SECTION I

STATEMENT OF WORK

30 TON ARTICULATING END DUMP

1.0. General Scope: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, and transportation necessary to deliver and maintain vehicles as shown on each CLIN line item.

1.1. Leased Vehicles: Full leasing services shall be provided. Contractor will be responsible for all maintenance, scheduled and unscheduled, to include tire repair and replacement of all required fluids when needed at no additional cost to the government. Advanced noticed will be given if unscheduled maintenance is to be performed to ensure delay of work is minimal. All tires shall have a tread depth of 28/32 inch or greater with no visible gashes or defects. All vehicle lubricants will be at the full lines and greased upon delivery. In addition, the vehicle will have a full tank of fuel at time of delivery. The contractor will provide any specialized lubricants, 2 gallons of engine oil, 2 gallons of antifreeze, 8 tubes of grease, and 2 gallons of hydraulic oil.

1.2. Vehicle Specifications: The 30-ton trucks will meet the following minimum requirements: Vehicles shall be complete with all the necessary operating components and accessories customarily furnished to the public. In addition, the 30-ton trucks will come with a heated enclosed cab, operating tail gate, rated pay load of 30sh ton minimum, and gross power of 375 hp. minimum. The articulating end dump truck shall be 2015 or newer.

1.3. Condition of Leased Vehicle: The contractor shall furnish 2 (two) 2015 or newer 30-ton articulating end dump truck that meets or exceeds the stated specifications. The government and the contractor shall perform a thorough inspection of the equipment upon delivery to identify the current condition of the vehicle during daylight hours. The government shall accept or reject a motor vehicle promptly after receipt. If the Contracting Officer determines that a motor vehicle is not in compliance with this contract, the Contracting Officer shall promptly inform the contractor in writing. Upon completion of contract a final inspection of the equipment shall be made by the government contractor. The contractor will sign a report stating the equipment is free from damage or if damage is discovered, be noted in writing and verified with pictures.

1.4. Contractor Responsibilities: Contractor shall be responsible for any malfunction of the leased equipment during the lease period, to include but not limited to the following:

1.4.1 Repair of minor and major components parts due to mechanical failure. The government shall not be liable for normal wear and tear or degradation of equipment, to include but not limited to, fluid leaks, minor nicks, scratches, and dents.

1.4.2. Contractor shall provide transportation for delivery and pick up of vehicles at the beginning and end of contract terms to and from Delta Junction, Alaska.

1.4.3. Emergency service call (Due to the Malfunction of Equipment): The contractor shall respond to service calls made by the Contracting officer, or Authorized Representative in the case of malfunctioning equipment, to include tire repair, within 24 hours of receipt of call. If repairs require more than a 24-hour period, a replacement vehicle of the same class will be furnished within a 48-hour period at no additional cost to the government or contract amount will be renegotiated to reflect lost time(hours) of rental equipment.

SECTION II

GOVERNMENT FURNISHED PROPERTIES AND SERVICES

2.0. Government Furnished Facilities (GFF): The government shall not be furnishing any Facilities to the contractor in the execution of this contract.

2.1. Government Furnished Materials (GFM): The government shall provide diesel fuel (DS-1), and standard lubricants as required during the lease period of the equipment, for government use only, at no cost to the contractor.

2.2. Services: The government shall provide the following services:

2.2.1. Damage to the Leased Equipment: The government is required to immediately report to the Contracting Officer and the contractor when the leased equipment is damaged. The government shall be liable for damage to the equipment when the vehicle is damaged due to negligence of the government during the lease period.

2.2.2. Personal Injuries: The government shall be responsible and liable for personal injuries incurred during the operation of the leased equipment due to the negligence of the government during the lease period.

2.2.3. Base Access Pass: The government shall provide the base access pass to the designated contractor representative to perform contract matters during the lease period.

2.2.4. Electrical Power: Power for plugging in the vehicle will be provided at the point of delivery and on the job site.

SECTION III

GENERAL INFORMATION

3.0. Contract Period of Performance: The contract period of performance is 48 days from start date. The start date begins 17 June 2024 and when all equipment is signed and accounted for. Equipment shall be inspected at time of pick up and return, the end date is 1 August 2024.

