About this file

This is a Statement of Work (SOW) for the procurement of sterile bags for the USDA-FSIS Field Service Laboratories dated April 10, 2026.

The USDA-FSIS seeks to procure sterile bags for its Eastern, Western, and Midwestern Laboratories through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period and four one-year option years. Funding will be obligated on subsequent delivery orders. The procurement consolidates purchasing across all FSIS laboratories to achieve economies of scale for regulatory testing supplies used in sample enrichment and pathogen recovery. The minimum purchase amount is $50,000 and the maximum is $1,500,000. Deliveries must be completed within 14 days of receiving a delivery order.

The vendor must supply whirl-top-type sterile bags manufactured in the United States from virgin polyethylene materials, capable of withstanding temperatures up to 82°C and freezing to any temperature. Bags are required in nine categories with specific dimensions and features: plain wire-close bags (seven sizes ranging from 2oz to 55L), gusseted bottom wire-close bags with write-on strips (three sizes), plain wire-close bags with species sponge (one size), wire-close bags with 330-micron filters (four sizes), wire-close bags with write-on strips (two sizes), perforated-top blender bags (two sizes), wire-close bags with sponge samplers (two sizes with pre-moistened 10 mL buffered peptone water or D/E neutralizing broth), and sterile poultry templates. All packages must include a certificate of analysis verifying sterility and appearance, with lot numbers, sterilization dates, expiration dates, and "Made in USA" designation clearly labeled. A minimum one-year shelf life from receipt is required. Deliveries will be made to three FSIS laboratory locations: Midwestern Laboratory in St. Louis, Missouri; Western Laboratory in Albany, California; and Eastern Laboratory in Athens, Georgia. The contractor must provide a dedicated point of contact for coordinating orders and submit an annual report documenting orders and issues identified throughout each performance period.

Project Sterile Bags for all 3 FSIS Laboratories

General Information

1.0 Scope of Work

The USDA-FSIS desires to procure sterile bags for our Eastern, Western, and Midwestern Laboratories. The FSIS Field Service Laboratories (FSL) perform regulatory testing of meat, poultry and egg products for the presence of food borne pathogens and sanitary indicator organisms. These test methods require the use of primary enrichment media to initiate the growth and recovery of the target bacteria. Enrichment of samples requires the use of several types of sterile bags, including filter bags to separate meat particles from enrichment broth for ease of transfer for analysis using a pipettor. The FSLs use large numbers of sterile bags for enrichment of samples daily.

2.0 Background

The U.S. Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) operates multiple FSLs that conduct regulatory testing of meat, poultry, and egg products for foodborne pathogens and sanitary indicator organisms. These laboratories process thousands of samples annually as part of FSIS's mission to ensure the safety of the nation's food supply.

Current testing protocols require the use of sterile bags for sample enrichment and pathogen recovery. This procurement will consolidate purchasing requirements across all FSIS laboratories to achieve economies of scale and ensure consistent quality of testing supplies.

Contract Type: The intended contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) with a base and 4 one-year option years with funding obligated on subsequent delivery orders (DO).
