About this file

This document is a Questions and Answers (Q&A) attachment for Solicitation 040ADV-25-R-0027 related to a Government Publishing Office (GPO) locker room renovation project in Room C109. The solicitation amendment addresses numerous detailed clarifications from potential offerors, including key requirements for the design-build project. Significant details include the need to renovate a space for 60 officers (10 lockers in the women's locker room and 50 in the men's), with a new dedicated Air Handling Unit (AHU) covering approximately 2,844 square feet.

Critical project specifications involve comprehensive interior renovations, electrical panel upgrades, ADA/ABA compliance, and specific equipment requirements. The project is a design-build contract with a Controlled Uncontrolled Information (CUI) rating, requiring U.S. citizens/residents only. Key technical requirements include providing Freestyle™ Personal Storage lockers, developing a Quality Management Plan, submitting past performance questionnaires, and ensuring ADA compliance. The government intends to award the contract by or before November 15, 2025, with work hours restricted to 7:00 AM to 3:00 PM, Monday through Friday, and requiring escort for unbadged contractors. The page limit for proposals has been increased from 60 to 120 pages.

Q&A Solicitation 040ADV-25-R-0027 GPO Locker Room C109

1. Q. Are you looking for updated pricing on the lockers for the locker rooms in C109?

I’ve provided pricing the past two years but can update if need be.

No, GPO is not currently pursuing updated pricing on the lockers in C109. The designs of the space will require Freestyle™ Personal Storage lockers or an equivalent that will accommodate 60 officers - 10 lockers in the women’s locker room and 50 in the men’s.

2. Q. In Section L.2, Key Personnel comes after Past Performance. In Section M, it comes before. In addition, L and M have different headings for each section (L indicates Volume and M indicates Factor). Can the Government confirm the correct placement of these sections and the correct headings?

The headings are correct. Section L establishes the submittals list to be labeled as “Volumes”. Section M outlines the technical evaluation factors in the order of importance for 3 out of the 5 volumes.

3. Q. Section L.2, Volume 2 (Technical Capability and Management Plan) and Section

M (Factor 1) require a Draft Quality Management Plan. A project Quality Management Plan typically being a very lengthy document (and could take up most of the 60 pages allowed for this submission), can the Government confirm if it would like a draft of a typical post-award Quality Plan submittal or a narrative summary within the Factor 1 response? If the former, would the Government consider amending the solicitation or confirming if the Plan is excluded from the overall page limitation?

This solicitation amendment hereby increases the page limit to 120 pages.

4. Q. Section L.2, Volume 3 (Past Performance) and Section M (Factor 3) indicate that the only required submission for this section is new PPQ evaluation sent via email to the Government’s designated contact. With other past performance information being optional. Can the Government confirm if this understanding is correct or otherwise clarify?

The offeror’s proposal submission must include a minimum of three completed past performance questionnaires, but no more than five completed questionnaires.

Other forms of past performance records may be submitted as supplemental information, including CPARS. The supplemental information, however, may not be submitted in lieu of the PPQ form. The minimum requirement is the submission of 3 completed PPQs.

5. Q. Section L.2, Volume 3 (Past Performance) and Section M (Factor 3) indicate that the Government is looking for experience from the offeror (prime contractor) only and not from the offeror’s designer. Can the Government confirm if this understanding is correct or otherwise clarify?

Submission of PPQs for an entity other than the prime may only be provided as supplemental information. The Government will only evaluate PPQs for prime contractors to assess ratings.

6. Q. Section L.2, Volume 4 (Key Personnel), the following is required: “Signed and dated letters of commitment for each key personnel accepting employment on the contract”. Can the Government confirm if this requirement applies to all key personnel listed in the proposal or just to any key personnel who would be hired (“accepting employment”) for this specific project, if applicable?

Signed letters of commitment and resumes must be provided for all proposed key personnel.

7. Q. Section L.1 notes that the proposal is limited to 60 pages. Can the Government confirm what, if any, pages, sections, and/or submissions are excluded from the page count and limitation? (For example, the First Page, PPQs, Draft QMP, any supplemental past performance documents offerors are allowed to submit in the proposal, per L.2, Volume 3.)

8. Q. The key personnel identified to be on the project site include the project manager, project superintendent, quality control manager and ssho office. Is this really needed for a 2400 sq ft renovation project as it will add several hundred thousand dollars to the project cost? Projects this small in size usually only requires a project superintendent who handles all functions of the project listed.

Key personnel will need to be onsite full time during key phases and stages of the project. THE Superintendent will need to be onsite full time; The Project Manager Quality Control and SSHO can then be part time.

9. Under the miscellaneous sub paragraph ii it states that we are to provide all furnishings and appliances. Please provide a room designation sheet indicating what and how many of each furniture item and what appliances are required.

Please see page 4 of J.3 - Room C109 Conceptual Drawings.pdf for a conceptual view of the equipment/furniture in the space. Please note that the type and amounts listed below are not accurately reflected in the conceptual drawing.
