1. BACKGROUND:

Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee.

Encompassing and protecting approximately 125,000 acres, the park was established by

Congress on March 7, 1974. The park’s primary mission is to “provide management for the

National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations”. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region.

This Project will repair and rehabilitate over 3 miles of surface tread on the Gar Blevins Multi-

Use Trail. NPS day labor crews will restore the trail to its original design by cutting back vegetation, re-aligning trail tread, and repairing and maintaining water mitigation assets.

Contracting will be utilized to acquire the purchase, delivery, and spreading of aggregate required for project completion. NPS non-permanent day labor staff will shape and crown the aggregate to properly shed water and provide a stable base. NPS non-permanent day labor staff will provide contract development and oversight.
