About this file
This is a Statement of Work (SOW) for the Sam Houston Recreation Area Mowing Contract issued by the US Department of Agriculture (USDA) Forest Service, Sam Houston Ranger District in Texas.
The contractor shall provide grounds maintenance services on a call-when-needed basis across four recreation areas: Cagle Recreation Area (15 acres), Stubblefield Recreation Area (10 acres), Scott's Ridge Boat Launch Area (3.3 acres), Scott's Ridge Day-Use Area (3.5 acres), and Double Lake Recreation Area (20 acres). Services include mowing, edging, trimming, debris removal, and cleanup at five recreation areas containing various facilities including fee stations, bathhouses, vault toilets, pavilions, boat ramps, and camping/picnic sites. The mowing season runs May 1 through September 30 (with Scott's Ridge Day-Use Area through September 15) at an estimated frequency of every two weeks, totaling approximately 9-10 service events per location. Work must be performed Monday through Thursday between 8:00 am and 4:30 pm, with notification by 4:30 pm Monday if services are not required that week. All grass must be cut to two inches in height, with lawn clippings removed from designated areas. The contractor is responsible for all equipment, materials, labor, transportation, and personal protective equipment, including hard hats meeting ANSI Z89.1-1997 standards.
Performance standards require 100% adherence with no more than three reported occurrences of non-compliance, as documented through bi-monthly quality assurance inspections by the Contracting Officer Representative (COR). Non-compliant work must be corrected at no cost to the government. Quality assurance evaluation uses a standardized monitoring form addressing debris removal, grass height and trimming, edging uniformity, tree limb disposal, landscape restoration, and proper use of personal protective equipment. The contractor must submit inspection records to the COR and respond in writing within five working days to any negative quality assurance reports.