3.1. Hours Of Operation: The contractor must correspond with 354 RANS/Range Maintenance squadron when performing required services under this contract to ensure the equipment will be available to the contractor. P.O.C. will be Mr. Michael Lenze who can be reached by cell phone at (907) 460-6023.

(End 30 Ton Articulating End Dump Trucks Statement of Work)

50,000LB CLASS HYDRAULIC EXCAVATOR W/THUMB

STATEMENT OF WORK

1.0. General Scope: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, necessary to maintain 1 (one) 50,000 excavator w/thumb (CAT 320 size) or equivalent as shown on each CLIN line item.

1.1. General Task: The contractor shall provide vehicle lease services for a 45-day period for QTY 1 (one) each 50,000 lb. class Hydraulic Excavator W/thumb. The Excavator will be leased based on an approximate 70-hour week for a total of 400 hours. Excavator shall be complete with all the necessary operating components and accessories customarily furnished to the public.

1.2. Leased Vehicles: Full leasing services shall be provided. Contractor will be responsible for all maintenance to include replacement of all required fluids at no additional cost to the government. In addition, at time of delivery, if special oils are required, the contractor will provide 2 gallons of engine oil, 2 gallons of antifreeze, 12 tubes of grease, and 2 gallons of hydraulic oil.

1.2.1. Vehicle Specifications:

Minimum Requirements: Excavator must meet the following minimum requirements: shall be complete with all the necessary operating components and accessories customarily furnished to the public. In addition, the 50,000 lb. class excavator w/thumb will come with a heated enclosed cab, general dirt bucket with new cutting teeth, net minimum flywheel power of 172 hp. and a minimum operating weight of 50,000 lbs. The hydraulic Excavator shall be 2015 or newer and have a maximum digging depth of not less than 20 feet.

1.2.2. Condition of Leased Vehicles: The contractor shall furnish one 2015 or newer 50,000 lb. class Hydraulic Excavator W/thumb that meets or exceeds the stated specifications. The government and the contractor shall perform a thorough inspection of the equipment upon delivery to identify current condition of the excavator. The government shall accept or reject an excavator promptly after receipt. If the Contracting Officer determines that an excavator is not in compliance with this contract, the Contracting Officer shall promptly inform contractor in writing. Upon completion of contract a final inspection of the equipment shall be made by the government and contractor to verify the completion condition of the equipment. At this time defects/damages, if any, outside of normal operation will be identified.

84” SINGLE DRUM SOIL COMPACTORS

STATEMENT OF WORK

1.0. General Scope: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, necessary to maintain vehicles as shown on each CLIN line item.

1.1. General Task: The contractor shall provide vehicle lease services for a 45-day period for 2 (two) each 84” single drum soil compactors CS54 CB or equivalent. Rollers will be rented based on a 70-hour work week for a total of 400 hours. Vehicles shall be complete with heated cab. Vehicles shall be complete with all other necessary operating components and accessories customarily furnished to the public.

1.2. Leased Vehicles: Full leasing services shall be provided. Contractor will be responsible for all maintenance, scheduled and unscheduled, to include tire repair and replacement of all required fluids when needed at no additional cost to the government. All tires shall have a tread depth of 28/32 inch or greater with no visible gashes or defects. Special lubricants will be at the full lines and greased upon delivery. The vehicles will have a full tank of fuel. In addition, at time of delivery, if special lubricants are required the contractor will provide 2 gallons of engine oil, 2 gallons of antifreeze, 3 tubes of grease, and 2 gallons of hydraulic oil. The vehicle contractor will sign stating the equipment is free from or has damage and the damage will be in writing and pictures.

1.3. Contractor’s Responsibilities: Contractor shall be responsible for any malfunction of the leased equipment during the lease period, to include but not limited to the following:

2.2.1. Damage to the Leased Equipment: The government is required to immediately report to the Contracting Officer and the contractor when the leased equipment is damaged. The government shall be liable for damage to the equipment when the Tractor is damaged due to the negligence of the government during the lease period.

2.2.2 Personal Injuries: The government shall be responsible and liable for personal injuries incurred during the operation of the leased equipment due to the negligence of the government during the lease period.

2.2.3. Base Access Pass: The government shall provide the base access pass to the designated contractor representative to perform contract matters during the lease period.

(End 84” Soil Compactors Statement)

JD450 (OR EQUIVALENT)

STATEMENT OF WORK

1.0. General Scope: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, and transportation necessary to deliver and maintain 1 (one) JD 450 Dozer or equivalent as shown on each CLIN line item.

