Any additional repairs beyond the anticipated transmission replacement scope require prior written Contracting Officer approval and funded contract modification before commencing work. Upon completion, AS Miami Quality Assurance personnel will perform government acceptance inspection in accordance with Technical Manual TM 1-1740-221-13&P and Maintenance Procedure Card 153801.6. The contractor will only be reimbursed upon satisfactory acceptance by AS Miami QA representatives.

ATTACHMENT 2 - STATEMENT OF WORK (SOW)

FOR REPAIR OF

STANDARD AIRCRAFT TOWING SYSTEM (SATS) TRACTOR

1.0 BACKGROUND

The U.S. Coast Guard (USCG or simply CG) operates the MT3 Standard Aircraft Towing System (SATS) or simply tractor, at our CG Air Stations (AS) for aircraft towing and movement operations. This tractor is a stand-alone unit of Aviation Ground Support Equipment (AGSE) that has a primary function to tow and reposition CG AGSE and all CG aircraft. CG employees perform maintenance and periodic inspections to include daily, weekly, monthly, semi-annual, annual, triennial inspections. During recent use and inspection, CG personnel discovered the tow tractor will no longer drive due to transmission no longer working..

The CG is requesting the replacement of the transmission assembly from an authorized JCB dealer and repair facility.

Tractor Information: MT3 Standard Aircraft Towing System (SATS)

Original Equipment Manufacturer (OEM): NMC-Wollard, Inc.

o Vehicle Serial Number (SN): MT3508

In accordance with (IAW) the Aviation Ground Support Equipment (AGSE) Process Guide (PG) 150, the Aviation Logistics Center (ALC), Engineering Services Division (ESD), the AGSE section and the Policy & Logistics Branch (PLB), have the responsibility to maintain the fleet of tractors for continued service life and have repair responsibilities to meet equipment life expectancies.

A Purchase Request (PR) will be initiated to perform the required tractor transmission assembly replacement to return the tractor to a fully operational condition.

1.1 Scope

The CG currently has one (1) SATS tractor at AS Miami that requires the transmission assembly to be removed and replaced to return the tractor to a fully operational status to meet NMC-Wollard operating requirements. All repairs must be completed to Original Equipment Manufacturer (OEM) specifications and use OEM or equivalent parts. The transmission used in the is application is an ITL, four speed fully automatic, power shift w/torque converter; Model: PS750 with selectable ranges of Park (P), Reverse (R), Neutral (N), D1 (low range), and D2 (hi range).

The scope shall require an authorized JCB dealer or distributor repair facility Contractor to affect the replacement of the tractor’s transmission assembly to return the tractor to a fully operational condition.

The scope may further include additional repair actions at the discretion or decision of the Contracting Officer (KO). Only through a contract modification granting approval by the KO, can the Contractor commence any additional repair work on further accepted discrepancies.

The Contractor shall furnish all inspection materials, facilities, parts, equipment, tools, and services necessary to fulfill the requirements of this Purchase Order (PO). The completion of transmission assembly repairs shall be performed at the Contractor’s facility. The Contractor may use another approved repair facility, normally used by the Contractor, to perform repairs, but the Contractor shall retain complete responsibility for said repair work by their selected repair facility. The Contractor’s facility must be within 50 miles of the CG AS Miami. The physical address of AS Miami: 14750 NW 44th Ct, Opa-locka, FL 33054, located on Miami - Opa-Locka Executive Airport.

1.2 Objective

CG ALC ESD is supplementing CG AS Miami's organic tractor maintenance inspections and repair capabilities with an authorized JCB dealer or distributor facility for the transmission replacement to return the tractor to full operational capability to ensure the continued use and life expectancy of the end item is obtained.

2.0 APPLICABLE DOCUMENTS

2.1 Compliance Documents

The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:

Federal, state, and local laws applicable to motor vehicle inspections and repairs.

Department of the Army Technical Manual, Operator and Field Maintenance Manual, including

Repair Parts and Special Tools List for MT3 Standard Aircraft Towing System (SATS) P/N

47400; TM 1-1740-221-13&P

3.0 SPECIFIC TASKS

3.1 TASK ONE. Transport of Tractor to Contractor’s Facility.

3.1.1 Transport shall not take place until the Contractor receives an awarded contract from the

Contracting Officer (KO) funding the transport costs.

