About this file

This document is a Statement of Work (SOW) for conducting an "expanded" pre-acquisition environmental site assessment on several parcels of land in the Monongahela National Forest in West Virginia. The purpose is for the U.S. Forest Service to identify the full range of environmental issues and liabilities associated with the parcels prior to acquisition.

The SOW requires the contractor to conduct the environmental site assessment in accordance with 40 CFR 312, 33 CFR 137, and ASTM Standard E1527-21, considering the proposed future use of the land as an open forest preserve or wildlife refuge. The assessment must identify issues beyond just CERCLA and petroleum, including those under RCRA, SDWA, CAA, CWA, and TSCA. The contractor must also complete Land Acquisition Screening Process Worksheets. Specific requirements include search distances, database searches, historical information review, site reconnaissance, interviews, and identification of data gaps. The Forest Service will provide access to the parcels, parcel maps, title information, and points of contact. The work must be conducted by an environmental professional.

Monongahela National Forest SOW for Scenic Vista Purchase Phase I ESA

The Forest Service would like to consider this project privileged and confidential and no information can be released to the public during this process. The Forest Service will facilitate all public notifications in the process. Because of this, the contractor is required to have a kickoff conference call with the Forest Service prior to conducting any work and prior to contacting anyone for interviews.

Scope

The Contractor shall furnish all labor, equipment, transportation, permits, testing and incidentals necessary for the performance of the work specified in this Statement of Work.

The work consists of the following tasks:

(1) Conduct an “expanded” pre-acquisition environmental site assessments in accordance with 40 CFR 312, 33 CFR 137 and ASTM Standard E1527-21 on the parcels listed in the Background Section of this Statement of Work. The overall purpose of the “expanded” pre-acquisition environmental site assessment is that the Agency needs to know the full range of “environmental issues and liabilities” associated with the parcel(s).

The Agency requires identification of the environmental issues and liabilities with the parcel beyond those associated with Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) liabilities and petroleum products. These environmental issues and liabilities include, but are not limited to, those issues and liabilities under the Resource Conservation and Recovery Act (RCRA), the Safe Drinking Water Act (SDWA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Toxic Substance Control Act (TSCA). These issues and liabilities include, but are not limited to, asbestos containing material, radon, lead-based paint, non-hazardous solid waste disposal areas, wastewater disposal systems, drinking water systems, drinking water and/or other wells.

In conducting the “expanded” pre-acquisition environmental site assessment, the Contractor shall consider the proposed future land use of the parcel/s. Some issues/liabilities, which typically may be “de minimis” for the current land use, may not “de minimis” when the Agency’s planned future land use (for example, open forest preserve or wildlife refuge) are considered.

(2) Complete the attached Land Acquisition Screening Process Worksheets (1 and 3). The completed worksheets shall be included in the final report.
