Task 10– Priority 3
Background: Indicators are various criminals and/or terrorist organizations use the sea to support their interests, and may be exploiting existing criminal networks. One of the means to support their interest is the movement of people, and various low-end merchant ships have served as means of conveyance. However, there have also been indicators in the last several years that yachts seem to be a desirable means to move people.
Need to have a better understanding of the yacht community, and not the smaller personal/pleasure yachts, but the larger “super” yachts that operate internationally.
1) Can you describe the basic “super yacht” environment? It is presumed there are those yachts owned/operated for personal pleasure, and those yachts leased/chartered.
2) Are there “super yacht” websites? It is presumed the community is relatively small.
3) How does one go about operating their yacht (crewing, logistics, engineers, stewards, obtain patrons, etc)
4) Are there yacht management companies? Where are most of these management companies located? Who are considered the best management companies in the world and why, and who are the worst in the world and why?
5) Do yachts normally operate in a particular region, or move all over the world?
6) The larger yachts have helo capabilities. Can you describe how the helicopters operate with the yachts? Are they normally attached to the ship, or are they leased/chartered separately? What are the helos normally used for? If ferrying personnel/guests between ship and shore, do they have special provisions; file flight plans, fly at certain altitude, etc?
7) Are there special provisions for yachts when they enter port (in terms of security, screening, special treatment, etc)?
8) Are there provisions and/or exemptions from other statutory rules / regulations associated with “normal” merchant ships (ISPS, IMO, IMB, etc)
Task 11– Priority 3
Background: Research and analytical assistance in the Indonesia, and primarily for the location / confirmation of several small boats named Vessel A, Vessel B, Vessel C, Vessel D, Vessel E, and Vessel F. Exact names / spelling may vary. They are suspected of being used to support international terrorism in the region.
These boats are suspected to be small, but large enough to carry people and/or cargo to sea. There are suspected to be ocean-going motor launches, are believed to operate in and around the Indonesian Lesser Sunda Island chain. Indications are they travel between the following ports/locations: Bali Island, Lombok Island, Makasar, Sumba. Alor Archipelago Barat Daya Islands and Tutuala; East Timor.
M/V Vessel A M/V Vessel B M/V Vessel C
M/V Vessel D M/V Vessel E M/V Vessel F
B. Questions: We are essentially looking for confirmation these boats exist (photographs, and /or descriptions), and insight into the activity in Lombok Bay. Request information on the following:
1. Please provide as much information as possible on these vessels. Can these ships be identified? If yes, please provide as much information as possible (Description, ownership, photos, movements, current disposition, based, etc).
2. Can you provide any information on individuals associated with these vessels?
Masters, captains, handlers, etc?
3. Are their other boats by name and description that could / are being used for maritime logistical support around the Sulu Island chain?
4. Can you describe the activity in Lombok bay and Labuhan? Can buildings / installations be identified? Are there anti-terrorism measures at the port? Is there reputation towards one key individual and/or company at Lambok that is suspected of being involved in criminal, illegal, and/or terrorist activity?
Task 12 – Priority 2
Background: There are five companies of particular interest and located in Tunisia and Iran. These companies allegedly are involved in the acquisition and forwarding of technology products and components from Europe and East Asia. There is very little information available on these companies, and it is not known if there are any maritime linkages. Several of these companies may actually exist, and several may not exist.
They may also be front companies and/or paper companies. These companies are:
- Company A located in Tunis, Tunisia.
- Company B located in Sousse, Tunisia.
- Company C located in Tunis, Tunisia and/or Bandar Abbas, Iran.
- Company D located in Chabahar, Iran.
- Company E located in Chabahar and/or Banda Abbas.
B. Questions: Request to know as much information as possible on these companies.
- Is there any information on the companies that suggest they actually exist (photos, addresses, telephone numbers, fax numbers, emails, etc)?
- If they exist, is there any information on the key leadership of the company (names, positions, titles, etc)?
- Can you provide additional information on the companies (key managers, how long have they been in business, how many employees, products/services, etc)?
- Are there any maritime connections or linkages associated with these companies (ships owned/operated, ships chartered, maritime sister/subsidiary companies, etc)?
- Any information on companies involved in trading with these companies (buying / selling products, etc)?
- Is there any information suggesting these companies are involved in either buying or selling dual-use technology?
- Who are their key customers and suppliers and where are they located?
- Is there any financial information available on these companies (revenues, costs, profit/losses, liens, etc)?
- What are their reputations? Are they involved, cited, or investigated for links to criminal and/or illicit activities?
Task 13 – Priority 1
Background: Vessel A is a chemical tanker which has recently been operating in the Gulf of Guinea.
There are no indications that the tanker actually pulls into a port, and its activity offshore is somewhat unusual and suspicious. Vessel departed Caracas, Venezuela and transited to the Gulf of Guinea and appears to be offshore Cameroon. The tanker has operated almost exclusively off the East coast of South America, and has called at Houston, Texas. One indicator suggests the beneficial owner is the Latvian Company A, however other indicators suggests the beneficial owner is Company B Located in Greases, and the registered owner is Company C (no contact data) located in Panama.
Questions: Need to understand who actually owns the ship, and what is it doing in the Gulf of Guinea?
- Who is the beneficial owner of the ship? Can you provide contact information?
- Who is the registered owner of the ship? Can you provide contact information?
- Is the ship being managed by a company and if yes, whom?
- The ship seems to be anchored off the coast of Cameroon with no apparent movements and no apparent reason for a chemical tanker to be located off Cameroon.
Has the ship been reconfigured to handle petroleum liquid products?
- It is presumed the tanker is in the Gulf of Guinea for some activity associated with petroleum products. Can you elaborate on who is controlling the ship, and why is it operating in the Gulf of Guinea?
- Can you provide information on its current cargo (type, quantities, agent, broker, end-user, etc)?
- Can you provide a crew list?
- Can you provide phone numbers for the ship (INMARSAT, etc)?
Task 14- Priority 3
Background: For several years, Country A has wanted greater independence over its petroleum product exports coming out of the major sea port. Historically, Country has relied on foreign ports to export its petroleum products. Country A has been in the process of modernizing and increasing the capabilities of its major port to accommodate the eventual transition away from foreign ports. Country A has been directing its pipeline and port operators to accommodate this transition to domestically controlled ports and will soon be stopping exports from foreign ports.
What is the effect of this transition on the foreign ports that the petroleum used to transit through? Was the share of petroleum transit so large that these ports will suffer a noticeable decline in revenue/throughput? Can these ports make up for the decline in Country A exports by handling other resources?
How close is Country A to completing this objective of completely shifting from foreign ports?
What are the potentially positive effects for Country A in the near-term and long-term— economic and political?
What are the general implications for the region as a whole?
What is the general infrastructure like for the Country A ports: can they sustain the increased capacity in the long-term?
What are industry’s view on the matter and how do they view potential effects?
Task 15 - Priority 1 Please describe the process by which coal briquettes are shipped in bulk.
1. What are coal briquettes?
2. Are they only shipped in bags, if not what other methods?
3. What kind of bags are they shipped in (size/color)?
4. Can the bags get wet?
5. Is bunk coal ever shipped in bags like coal briquettes?
File details come from the government source that posted it. Updated .
