The USDA requires 4,500 bushels of #2 yellow whole corn harvested in the 2024 or 2025 growing season, delivered as bulk feed via semi-load. The corn must meet strict quality standards: less than 15% moisture content, no mold, free of insects and insect damage, and minimal dust and kernel cracking. Deliveries are to begin as soon as reasonably obtainable (ARO) and continue through May 15, 2026. The corn will be dispensed to storage bins or on the ground at the Fort Keogh facility located at 243 Fort Keogh Road, Miles City, Montana 59301. Delivery is F.O.B. destination, with the contractor responsible for unloading. The contractor must provide state-certified weight tickets establishing tonnage at their facility prior to shipment and confirming total weight at destination. Three workdays prior to shipping, the contractor must notify the Contracting Officer's Representative (COR) with anticipated tonnage and carrier information. Deliveries must occur between 7:30 a.m. and 3:30 p.m. mountain standard time, Monday through Friday, excluding weekends and national holidays, unless an emergency delivery is requested with prior notification to the COR. No travel, key personnel, security, data rights, or Section 508 compliance requirements apply to this contract.

Project Feed Corn General Information

1.0 Scope of Work

The USDA-Agricultural Research Service’s Livestock and Range Research Lab located in Miles City, Montana, has a requirement for obtaining Feed Corn to supplement livestock being used as part of research projects examining cattle reproductive physiology, nutrition, and genetics that are funded through federal appropriations.

2.0 Background

The Agricultural Research Service’s Fort Keogh Livestock and Range Research of 4,500 bushels of good quality storable feed corn, to support livestock animal care for the winter and early spring.

Contractor Requirements

3.0 Technical Requirements / Tasks

o 4,500 bushels of good quality storable feed corn less than 15% moisture, no mold.

o 4,500 bushels will be:

Delivered as bulk feed via semi-load.

Deliveries to begin ARO and continue through May 15, 2026

• 4,500 bushels of good quality storable feed corn less than 15% moisture, no mold.

• #2 yellow whole corn that has been harvested in the 2024 or 2025 growing season

• Free of insects and insect damage.

• Minimal dust and cracking of kernels.

4.0 Government Furnished

5.0 Deliverables / Schedule

1. CERTIFIED WEIGHT TICKETS: Tonnage shall be established at the Contractor's facility prior to shipment and confirmed in writing.

a. Total weight (per ton) shipped by the Contractor will be confirmed at destination

b. A State Certified Weight Ticket shall be provided to the Contracting Officer's Representative

(COR) at destination.

c. State certified HEAVY weight ticket numbers shall be used to identify each load.

2. F.O.B. DESTINATION

The protein supplement shall be delivered by the contractor to the following location:

USDA-ARS

Fort Keogh Livestock and Range Research Laboratory 243 Fort Keogh Road Miles City, Montana 59301

3. UNLOADING AT DESTINATION

Corn will be dispensed to storage bins or on the ground at the location.

4. NOTIFICATION OF DELIVERY

Three (3) workdays prior to any shipping, the Contractor shall furnish to the Contracting Officer’s Representative (COR) at the Miles City location, the following:

1. Anticipated total tonnage to be shipped; and

2. The name of the carrier responsible for the shipment and confirmation that shipment can be received.

b. Contracting Officers Representative reserves the ability to request deliveries to be or not to be delivered based on personnel availability at the location.

5. DELIVERY TIMES

a. Delivery shall be made between the hours of 7:30 a.m. and 3:30 p.m., local time (mountain standard time), Monday through Friday, excluding weekends and national holidays.

b. If an emergency occurs, deliveries may be requested for a Saturday, Sunday, or national holiday, providing the Contractor notifies the COR on the preceding Friday and/or within the preceding workday of the scheduled holiday.
