• Identify stakeholders
• Identify and categorize workers involved in managing (example: SARS-
CoV-2 virus) in the US
• Review of health and safety guidelines issued by national organizations/government
• Identify and classify the training done by organizations for (example:
SARS-CoV-2 virus) workers o Training will be classified as follows
▪ Awareness-overview without hands-on component
▪ Operations-hands-on competency PPE training
▪ Technical-lab workers, healthcare providing direct patient care
• Gap analysis of training and worker needs o Determination of gaps based on
▪ Workers at risk without training
▪ Training insufficient for exposure risk
▪ Amount of hands-on training
▪ Compliance with national/federal guidelines
• High level assessment of training effectiveness o Identification of training that resulted in the appropriate level of safety and performance o Identification of training best practices
• Stakeholder identification o contact academia, industry, and government leaders to determine which groups responded to (example: SARS-CoV-2 virus) and/or have a responsibility for preparedness
• Literature search for (example: SARS-CoV-2 virus) guidelines and peer-reviewed articles related to worker safety during the (example: SARS-
CoV-2 virus) response. After action reports will be included in this search.
• Contact with academia, private industry, and governments to identify existing training and the groups to whom it was provided o Classification of training will be as noted above
• Interview of key stakeholders to determine training effectiveness
• Analysis of data o Identify training requirements, potential audiences and needs, and training gaps o Training effectiveness o Identify training best practices
▪ Look for centers of excellence
▪ Identify training modalities
• Drafting of final report, briefings, one-page summary
3. Training resource website
• Prepare and maintain a (example: SARS-CoV-2 virus) training resource website.
4. Convene a stakeholder meeting
• Stakeholder identification o contact academia, industry, and government leaders to determine which groups responded to (example: SARS-CoV-2 virus) and/or have a responsibility for preparedness
• Advanced logistics, technical meeting facilitation, note-taking
• Two-day meeting of industry to discuss gaps and solutions
• Incorporate feedback into final report
• Final report completed within two weeks of stakeholder meeting
5. Master trainer meeting
• Advanced logistics, technical meeting facilitation, note-taking, and meeting report
• Development of safety and health training curricula for (example: SARS-
CoV-2 virus) using NIEHS WTP hazmat trainers and subject matter experts understanding of worker safety and health protection issues, knowledge of PPE usage, and experience in training disaster workers, the initiative would coordinate with CDC, ASPR, OSHA and NIOSH to develop curricula that address the science of (example: SARS-CoV-2 virus). Examples of specific topics could include:
o clinical symptoms o mode of transmission o persistence in the environment o treatment o infection control and worker protection (isolation/quarantine, PPE) o working in the contaminated environment (sampling and decontamination) o behavioral health resiliency
6. Curricula Development
• Development of training curricula
• Pilot Testing of the developed curricula
7. Evaluation Program
• Review and evaluate the overall (example: SARS-CoV-2 virus) (disaster initiative) o Qualitative and quantitative feedback from stakeholders o Evaluate the effectiveness of the training
• Evaluation report
8. Training activity coordination
• Manage and coordinate WTP grantee (example: SARS-CoV-2 virus) training activities including when and where sessions will be held
