This is a Statement of Work (SOW) for the U.S. Forest Service Law Enforcement and Investigations Region 13 Zone 5, detailing the upfitting requirements for five patrol vehicles: two 2023 RAM 1500 SSV, two 2023 Ford F-150 Supercrew, and one 2023 RAM 2500 Trademan Crew. The vehicles are located at different Forest Service locations in California (San Diego, Placerville, and Vallejo). The upfitting involves comprehensive law enforcement vehicle modifications, including installation of a modular power distribution center, mobile radio prewiring and antennas, roof-mounted light bar, emergency lighting (front, rear, and side), siren system, security transport partition, long gun mounts, center console, dome lights, cellular antenna booster, window tinting, and specialized equipment like a weapons storage unit and brush guard.

The contractor must complete the upfitting within 60 days of receiving the vehicles, with work to begin within 30 days after contract award. The work facility must be within 300 miles of the pickup locations. Key installation requirements include consistent and standardized equipment placement, protective wiring sheathing, and use of specific connection techniques. Additional government-furnished equipment to be installed includes GEOTAB Telematics, computer/tablet mounts, and an Axon camera system. The contractor is responsible for vehicle transportation, security, and will be liable for any damage to vehicles during the upfitting process. Decals and markings for the vehicles will follow specific Forest Service Law Enforcement guidelines.

5.0 Deliverables / Schedule

Upon arrival of all Government Furnished Property and equipment, work must be completed in 60-days unless alternative schedule is agreed to by the COR/CO. After vehicle install is completed, the Contracting Officer’s Representative (COR) or designated government technical official will inspect product for acceptance. The successful offeror must have the capacity to begin work within 30 days after contract award, have work facility within 300 miles of pick-up location or the vehicles will be flatbed transported.

Uniformity: Equipment shall be installed in a consistent and standardized manner. The vendor shall insure that all components are installed identically throughout each vehicle. This includes the route in which the wiring is laid throughout the interior of the vehicle(s). The wiring must include protective sheathing in areas which may subject the wiring to crimping and/or wear that may cause failure to the equipment and/or potentially damage the vehicle. It is standard for our vehicles that all connections utilize butt connectors, solder and shrink wrap at connection points.

Damage to Government Property While in the Contractor’s Possession: The Contractor shall be responsible for repairing or replacing, at Contractor expense, any Government property damaged during performance of work under this contract. This includes specific equipment items being installed or removed, the entire vehicle while in the possession of the Contractor, and any other Government property furnished to the Contractor to perform these services. The Contractor shall not be liable for such damage but shall be liable for any additional damage caused by the Contractor or occurring while the vehicle is in the possession of the Contractor.

Any such significant additional damage shall be corrected to the satisfaction of the Contracting Officer Representative (COR) or designated government technical adviser.

Pick-up and Delivery: Pick-up and delivery of the vehicles must be coordinated with the POC of each vehicle (see page 3). Each POC shall be contacted at least 48 hours before the estimated pick-up/delivery date to coordinate the pick-up/delivery. In general, pick-up and deliveries should occur between the hours of 8 am – 4:30 pm Monday-Friday. However, pick-up and deliveries outside of this window can be approved by the POC as long as the date does not fall on a Federal Holiday (See OPM’s site for a current list of Federal Holidays). In addition to this, the POC shall be contacted an hour before the driver arrives and they should be kept informed of any delays or cancellations. If the contractor is not able to establish communication with the POC (for example the POC had not returned the contractors call within 3 days), then the contractor should contact the Technical POC. Upon delivery the vehicle should be locked, and the keys shall be given to the POC or a federal employee designated by the POC.
