About this file
This is a Single Source Justification form for a simplified acquisition from the 140 MSG/MSC (140th Maintenance Squadron) to procure new Loading Toolboxes for the 140th Aircraft Maintenance Squadron Weapons loaders. The requirement is for Snap-on brand tools and toolboxes to replace existing worn, damaged, and non-lockable tool boxes used in weapons loading operations.
The justification cites Department of Air Force Instruction 21-101 Para 8.3.4 requiring standardization of Consolidated Tool Kits (CTK) within squadron functional elements. While market research identified multiple authorized Snap-on resellers capable of providing the tools, the brand name specification is justified to maintain compatibility with existing tools and warranty coverage. The purchase request number is W50S6V25Q0001, with an implementation date of December 4, 2024. The estimated contract cost is listed as TBD. The new toolboxes will reduce the weapons footprint during Agile Combat Employment operations and decrease personnel fatigue by reducing overall toolbox weight.

Contracting Activity:
Requesting Activity:
Purchase Request/ Identification Number:
Project/Program Name: Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Section C: Justification for Soliciting from a Single Source
Section D: Efforts to Obtain Competition
After conducting market research through internet searches and GSAadvantage! it was determined that there are authorized resellers for snap-on tools that are capable of providing the tools and toolboxes being requested. Additionally, there are sufficient vendors to allow for a reasonable amount of competition.
Section E: Steps to Preclude Future Single Source Awards
If similar requirements should come, up a review will be done with government regulations and in the market to see if it can allow for maximum competition. Research will be done to see if there are changes made to the maintenance regulations that could allow for different brands and research will also be done in the market to ensure there are sufficient vendors who would be able to participate in such requirements and preclude such limitations.
Section G: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.

The objective of this project is to provide the 140th Aircraft Maintenance Squadron Weapons loaders with new Loading Toolboxes due to current tools and tool boxes age and wear. The new weapons loading tool boxes will be used to replace existing worn damaged and non lockable tool boxes. This purchase will reduce over all weapons foot print during Agile Combat Employment (ACE) operations. This order will also reduce personnel fatigue during tool box push out by reducing overall weight of the tool box.
The section currently uses snap-on tools due to the warranty that is offered. If different vendors are utilized it will cause mismatched tools and add unnecessary complication to the spare tool/broken tool program. Mismatched tools are an issue that shall be avoided in accordance with Department of the Air Force Instruction 21-101 Para 8.3.4 stating "CTK contents will be standardized to the maximum extent possible within functional elements of a squadron that have similar missions." CTK stands for Consolidated Tool Kits. Considering the reasoning provided, it provides justification to why this requirement must be limited for a specific brand name.
