USDA ARS Wheat, Peanut, and Other Field Crops Research Unit, Stillwater, Oklahoma Annex HVAC Replacements – Statement of Work

The USDA ARS Wheat, Peanut, and Other Field Crops (WPOFC) Research Unit has a requirement for replacing four (4) HVAC units in the Annex of building asset #621700B017-Plant Science Office/Lab. The WPOFC unit is located at 1301 N. Western Road, Stillwater, OK 74075.

1. Purpose

1.1. The WPOFC unit is an agricultural research laboratory. The mission of WPOFC research is to:

• Develop cereal crop germplasm with inherent protection against insects and environmental growth stresses by using genetic techniques

• Define biological and cultural control methods, life histories, genetics, biochemical interactions, and economic importance and develop improved agroecosystem management systems.

• Develop basic peanut germplasm for use in breeding programs to improve peanut cultivars in southwest peanut-growing areas, with emphasis on host resistance to disease, environmental stress, and nutritional qualities.

• Develop basic knowledge of mechanisms that convey resistance in peanut to diseases and environmental stress.

1.2. To carry out the above mission, WPOFC maintains a climate-controlled office area in the Annex of #621700B017-Plant Science Office/Lab (ARS-17). A consistent temperature is required for the comfort and productivity of the scientific staff.

1.3. The Plant Science Office/Lab (ARS-17) has four air-handling units in the Annex office area located on the east end of the building. These units are original to the Annex construction.

Although the units are operational; they are past their statistical service lives and should be considered for replacement. The ductwork is dirty from outside air and not being filtered adequately at the air-handling units. The ductwork cannot be cleaned properly due to the internal insulation lining and should be considered for replacement. We would expect a life of around 25 years out of the new components. New units would also be more energy efficient.

1.1. Requirements for four (4) new HVAC units would be Carrier brand equipment.

2. Submittals

2.1. When submitting the bid to replace the HVAC units, the prospective contractor shall:

A. Specify costs for performing the work as specified on this SOW.

B. Provide the contractor’s work schedule.

C. Provide a list of subcontractors, if necessary.

D. Specify the manufacturer and model/part numbers of all equipment and materials proposed for installation.

E. Provide manufacturer’s literature and shop drawings which clearly identify the items and their conformance with this statement of work.

F. Submit a site safety plan to the contracting officer before starting work.

3. Deliverables

3.1. The selected contractor shall:

A. Deliver all components of the HVAC units on-site and install.

B. Deliver, install, integrate, and test wiring, thermostats, controls, and/or other ancillary items necessary for operation of the units.

C. Deliver any manuals, diagrams, instructions, warranties, or other paperwork for the units to the contracting officer’s representative. These may be in CD-ROM or hard copy format.

D. Demonstrate correct operation and operational maintenance of the units to WPOFC personnel, including the maintenance mechanic.

E. Deliver any warranties to the contracting officer as a hard copy. The warranty period shall begin on the same date as project acceptance and shall continue for the full product warranty period.

3.2. These deliverables shall be approved by the contracting officer or contracting officer’s representative before final acceptance.

4. Characteristics

4.1. The HVAC units shall be:

A. Structurally, electrically, and operationally compatible with the existing heating system components.

B. Installed as, function as, and be configured as a permanent and integral part of the HVAC system.

C. Interfaced with the buildings systems and electrical systems. Any new wiring, switches, or controls shall be clearly labeled.

D. Functional in the weather conditions normally found at the WPOFC unit.

5. Verification of Site Conditions

5.1. Before installing the HVAC units, the contractor shall verify site conditions. This will include:

A. Visually inspecting the existing system and the ARS-17 Annex building.

B. Verification of the electrical, mechanical, and HVAC system characteristics of the ARS-17

Annex building C. Verification of measurements, locations, clearances, interference, accesses, ducting, wiring, piping, and any other pertinent characteristic of the building.

5.2. Failure of the contractor to verify site condition shall not release them from contract performance.

6. Compliance

6.1. The contractor shall install the HVAC units in accordance with:

A. The instructions of the HVAC units manufacturer.

B. Applicable ARS standards, including but not limited to ARS Facilities Design Standards

Manual 242.1 and ARS Energy Management Plan 134.2. These can be found at https://www.afm.ars.usda.gov/facilities/policy-and-guidance.

C. Federal, state, and local laws, regulations, and codes.

D. Applicable industry standards and codes, including but not limited to NFPA, NEMA, NEC, ASTM, ICC, UL, ANSI, ASCE, and so on.

6.2. If any of these applicable laws, regulations, codes, or standards are in conflict with one another, the contractor shall bring this to the attention of the contracting officer.

6.3. Obtaining the necessary permitting or licensing shall be the responsibility of the contractor and at the contractor’s expense.

6.4. The personnel employed by the contractor shall be qualified to perform their respective trades.

Contractor personnel licensure, certification, or qualification shall be the responsibility of the contractor.

7. Other Requirements

7.1. The work performed under this contract shall be subject to continuous audit by the contracting officer’s representative. Quality control is the exclusive responsibility of the Contractor.

7.2. The Contractor will designate one supervisor for satisfactory supervision on the contract work.

The Contractor or his/her on-site representative shall be available at all times while the contract work is in progress.

7.3. All materials and equipment furnished by Contractor shall be subject to inspection and approval by the contracting officer or contracting officer’s representative.

7.4. The contractor shall ensure that the worksite is kept clean and free of debris at all times. Any unused materials or trash shall be removed from the worksite. The contractor will need to provide their own dumpster. Use of USDA dumpster will be prohibited.

7.5. If the contractor requires the cooling system to be shut down or otherwise made inoperable while installing the geo-thermal system, the contractor shall give at least three working days notice to the contracting officer’s representative.

7.6. Utilities such as electricity and water may be furnished by WPOFC if requested by the contractor. The Contractor will provide their own restrooms.

7.7. The contractor shall not damage existing equipment, structures, or other government items. If the contractor causes damage, the contractor shall repair or replace as needed to return to an “as found” condition. Ground should be leveled to pre-existing grade.

7.8. The contractor shall not damage the HVAC system or any wiring, controls, piping, ducting, conduit, and/or other ancillary items to be installed. If the contractor causes damage, the contractor shall repair or replace as needed to return to a like-new condition.

8. Maintenance and Service

8.1. The vendor should have a local service provider within 60 minutes drive time of 1301 N.

Western Rd., Stillwater OK. They should be able to provide a quick response time for maintenance and service issues. Fluctuations in building temperatures can affect the comfort of the research staff and, therefore, the research. The inability to control temperatures could cause a loss of research and affect the mission of the WPOFC Unit.
