12444324Q0064 - MOF Scenic Vista Phase I ESA Questions and Answers 18JUL2024

Q1. For the Phase I ESA Proposal (RFQ 12444324Q0064), is the contractor allowed to access the Blackwater Canyon Trail via ATV for the purposes of the Phase I? Parcel certainly 0004 is going to be interesting to do. Typically, I know the Canyon Trail is limited to hiking, biking, and X-country skiing. We discussed this option for the Rhode’s Parcel but didn’t use an ATV.

Same question for the Loop Road going south from the State Park (X-Country Ski Center and sledding hill). I believe that road is truck accessible but wanted to make sure.

A1. Here is the response I got from our contact on the Forest:

“The District Ranger will permit an ATV or hiking either way. Bob was concerned if there were others bidding on the project that they know they can use an ATV to access Canaan Loop Road and the old RR Grade. We will get a letter to the contractor to have with them. Just let me know when you need the letter.

The Ranger did not tell me the condition of the RR grade. I don’t know if you can get all the way through the RR grade. My memory tells me that there are places where an ATV may not be able to get through. They also need to be aware for mtn bike use on the trail. There is a good bit of use.”

Once the contract is awarded we will have a meeting and discuss the letter or anything needed.

Q2. Can we complete the Phase I ESA in accordance with ASTM E2247-18 standard? This standard is specifically designed for forestland and large rural properties, meets all the requirements of EPA All Appropriate Inquires (AAI), and is approved by the EPA for being AAI compliant providing the same landowner liability protections (LLPs) to users as the ASTM E1527 standard.

A2. No. We would like this completed using ASTM 1527-21.

Q3. Are you able to provide more information regarding the locations and topography of the parcels? We're not able to find the parcels on the Tucker County GIS viewer or West Virginia GIS viewer and Attachment 3 doesn't provide much context. Any maps or pictures, or information you could provide would be greatly appreciated?

A3. Two additional attachments are being added to the solicitation in order to provide more context.
