About this file
This is a Justification for Other Than Full and Open Competition document issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia for a single-source procurement of the Curvo-BroadJump Medical Subscription service.
The DLA Troop Support Medical Directorate requires a license agreement for commercial medical/surgical and pharmaceutical sales data compiled on a weekly basis to support the Defense Medical Logistics Standard Support-Wholesale (DMLSS-W) system. Curvo-BroadJump is identified as the sole source capable of providing this specialized data service, which tracks approximately 40% of U.S. healthcare market nonlabor spend and includes access to the PharmaChecker application for up to 19 users. The company's proprietary pricing algorithm and weekly sales data compilation cannot be replicated by alternative vendors such as ECRI PriceGuide, Global Healthcare Exchange (GHX), or IQVIA, each of which was evaluated and determined to lack the comprehensive rolling 24-month commercial sales data at retail and wholesale levels required by the government. The contract is structured as a Firm-Fixed-Price award with a 12-month base period (07/30/26–07/29/27) and two optional 12-month periods, for a potential total of 36 months if all options are exercised, with an anticipated start date of June 30, 2026. The contracting officer has determined the anticipated cost will be fair and reasonable based on price analysis techniques including comparison to historical pricing, competitive published price lists, and market research. A synopsis will be posted to SAM.gov to solicit offers from potential sources as required by FAR Part 5, and only Curvo-BroadJump has expressed written interest in the acquisition.

Pursuant to 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) part 6.103-1(d) where the highly specialized brand name servicesfor this requirement. This justification details the authority to acquire services on an other than full and open basis and seeks approval to execute a brand name acquisition, restricted to Curvo-BroadJump, as they are the only responsible source. ;
there are no other re-sellers of Curvo-BroadJump able to provide the service for this brand name product due to the proprietary nature of a license agreement for commercial sales data for all medical/surgical and pharmaceutical products for use by the DLA Troop Support Medical Directorate. Use of this brand name description in the acquisition is essential to the Government’s requirements, thereby precluding consideration of a product of another company. No other brand name for all pharmaceutical and medical/surgical product is compatible with brand name “Curvo- BroadJump” a license agreement for commercial sales data. Only “Curvo-BroadJump” Software will support the required licenses to be owned by DLA. The resultant solicitation will be issued to acquire a license agreement for commercial sales data for all medical/surgical and pharmaceutical products for use by the DLA Troop Support Medical Directorate in support of US Department of War (DoW) medical materiel purchasing programs and planning applications. This requirement seeks to acquire a license agreement for commercial sales data, collected on a weekly basis for all pharmaceutical and medical/surgical product pricing.
The Government contemplates award of a Firm-Fixed-Price (FFP) contract for performance during a twelve (12) month base period and two (2) 12-month option periods, where the total period of performance will consist of thirty-six (36) months, if all options are exercised. Curvo-BroadJump is the only technically capable, responsible source for the license agreement, and, more specifically, its sales data and pricing algorithm, which compiles weekly sales data and trend analysis of pharmaceutical and medical spend. The Government’s requested Period of Performance (POP) is detailed as follows:
Base Year 07/30/26 – 07/29/27 Option Year 1 07/30/27 – 07/29/28 Option Year 2 07/30/28 – 07/29/29

THE AUTHORITY CITED.
Curvo-BroadJump Medical Subscription
The nature of this requirement for DLA’s Curvo-BroadJump license agreement for medical and pharmaceutical sales data necessitates the use of the authority cited herein.
The only known source that offers for sale a product that compiles commercial medical/surgical and pharmaceutical sales data, distributed on a weekly basis is Curvo-BroadJump. Curvo-BroadJump tracks nearly 40% of the U.S. healthcare market’s nonlabor spend, creating a trusted source of market intelligence, formatted in a manner that addresses the customer’s specific data analytics requirement(s). Curvo-BroadJump’s data collection enables fair, fact-based decisions that help providers measure, manage and optimize cost, quality and compliance. The license agreement also provides access to Curvo-BroadJump’s PharmaChecker application via a site license for up to 19 users. PharmaChecker brings pricing transparency to pharmaceuticals utilizing neutral, unbiased data across all GPOs and allows comparison of drug pricing respective of account type, class of trade and DSH eligibility. PharmaChecker gives users further contextual information and insights into the market to help better understand specific pricing.
DLA Troop Support uses the components of the DMLSS to support customers in the “best value” selection of medical supplies. The medical treatment facilities use DMLSS data daily for selection of products and for regional standardization decisions. In addition, DoW Services’ medical planners and logisticians, as well as the DLA Troop Support Medical Directorate, use the sales data to ascertain the availability and support of pharmaceutical products on the commercial marketplace.
Product trend analysis can be applied to determine whether the Services’ healthcare requirements is supported by average healthcare industry/market pricing and industry common practices. Curvo- BroadJump data will serve as a key component of the various DMLSS systems to identify, track, and quantify which products are available in the commercial marketplace.
Alternative products available on the commercial market that were evaluated and determined not to be fully comparable are offerings from sources as follows:
1. ECRI: (www.ecri.org) PriceGuide™ The product offered by ECRI provides valuable benchmarking data; it does not, however, satisfy the more comprehensive requirement by the Readiness Division for rolling 24-month commercial sales data collected monthly and reported quarterly, both at the retail and wholesale levels, for both pharmaceutical and medical/surgical products, along with product synonym files and packaging information. The ECRI Price Guide does not meet the Government’s current requirement for readiness support of critical functionalities.
2. Global Healthcare Exchange, LLC (GHX) (https://www.ghx.com) The GHX Data service provides several valuable components of Pharmaceutical/Medical Surgical data; it does not, however, offer visibility and insight into what medical materiel are being sold in the commercial side of the medical healthcare industry, nor does it gather all pharmaceutical and medical/surgical commercial sales data available. As a result, the GHX data feed does not meet the Government’s current requirement.
3. IQVIA (https://iqvia.com)
IQVIA data is delivered quarterly. Since it is used in the DMLSS-W applications; it does not have the same level of data coverage on pharm data that Broadjump has to meet Medical’s needs.

OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED.
Market research techniques included a review of acquisition history for contracts used by the directorate to procure similar services and a search of Contract Opportunities and GSA websites for other vendors with similar data service offerings. Primary comparative factors used to analyze alternatives included technical service offerings, and functional familiarity, to the DLA Medical Directorate.
Alternative subscription services considered included products offered by ECRI Price Guide, IQVIA, as well as the Global Health Exchange (GHX) Product Data Feed.
Results of market research, inclusive of an analysis of the Curvo-BroadJump solution, are detailed as follows:
IQVIA (https://iqvia.com) Explain what IQVIA provides and what it can’t provide that Curvo-BroadJump can.
IQVIA data is delivered quarterly and as it is used in the DMLSS-W applications, it does not have the same level of data coverage on pharm data that Broadjump has to meet Medical’s needs.
ECRI: (www.ecri.org) PriceGuide™
The product offered by ECRI provides valuable benchmarking data, it does not satisfy the more comprehensive requirement by the Readiness Division for rolling 24-month commercial sales data collected monthly and reported quarterly, both at the retail and wholesale levels, for both pharmaceutical and medical/surgical products, along with product synonym files and packaging information.
