1. The 325th Contracting Squadron (325 CONS) at Tyndall AFB (TAFB) intends to establish a Firm Fixed Priced contract for dorm microwave ovens.

3. This is a solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

4. This document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-02.

5. The associated North American Industry Classification System (NAICS) code is 335220. Use the following table to understand the government’s requirement. When responding to this solicitation, please use the line item structure in the table below and complete the vendor information at the bottom. This requirement calls for only one model for all 480 microwaves.

6. It is the Government’s intent to award without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.

7. All offerors must be registered and active in SAM.gov prior to award. All offers will complete the above price chart.

8. Send quotations to both email addresses listed in paragraph 2. Amendments to this solicitation will be distributed via email message to all prospective offers. The following paragraph details provisions and clauses that are applicable to this solicitation.

9. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items and the addendum, applies to this acquisition.

Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items Request for Quotation (RFQ) shall contain the following information:

Offeror shall provide product literature or a specification document that clearly identifies that the proposed item complies with the minimum specifications identified in the salient Characteristics attachment. (Attachment 1)

Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein.

The Government reserves the right to cancel this (RFQ) at any time.

The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.

In accordance with FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using the best value evaluation methodology.

Addendum to FAR 52.212-2, Evaluation – Commercial Items

1. The acquisition will be conducted with the expectation of adequate price competition per FAR

13.106-3(a)(1). If at any time the Contracting Officer determines that adequate price competition no longer exists or if price reasonableness cannot be determined, offerors may be required to submit additional information.

a. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value offer when technical approach, price and delivery are considered. The following factors shall be used to evaluate offers.

b. The CO will consider price risk in the evaluation of pricing pursuant to DFARS 204.76 by determining if a proposed price is consistent with historical prices paid for an item. If an offeror’s price is determined to be unreasonable or unrealistic to the government, an award will not be made to that offeror.

c. Technical approach is defined as a submission of the product and a review of the dimensions and functionality to ensure that the product meets the salient characteristics.

Technical approach will be evaluated on an “acceptable” and “unacceptable” basis as defined below:

i. Acceptable – the product offered provides the form, fit, and function of its intended use and is made of material that is of the quality that it will withstand wear and tear.

ii. Unacceptable – the product offered does not provide the form, fit, and function or is of a material that is too flimsy for normal use.

d. The CO will consider delivery for offers that are technical acceptable and price is deemed fair and reasonable. The method of delivery and speed of delivery will be evaluated.

2. Award will be made to the offer that represents the best value to the Government. Technical approach, price and delivery factors considered. Failure to address any of the above-mentioned requirements may render the offeror ineligible for award at the Contracting Officer’s discretion. Offerors whose overall prices are determined to be unreasonable IAW FAR 13.106-3 will not be considered for award. Additionally, offerors shall be deemed responsible contractors in accordance with FAR 9.104 prior to award.

3. Any damage during transportation will be the responsibility of the awardee to replace in a timely manner.

4. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services, with its offer.

The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition.

The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services, applies to this acquisition.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (Jan 2023)

(a) Definitions. As used in this clause-

"Department of Defense Activity Address Code (DoDAAC)" is a six-position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b)Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c)WAWF access. To access WAWF, the Contractor shall-

(1) Have a designated electronic business point of contact in the System for Award Management athttps://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/

(e)WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f)WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i)For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii)For fixed price line items-

(A)That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(iv) For performance based payments, submit a performance based payment request.

(v) For commercial item financing, submit a commercial item financing request.

(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.

(f) [Note: The Contractor may use a WAWF "combo" document type to create some combinations of invoice and receiving report in one step.]

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.

(g) WAWF point of contact.
