About this file

This is a Statement of Work (SOW) for asphalt parking lot sealcoating and striping services at the USDA-ARS-BIIRU facility located at 501 South Chapel Street, Newark, Delaware 19713. The project objective is to restore, protect, and restripe an existing 9,000 square foot asphalt parking lot to extend its lifespan, improve visual appeal, and ensure compliance with local accessibility guidelines. The contractor must provide all labor, materials, equipment, and supervision to complete four phases of work: Phase 1 involves surface preparation including debris removal via power-blowing and sweeping, oil spot treatment with specialized chemical primer, and vegetation clearing; Phase 2 requires crack sealing through routing and application of commercial-grade, hot-pour rubberized crack sealant to cracks measuring 1/4 inch or wider; Phase 3 specifies application of two uniform coats of premium commercial-grade asphalt emulsion sealer mixed with silica sand, with the first coat applied via squeegee for deep penetration and the second coat via spray; and Phase 4 involves restriping the parking lot to the original layout with twenty-one standard-sized parking spaces and one ADA-compliant handicapped space using high-durability, DOT-approved traffic paint in white or yellow.

The project will be executed over a one-day period, ideally on a weekend to minimize business disruption, with the parking lot remaining closed to vehicle traffic for a minimum of 24 hours after final coat application. The contractor is responsible for supplying and installing traffic control barricades, protecting adjacent surfaces from overspray or tracking, and removing all trash and debris daily. Acceptance criteria require a uniform matte-black sealcoat finish with no streaks or uncovered spots, straight and sharp parking lines with uniform 4-inch width, and ADA-compliant handicapped space dimensions and visual requirements.
