About this file

This document is a Proposal Preparation Instructions section (L.2) for a design-build construction solicitation for the Government Publishing Office. The instructions detail a comprehensive five-volume proposal submission process requiring PDF portfolio format with specific content for each volume: (1) Signed SF 1442 and Company Information, (2) Technical Capability and Management Plan, (3) Key Personnel, (4) Past Performance, and (5) Cost/Price Proposal.

The Cost/Price Proposal (Volume 5) requires a detailed Excel workbook with unlocked formulas using Attachment J.6 template, presenting all costs in U.S. Dollars rounded to the nearest penny. Offerors must provide a Microsoft Word budget narrative explaining the basis for each line item's costs, including prime contractor and potential subcontractor expenses. The proposal must demonstrate cost reasonableness, alignment with the technical approach, and include detailed budget breakdowns by contract period. Supplemental requirements include providing three to five past performance questionnaires and comprehensive documentation of personnel, technical capabilities, and pricing strategy.

L.2 Proposal Preparation Instructions:

The Offeror's proposal must be submitted in as Adobe PDF portfolio format including all documents. A PDF portfolio is a special type of PDF file that acts as a container for multiple files of different formats.

When the email comes in, we will only see one portfolio file. Your portfolio shall consist of five (5) volumes titled as follows: 1) Signed SF 1442 and Company Information, 2) Technical Proposal, 3) Key Personnel, 4) Past Performance, and 5) Cost/Price Proposal.

Proposal Format: (a) Offerors shall submit one complete, electronic version of their proposal. The required volumes are as follows:

Volume 1: Signed SF 1442 and Company Information Volume 2: Technical Capability and Management Plan Volume 3: Key Personnel Volume 4: Past Performance Volume 5: Cost/Price Proposal

Proposal Content:

Volume 1: The offeror must submit the signed SF 1442. The first and second pages of the SF 1442 will suffice. The offeror must attach 1) System for Award Management (SAM) registration information, 2) W- 9 - Vendor address and Taxpayer Identification Number (TIN), and 3) Vendor Point of Contact, including the Point of Contact (POC) email address and phone number.

Volume 2: Technical Capability and Management Plan – The Offeror must propose a technically qualified plan that supports the SOW requirements, complies with construction documents, and meets the customer’s specifications.

The plan shall clearly outline and explain the management approach for key personnel, non-key personnel, and subcontractors, given the multidisciplinary nature of the work solicited. The plan should clearly demonstrate the offeror’s knowledge and expertise managing design- build projects in commercial or federal properties of varying size and scope. The offeror shall also demonstrate its knowledge of impediments typical to design-build services and the offeror’s methods to identify and mitigate these issues. Additionally, the plan shall identify the following:

Scheduling and assignment of key personnel and their roles in managing the provided services.

(a) A description of the offeror’s workforce and how its personnel will be mobilized to ensure that sufficient qualified personnel will be available. This description should indicate roles that will be filled with offerors own personnel vs sub- contractors.

(b) The offeror’s technical proposal must include a draft timeline of its technical approach and a Draft Quality Management Plan (QMP) that demonstrates accountability. The QMP must identify an acceptable approach for quality assurance and effective management of subcontractors, if applicable. The QMP shall clearly outline how the offeror will plan, coordinate, and manage and provide corrective action for deficiencies.

Volume 3: The proposed key personnel proposed by the offeror are essential for successful completion of this design-build contract. The offeror shall provide a plan to assign the required key personnel over the total duration of the contract. The following shall be included in the proposal for submission of key personnel.

i. Signed and dated letters of commitment for each key personnel accepting employment on the contract; and

ii. Resumes not exceeding five (5) pages for each individual proposed as key personnel.

Volume 4: Past performance information is one indicator of an offeror’s ability to perform the contract successfully. Offerors must demonstrate a pattern of past performance in accordance with the evaluation criteria in Section M. The past performance questionnaire, provided as Attachment J-5 shall be completed by customer references. The offeror’s proposal submission must include a minimum of three completed past performance questionnaires, but no more than five completed questionnaires, to enable proper evaluation. An offeror may submit other forms of past performance records as supplemental information, including CPARS. The supplemental information, however, may not be submitted in lieu of the PPQ form.

Volume 5: The price proposal shall include narrative to explain the basis for pricing and proposal price. The price in the proposal must be referenced as cited under SECTION B-

SUPPLIES/SERVICES AND PRICE.

Offerors shall attach the Cost/Price proposal separately from non-cost factor(s) proposal. Each Offeror shall provide a cost proposal with supporting information in sufficient detail to allow a complete analysis of cost and price.

Part 1 - Cost/Price Proposals - Attachment J.6 (in MS Excel with unlocked formulas)

(a) The Offeror must present all proposed costs and prices in U.S. Dollars (“USD”).

Extended costs and prices must be rounded to the nearest penny (i.e., two decimal places) using one of Excel’s rounding functions,

(b) Offerors must provide a single Excel workbook, incorporating both prime contractor and subcontractor (if applicable) budget details, using Attachment J.6 template, and using the pricing instructions specified in paragraphs (c) through (f) below. Except as otherwise noted in the instructions below, a separate spreadsheet tab must be provided that contains each subcontractor’s detailed budget. Offerors must incorporate and link each subcontractor’s budget totals to the appropriate subcontract cost line item in prime Offeror’s budget. Subcontractors that do not wish to disclose proprietary subcontract pricing information to the prime may provide redacted information to the prime Offeror and then follow the instructions below for submitting a sealed package.

(c) Offerors may adjust the template’s budget detail by adding rows and updating formulas as needed. Offerors shall not delete any of the rows associated with a major cost element as shown in the Extended Cost Summary Tab. Mark non-applicable elements as “N/A”.

(d) The Offeror must make all Excel calculations and formulas visible in the format provided in Attachment J6. The Offeror must unlock and leave the Excel file unprotected and macro-free. The Offeror must remove all external file links from the Excel file.

(e) The Excel workbook must include:

Tab (i) Price and Cost Summary Tab (ii) Section B of the RFP table Prime Tab (iii) Section B of the RFP table Sub(x) one tab for each subcontractor (if applicable)

The above tabs were not added in Attachment J.6. Please add additional tabs if needed for your Cost/Price Proposal.

The offeror must use the Price Matrix (Attachment J.6) to format its price proposal. The Matrix must be developed using the MS Excel spreadsheet format, .xls file.

Part 2 - Cost/Price Proposal Narrative

The Offeror must submit a budget narrative, in Microsoft Word format, discussing and substantiating the cost for each line item – this includes a budget narrative for the prime Offeror’s prices/costs, and the proposed subcontractor(s) process/costs.

Offeror must clearly explain the basis of costs, i.e. why and how it determined certain figures for equipment, training, items or services, to establish the reasonableness of costs. The Offeror must provide a clear and thorough explanation for each budgeted line-item amount and/or unit quantity.

Offeror should explain its assumptions in determining why the proposed unit/quantity aligns with its overall technical approach in order to address why these costs are considered realistic.

Subcontracts/Contractual (if applicable). MMAR § 44.101 provides for any contract order entered into by a subcontractor to furnish supplies or services for performance of a prime contract or a subcontract.

All proposed subcontractors must submit an Excel budget tab which, at a minimum, breaks down costs by contract period.
