STATEMENT OF WORK

FOR

AUTOMATIC PARTICLE COUNTER (APC)

Revised, 17 July 2023

I. SCOPE OF WORK:

The Air Force Petroleum Agency’s Aerospace Fuels Laboratory located at Kadena Air Base is seeking to purchase one purchase one (1) Automatic Particle Counter (APC) System to run testing similar to FED-STD-791E-3012, ISO 11500, or ASTM D7647 to determine particulate matter concentration in hydraulic and coolant fluid products and testing per either ASTM D7619 or IP 565 or IP 577 to determine fuels cleanliness in aviation turbine or diesel fuels, in accordance with this Statement of Work (SOW).

II. TECHNICAL REQUIREMENTS:

This document covers the purchase, installation, service, warranty, training, and commissioning of an Automatic Particle Counter (APC). Consist of an APC with a minimum of six measuring channels and liquid sensor suitable for counting particles in the desired ranges up to a minimum of 200 microns and reporting requirements.

2.1 The Automatic Particle Counter (APC) must conform to the following specifications:

2.1.1 Be compatible with and capable of analyzing and reporting on a variety of fluid types including fuels, oils, and coolants with viscosities up to 200 cSt.

2.1.2 Be able to perform various preprogrammed commercial standardized testing methods while also allow programming of user-defined testing parameters for optional test methods.

2.1.3 Be capable of storing and recalling multiple preprogrammed and/or user methods.

2.1.4 Be calibrated with NIST traceable calibration standards in accordance with ISO 11171.

2.1.5 Calibration must be easily verifiable by the laboratory without manufacturer support.

2.1.6 Have a minimum of five channels whose size ranges (channels) can be set by user.

2.1.7 Have a means of ensuring bubbles are not counted as particles (e.g., pressure/vacuum chamber, sonication bath, etc.).

2.1.7.1 If a pressure/vacuum system is used to remove bubbles, the minimum requirements are 4 bar for pressure and a vacuum rate of -53.5 kPa.

2.1.7.2 If an ultrasonic bath is used to remove bubbles, an external unit must be included.

2.1.8 Must include an automatic bottle sampler that automatically delivers a 3 predetermined volume of fluid at a controlled flow rate (sensor dependent).

2.1.9 Be capable of reporting in a variety of formats including differential and cumulative particle contamination in accordance with established standards and ISO Codes for cleanliness. At minimum, be capable of reporting:

2.1.9.1 Differential particulate count/100 mL results over the SAE AS4059 ranges.

2.1.9.2 Cumulative particle count/100 mL over the SAE AS4059 ranges.

2.1.9.3 Cumulative particle counts/mL and ISO Codes for cleanliness in accordance with

ISO 4406

2.1.10 Provide capability of automatically performing sample dilution and analysis, including dilution ratio calculations.

2.1.11 Include an internal computer and user controls for operation, sample information, and data storage.

2.1.12 Operate on power requirements of 110-120 V, 50-60 Hz.

2.1.13 Be a benchtop or portable instrument not to exceed 32 in (W) x 26 in (D) or 813 mm (W) x 660 mm (D).

2.1.14 Be delivered with all necessary accessories for operation.

2.1.15 Include user familiarization training at the time of delivery/initial calibration.

III. DELIVERY:

The vendor will ship the Automatic Particle Counter (APC) to Air Force Petroleum Agency’s Aerospace Fuels Laboratory (AFPET) located at Wright Patterson Air Force Base within one hundred eighty (180) days of contract award to:

3.2 A DELIVERY POINT OF CONTACT (POC): A Point of Contact (POC) will be identified in the schedule of the final awarded contract who will be responsible for coordinating delivery, installation, and training.

IV. WARRANTY: At least a one-year manufacturer warranty shall be honored by contractor for all products delivered for this requirement.

V. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

VI. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice, and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

The invoice shall be submitted in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.

VII. DELIVERY PROCEDURES COMMERCIAL VEHICLES:

All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.

7.1 Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo.

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

7.2 This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the Commercial Vehicle Delivery Gate (CVDG):

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.

ii. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

iii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.

iv. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
