customizable spectral libraries

• Certified to MIL-STD 810G standards for ruggedness

• Certified to IP67 standards against dust and water

• Spectral range: 250 – 2800 cm-1