1.1. General Task: The contractor shall provide vehicle lease services for a 45-day period for QTY 1 (one) each JD 450 (17,816 lb.) or equivalent Crawler Dozer. Crawler Dozer will be leased based on an approximate 70-hour week for a total of 400 hours. Crawler Dozer shall be complete with all the necessary operating components and accessories customarily furnished to the public.

1.2. Leased Vehicles: Full leasing services shall be provided. Contractor will be responsible for all maintenance to include replacement of all required fluids at no additional cost to the government advanced noticed will be given if unscheduled maintenance is to be performed to ensure delay of work is minimal. In addition, at time of delivery, the contractor will provide 2 gallons of engine oil, 2 gallons of antifreeze, 6 tubes of grease, 2 gallons of hydraulic oil,

1.2.1. Vehicle Specifications:

In addition, the Crawler Dozer will come with a heated enclosed cab, six (6) way blade, and differential steering, track, The Crawler Dozer will also have net Flywheel power of 170 hp. minimum, and a minimum operating weight of 17,816 lbs. The JD 450, or equivalent, shall be 2015 model year or newer.

1.2.2. Condition of Leased Vehicles: The contractor shall furnish one 2015 model year or newer JD 450 or equivalent Crawler Dozer that meets the stated specifications. The government and the contractor shall perform a thorough inspection of the equipment upon pickup and drop off to identify current condition of equipment. The government shall accept or reject a tractor promptly after receipt. If the Contracting Officer determines that a Crawler Dozer is not in compliance with this contract, the Contracting Officer shall promptly inform contractor in writing. Upon completion of contract a final inspection of the equipment shall be made by the government and contractor to verify the completion condition of the equipment. At this time defects/damages, if any, outside of normal operation will be identified and reported to the contracting officer.

1.3. Contractor’s Responsibilities: Contractor shall be responsible for any malfunction of the leased equipment during the lease period, to include but not limited to the following:

If repairs require more than a 24-hour period, a replacement tractor of the same class will be furnished within a 48-hour period at no additional cost to the government or contract amount will be renegotiated to reflect lost time(hours) of rental equipment.

966 LOADER OR EQUIVALENT

STATEMENT OF WORK

1.0. General Scope: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, and transportation necessary to deliver and maintain vehicles as shown on each CLIN line item.

1.1. General Task: The contractor shall provide vehicle lease services for a 45-day period for QTY 2 (two) each 966 Loader or equivalent with an operating weight of a minimum of 51,124. Loader will be rented based on a 70-hour work week for a total of 400 hours. Vehicle shall be complete with all the necessary operating components and accessories customarily furnished to the public.

1.2. Leased Vehicles: Full leasing services shall be provided. Contractor will be responsible for all maintenance, scheduled and unscheduled, to include tire repair and replacement of all required fluids when needed at no additional cost to the government. Advanced noticed will be given if unscheduled maintenance is to be performed to ensure delay of work is minimal. 1.2.2. Condition of Leased Vehicles: The contractor shall furnish 1(one) 2015 or newer loader that meets or exceeds the stated specifications. The government and the contractor shall perform a thorough inspection of the equipment upon delivery to identify the current condition of the vehicle during daylight hours. The government shall accept or reject a motor vehicle promptly after receipt. If the Contracting Officer determines that a motor vehicle is not in compliance with this contract, the Contracting Officer shall promptly inform the contractor in writing. Upon completion of contract a final inspection of the equipment shall be made by the government and contractor will sign stating the equipment is free from or has damage and the damage will be documented in writing and photos.

(End Medium Wheeled Loader Statement of Work)

JD650 Crawler Dozer (or EQUIVALENT) Statement of Work

1.1. GENERAL SCOPE: The Contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, and transportation necessary to deliver and maintain 1 (one) JD 650 Crawler Dozer or equivalent as shown on each CLIN line item.

1.2. GENERAL TASK: The Contractor shall provide vehicle lease services for a 45-day period for QTY one (1) each JD 650 (42,263 lb.) or equivalent Crawler Dozer. Dozer will be leased based on an approximate 70-hour week for a total of 400 hours. Dozer shall be complete with all the necessary operating components and accessories customarily furnished to the public.

