About this file

This Statement of Need (SON) details the 9th Maintenance Squadron's requirement for a computer-aided design (CAD) and computer-aided manufacturing (CAM) software program at Beale AFB. The squadron seeks a comprehensive software solution for its Aircraft Metals Technology section to manufacture and repair critical aircraft components, with specific requirements including advanced machining strategies, multi-axis machining capabilities, CNC controller integration, simulation and verification tools, and support for multiple machining operations.

Key requirements include a perpetual license for Mastercam or equivalent software, installation within 30 calendar days after receipt of order, comprehensive training and support for 12 months, a minimum 1-year warranty, and off-net computer capabilities to ensure continuous operation. The software must support complex part production across various machining techniques and enable efficient design and manufacturing processes. The procurement is a 100% small business set-aside under NAICS code 541519, with a small business size standard of $34M, and is part of a solicitation (FA468625Q0012) issued by the Department of the Air Force Air Combat Command, with quotes due by 11 April 2025 at 10:30 AM PST.

STATEMENT OF NEED

FOR

9 MXS CAD/CAM Software

BACKGROUND:

The 9th Maintenance Squadron located at Beale AFB requires a computer-aided design (CAD) and computer-aided manufacturing (CAM) software program that can support the design and manufacturing of complex parts and components. One perpetual license will be purchased to support current operations. Without the purchase of the CAD/CAM software program, operations will be limited to basic milling and turning, restricting the ability to produce complex parts at scale.

The 9 MXS’s Aircraft Metals Technology section is responsible for manufacturing and repairing critical aircraft components to enable the 9th Reconnaissance Wing to execute intelligence, surveillance, and reconnaissance missions. The section requires a CAD/CAM software program to create precise components efficiently, reduce lead times, and meet mission requirements with advanced capabilities.

SCOPE:

The contractor shall provide a comprehensive CAD/CAM software program that meets the requirements outlined in this Statement of Need, Brand-Name or Equal to Mastercam

Licens . The software shall be installed and fully operational within 30 calendar days ARO. The program shall also provide training and support resources to ensure personnel can effectively use the software and troubleshoot issues.

REQUIREMENTS:

The CAD/CAM software program shall meet the following requirements:

Advanced Machining Strategies: The CAD/CAM software must be able to support advanced machining strategies, such as high-speed machining, multi-axis machining, and advanced turning operations, to enable the production of complex parts and components.

• Critical Performance Elements: The CAD/CAM software shall provide comprehensive support for multi-axis machining, including 2-3 axis, 3+2 axis, rotary milling, and 5-axis machining capabilities, generating efficient and accurate G-code for each operation, and providing simulation and verification capabilities to ensure error-free machining and optimal results.

• Customization and Configuration: The CAD/CAM software must be customizable and configurable to meet our specific manufacturing needs, including the ability to create custom macros, scripts, and interfaces.

• Integration with Computer Numerical Control (CNC) Controllers: The CAD/CAM software must be able to integrate with our CNC controllers, including the ability to generate G-code and M-code programs, to enable seamless data transfer and minimize errors.

• Advanced Simulation and Verification: The CAD/CAM software must include advanced simulation and verification capabilities, including the ability to simulate machining operations, verify toolpaths and detect potential collisions.

• Support for Multiple Machining Operations: The CAD/CAM software must be able to support multiple machining operations, including milling, turning, grinding, and wire EDM, to enable the production of complex parts and components.

• Collaboration and Data Management: The CAD/CAM software must include collaboration and data management tools, including the ability to manage and track revisions, to enable multiple users to work together on projects and ensure data integrity.

• Training and Support: The CAD/CAM software must include training and support resources, including online tutorials, documentation, and technical support, to ensure that our personnel can effectively use the software and troubleshoot issues for a minimum of 12 months after delivery.

• Warranty: The contractor shall provide a minimum 1-year warranty for the software

• Off-net Computer : In cases where connectivity limitations are present, off-net are necessary to ensure continuous software operation. This approach not only enables uninterrupted functionality but also eliminates the need for cloud access, thereby securing sensitive operational files. Implementing this contingency measure guarantees operational continuity, minimizes downtime, and enhances productivity and reliability in critical manufacturing process

COMPLIANCE:

The contractor shall ensure that the CAD/CAM software program complies with all relevant Air Force regulations and guidance, including Air Force Instruction 63-101/20-101 and Department of Defense Instruction 5000.87.