3.1.2 Vendor shall be responsible for the towing or transportation of the tractor, from AS Miami to the

Contractor’s facility.

3.1.3 AS Miami’s physical address: 14750 NW 44th Ct, Opa-locka, FL 33054, located on Miami - Opa-

Locka Executive Airport.

3.1.4 Vendor shall ensure the transportation, preservation, packing, and marking of the tractor is IAW best commercial practices for shipment to the Contractor’s facilities.

3.1.5 Vendor shall schedule pickup of the tractor with the designated CG ALC point(s) of contact (POC);

Section 7.0 of this SOW.

3.2 TASK TWO. Evaluation.

3.2.1 The Contractor shall perform an evaluation of the tractor transmission assembly, with assigned AS

Miami personnel, at the Contractor’s facilities. The evaluation shall be conducted in accordance with (IAW) the TM 1-1740-221-13&P as applicable in the specifications of the manual for functional discrepancies related to the OEM’s specified operational parameters.

At a minimum, the Contractor shall evaluate for the replacement of:

The transmission.

3.3 TASK THREE. Repair Action.

3.3.1 Anticipated tasks to be performed in the expected repair action (within the scope of the SOW) of the transmission assembly replacement, shall be the removal of transmission assembly, a thorough cleaning of the area, with the further replacement or re-installation of the transmission assembly, and the re-servicing with new fluid of the new transmission assembly.

3.3.2 Additional activities or parts required in the repair action (beyond the anticipated (3.3.1), and within the scope of the SOW), shall be identified and documented IAW the below and shall be presented to the KO for review and authorization prior to any additional repair work commencing.

3.3.3 The further proposed repair action(s) shall be submitted for review by the KO and shall include the following at a minimum:

- Detailed description of the discrepancy, as related to the “transmission assembly replacement” issue;

- Limits of damage (if applicable);

- Labor hours and cost;

- Materials and parts cost;

- Total dollar amount for each discrepancy.

3.3.4 The KO will be responsible for reviewing the further proposed repair action(s) and will either accept, negotiate, or decline the Contractor’s proposal for additional repair(s) beyond the anticipated.

3.4 TASK FOUR. Approved Proposed Repair Action.

3.4.1 The Contractor shall complete the approved repair action of, one (1) SATS tractor transmission assembly replacement, for the following issue: “high internal oil pressure”. The Contractor shall comply with all federal, state, and local laws applicable to motor vehicle inspections and repairs.

3.5 TASK FIVE. Operation and Functional Testing.

3.5.1 The Contractor shall conduct an extensive operational test of the transmission assembly, post repairs, and for all approved repairs, to identify and/or correct any remaining or new deficiencies.

3.5.2 The Contractor shall confirm the transmission assembly is operational and configured IAW OEM specifications, standards, and parameters using the OEM manuals. The Contractor shall utilize an approved JCB transmission assembly systems checklist and the applicable specifications manual for additional functional discrepancies related to OEM specified transmission assembly for proper operational parameters.

3.5.3 Any new discrepancies revealed by the Contractor during the testing process, shall also be identified, relayed to the KO, and corrected prior to requesting to return the tractor.

3.5.4 The Contractor shall provide formal documentation of their inspection(s), testing procedure(s), and further repair action(s) for the replaced transmission assembly, to ensure quality assurance. The minimum standards of all stated reference material herein shall be met and acknowledged by the Contractor.

3.6 TASK SIX. Test or Inspection Reporting.

3.6.1 The OEM shall provide any and all inspection compliance paperwork IAW Federal, State, and

Local Regulations.

3.7 TASK SEVEN. Documented Above and Beyond (A&B) Discrepancies.

3.7.1 Any additional Above and Beyond (A&B) discrepancies (outside the scope of the SOW repairs) found in the course of any inspection, testing, or repair action(s) for the transmission assembly replacement, shall be identified and documented, and shall be presented to the KO for review and authorization, prior to any A&B repair work commencing.