1.3. LEASED VEHICLES: Full leasing services shall be provided. Contractor will be responsible for all maintenance to include replacement of required fluids at no additional cost to the Government. Advanced notice will be given if unscheduled maintenance is to be performed to ensure delay of work is minimal. 1.4. Vehicle Specifications: Crawler Dozer must be complete with all the necessary operating components and accessories customarily furnished to the public. In addition, the Dozer will come with a heated enclosed cab, six (6) way blade, and differential steering, track, The Dozer will also have net Flywheel power of 170 hp. minimum, and a minimum operating weight of 42263 lbs. The Dozer shall be 2015 model year or newer.

1.5. Condition of Leased Vehicles: The Contractor shall furnish one 2015 model year or newer JD 650 or equivalent Crawler Dozer that meets or exceeds the stated specifications. The Government and the Contractor shall perform a thorough inspection of the equipment upon delivery to identify the current condition of the Dozer. The Government shall accept or reject the Dozer promptly after receipt. If the Contracting Officer determines that a Dozer is not in compliance with this contract, the Contracting Officer shall promptly inform Contractor in writing. Upon contract completion, a final inspection of the Crawler Dozer shall be made by the Government and Contractor to verify the completion condition of the equipment. At this time, defects or damages, if any, outside of normal operation will be identified and reported to the Contracting Officer.

1.6. Contractor’s Responsibilities: Contractor shall be responsible for any malfunction of the leased equipment during the lease period, to include but not limited to the following:

1.6.1. Provide replacement of minor and major components parts due to mechanical failure. The Government shall not be liable for normal wear and tear or degradation of equipment (i.e., minor nicks, scratches, and dents)

1.6.2. At time of delivery, the Contractor will provide any specialized lubricant 2 gallons of engine oil, 2 gallons of coolant, 6 tubes of grease, and 2 gallons of hydraulic oil.

1.6.3. Contractor shall provide their own transportation necessary for delivery and pick up of the Crawler Dozer at the beginning and end of contract terms, to and from 2721 Central Avenue, Eielson AFB, 99702.

1.7. EMERGENCY SERVICE CALL (Due to the Malfunction of Equipment):

The Contractor shall respond to service calls made by the Contracting Officer, or Authorized Representative in the case of malfunctioning equipment within 24 hours of receipt of call. If repairs require more than a 24-hour period, a replacement Dozer of the same class will be furnished within a 48-hour period at no additional cost to the government, or the contract amount will be renegotiated to reflect lost time (hours) of rental equipment.

SECTION II

GOVERNMENT FURNISHED PROPERTIES AND SERVICES

2.1. GOVERNMENT FURNISHED FACILITIES (GFF): The Government will not furnish any facilities to the Contractor during the execution of this contract.

2.2. GOVERNMENT FURNISHED MATERIALS (GFM): The Government shall provide diesel fuel (DS-1), and nonspecific lubrication as required, during the lease period of the equipment, for Government use only, at no cost to the Contractor.

2.3. SERVICES: N/A

2.4. Damage to the Leased Equipment: The Government is required to immediately report to the Contracting Officer and the Contractor when the leased equipment is damaged. The Government shall be liable for damage to the equipment when the Dozer is damaged due to the negligence of the Government during the lease period.

2.5. Personal Injuries: The Government shall be responsible and liable for personal injuries incurred during the operation of the leased equipment due to the negligence of the Government during the lease period.

2.6. Base Access Pass: The Government shall provide a base access pass to the designated Contractor representative to perform contract matters during the lease period.

GENERAL INFORMATION

3.1. CONTRACT PERIOD OF PERFORMANCE: The contract period of performance is 48 days from start date. The start date begins 17 June 2024 and when all equipment is signed and accounted for. Equipment will be inspected prior to pick up and drop off. The end date is 1 August 2024.

3.2. HOURS OF OPERATION: The Contractor must correspond with 354th RANS/Range Maintenance section when performing required services under this contract to make sure the equipment will be available to the Contractor advanced noticed will be given if unscheduled maintenance is to be performed to ensure delay of work is minimal. FOUR THOUSAND GALLON WATER TRUCK

1.1. GENERAL SCOPE: The contractor shall provide qualified personnel, supervision, materials, parts, equipment, tools, and transportation necessary to deliver and maintain 1 (one) 2013 model year or newer Four Thousand Gallon Water Truck.