Documented A&B discrepancies submitted for review by the KO shall include the following as a minimum:

- Detailed description of the discrepancy;

- Limits of damage (if applicable);

- Labor hours and cost;

- Materials and parts cost;

- Total dollar amount for each discrepancy.

3.7.1.1 The KO will be responsible for reviewing the list of A&B discrepancies and will either accept, negotiate, or decline the Contractor’s proposal for repair(s).

3.7.2 Repair of Documented Above and Beyond (A&B) Discrepancies.

3.7.2.1 The KO will authorize the Contractor to proceed with all or only specific approved discrepancy repairs via a funded written modification to the original contract order. Only through a funded written contract modification, granting approval by the KO, the Contractor can commence A&B repair work on the accepted A&B discrepancies to return the tractor to a fully serviceable condition.

3.7.2.2 Any A&B work performed by the Contractor without a signed, funded modification to the original contract order, from the KO, will not be reimbursed by the CG. Once the A&B modification is received by the Contractor, the funded repair(s) shall be performed IAW OEM specifications and standards.

3.7.2.3 The Contractor shall conduct another operational test of the tractor and/or transmission assembly, IAW TASK 5, post repair(s) of documented A&B discrepancies to identify and correct any remaining or new discrepancies, within the original SOW or within the additional A&B repair action(s).

3.8 TASK EIGHT. Return Transport to CG AS Miami.

3.8.1 Prior to requesting for the tractor for return, the Contractor shall contact AS Miami and ALC

POC(s) to provide documentation, reporting, test reports, pictures, or other means of proof, so that the tractor can be either visually inspected, or through documented proof, to confirm the funded action(s) (SOW and A&B repairs) have been adequately completed by the Contractor. Once the Government has determined, via in-person or solely based on the documentation provide by the

Contractor that the required repair(s) have been performed IAW required specifications, shall an approval to return will be authorized.

3.8.2 Transport shall not take place until the Contractor receives an authorization from the KO to transport.

3.8.3 Vendor shall be responsible for the cost of towing or transportation of the tractor, from the

Contractor’s facility to AS Miami.

3.8.4 AS Miami’s physical address: 14750 NW 44th Ct, Opa-locka, FL 33054, located on Miami - Opa-

Locka Executive Airport.

3.8.5 The Contractor shall ensure the transportation, preservation, packing, and marking of the repaired tractor is IAW best commercial practices for the return shipment.

3.8.6 The Contractor shall schedule the drop off of the tractor with the designated CG ALC and AS

Miami POS(s); Section 7.0 of this SOW.

4.0 GOVERNMENT ACCEPTANCE BY AS MIAMI.

4.1 Representatives of CG AS Miami will perform a government acceptance inspection for the performed transmission assembly replacement, either upon completion of the repairs at the Contractor’s facility or upon receipt at AS Miami. Inspection and acceptance of the tractor will be performed by AS Miami Quality Assurance (QA) personnel IAW TM 1-1740-221-13&P and Maintenance Procedure Card (MPC) 153801.6(current revision) to ensure the required transmission assembly replacement has been performed IAW required specifications.

4.2 If the transmission assembly replacement is determined unacceptable IAW the requirements of this

SOW, the manual, the MPC, and/or OEM specifications, the KO and Contractor will be notified immediately for action to correct.

4.3 Once accepted, representatives of AS Miami QA shall report their findings, issues, or satisfaction of the transmission assembly replacement, function, and performance to the KO.

4.4 The Contractor shall only invoice for the approved completed actions in the contract and/or any subsequent contract modifications. The Contractor shall only be reimbursed once a satisfactory acceptance is reported from AS Miami QA representatives to the KO.

5.0 PLACE OF PERFORMANCE.

The primary place of performance will be the awarded Contractor’s facilities as the only accepted repair facility by the KO. The awarded Contractor shall bear sole responsibility for any and all work performed in performance of this contract SOW.

The Contractor’s facility must be within 50 miles of the AS Miami; 14750 NW 44th Ct, Opa-locka, FL 33054.

6.0 DELIVERABLES.

The Contractor shall consider the items below as deliverables that must be completed. Items in BOLD are deliverables that must be reviewed and approved by the KO prior to proceeding to the next deliverable in this SOW.