1.2. GENERAL TASK: The Contractor shall provide vehicle lease services for a 45-day period for QTY 1 (one) each four-thousand-gallon Water Truck. The truck will be rented based on an approximate 70-hour work week for a total of 400 hours. The four-thousand-gallon Water Truck shall be complete with all the necessary operating components and accessories customarily furnished to the general public.

1.3. LEASED VEHICLES: Full leasing services shall be provided. Contractor will be responsible for all maintenance, scheduled and unscheduled, to include tire repair and replacement of all required fluids when required, at no additional cost to the Government. Tires must have no visible gashes or defects. All vehicle fluids will be at the full lines and the truck shall be greased upon delivery if required. The Water Truck will have a full tank of diesel fuel. The Contractor will show how/where to check/add all fluids and any other items considered to be operator maintenance.

1.3.1. Vehicle Specifications: The Water Truck will meet the following minimum requirements: Truck shall be complete with all the necessary operating components and accessories customarily furnished to the general public. In addition, the truck will come with a heated, air-conditioned cab. Truck shall be equipped with a minimum of front, rear and side spreaders which can be operated independently from inside the cab. Preferably the Water Truck will have an automatic transmission. Before delivery, the contractor will provide a list of fluids, grease and any expendables required for operation of the truck. If there is a specific fluid, grease or expendable that Range Maintenance does not routinely carry, the contractor will have to provide enough of that item for 400 hrs. of operation.

1.3.2. Condition of Leased Vehicles: The Contractor shall furnish one 2013 or newer four-thousand-gallon Water Truck that meets or exceeds the stated specifications. The Government and the Contractor shall perform a thorough inspection of the truck upon delivery to identify current condition of the vehicle. The Government shall accept or reject the truck promptly after receipt. If the Contracting Officer determines that the Water Truck is not in compliance with this contract, the Contracting Officer shall promptly inform the Contractor in writing. Upon completion of this contract a final inspection of the Water Truck shall be made by the Government and Contractor to verify the completion condition of the truck. At this time, defects/damages, if any, outside of normal operation will be identified and reported to the Contracting Officer. Once this final inspection is complete, both the Government and Contractor will sign, stating the equipment is free from or has any damage. Any damage will then be noted in writing and pictures taken for submission to the Contracting Officer.

1.2. GENERAL TASK: The Contractor shall provide vehicle lease services for a 45-day period for 2 (two) each Motor Graders. The Graders will be rented based on an approximate 70-hour work week for a total of 400 hours. The Motor Graders shall have a mold board that is no smaller or larger than 12 feet. Graders shall be complete with all the necessary operating components and accessories customarily furnished to the general public.

1.3. LEASED VEHICLES: Full leasing services shall be provided. Contractor will be responsible for all maintenance, scheduled and unscheduled, to include tire repair and replacement of all required fluids when required, at no additional cost to the Government. Tires must have no visible gashes or defects. All vehicle fluids will be at the full lines and the Graders shall be greased upon delivery. The Graders will have a full tank of diesel fuel. The Contractor will show all grease points, provide a greasing schedule, and show how/where to check/add all fluids considered to be operator maintenance.

Vehicle Specifications: The Motor Graders will meet the following minimum requirements: Machines shall be complete with all the necessary operating components and accessories customarily furnished to the general public. In addition, the Graders will come with a heated, air conditioned, enclosed cab. Graders shall be equipped with a scarifier (ripper) and have an operating weight of no more than 44,000 lbs. At the time of delivery, the Contractor will provide 2 gallons of motor oil, 2 gallons of antifreeze, 6 tubes of grease and 5 gallons of hydraulic oil plus 3 sets of additional cutting edges and bolts.

1.3.2. Condition of Leased Vehicles: The Contractor shall furnish one 2015 or newer Motor Graders with a 12-foot blade that meets or exceeds the stated specifications. The Government and the Contractor shall perform a thorough inspection of the Graders upon delivery to identify current condition of the vehicle. The Government shall accept or reject the Graders promptly after receipt. If the Contracting Officer determines that the Motor Graders are not in compliance with this contract, the Contracting Officer shall promptly inform the Contractor in writing. Upon completion of this contract a final inspection of the equipment shall be made by the Government and Contractor to verify the completion condition of the equipment.
