About this file
This is a Salient Characteristics document for federal contract opportunity FA460826QC052 specifying requirements for a B6415 heating boiler system.
The boiler must be a modulating type condensing natural gas-fired unit with a 20.1 turndown ratio, capable of computer-operated air/fuel ratio adjustment, featuring a 439 stainless steel fire tube heat exchanger, and operating at minimum 94.6% efficiency in accordance with ASME Energy Star rating. The input range is 2,000,000 BTU/HR with a net output range of 1,860,000 BTU/HR. The boiler must incorporate O2 trim capability with a high-efficiency combustion control system that displays oxygen levels in real-time, self-adjusts to site condition changes, and operates within a gas pressure range of 14" water column maximum and 4" water column at full load, with maximum water pressure drop of 3.0 PSIG at 170 GPM across the heat exchanger. Additional required features include dual return loops for optimized efficiency, boiler controls compliant with Johnson Controls Energy Management and Control System architecture with outdoor reset scheduling and on-board diagnostic capability, and a low NOx burner meeting EPA and Air Force Manual 32-7002 environmental compliance standards.
The manufacturer must provide factory representative services including system inspection, commissioning, start-up and testing supervision, and operator training for a minimum of half day. Deliverables include a recommended spare parts list and Operations and Maintenance manual prior to commissioning. Warranty requirements include a 10-year heat exchanger warranty covering condensate corrosion and manufacturing defects, 5-year warranty on the burner, 2-year warranty on the computer control system, and an 18-month parts and labor warranty covering all electrical and mechanical components. References include ANSI standards, National Fuel Gas Code (NFPA-54), SCAQMD Rule 1146.2, UFGS-23 52 00, EPA NOx regulations, and Air Force Manual 32-7002.

SALIENT CHARATERISTICS FOR B6415 HEATING BOILER
PART 1 – DESIGN
1.1 DESIGN REQUIREMENTS
1.1.1 The boilers specified must be a modulating type condensing type natural gas-fired boiler.
1.1.2 The boilers and accessories shall be supplied by the boiler manufacturer.
1.1.3 The boiler must incorporate a 20.1 Turndown Ratio.
1.1.4 The boilers must have capability to computer operated air/fuel ratio adjustment, have a 439 stainless steel fire tube heat exchanger, operate at a minimum 94.6% efficiency rate in accordance with the American Society of Mechanical Engineers (ASME) Energy Star rating.
1.2 DESIGN REQUIREMENTS
On-board Set-up & Combustion Calibration
Input Range BTU/HR 2,000,000
Net Output Range BTU/HR 1,860,000
1.3 REFERENCES
1.3.1 ANSI (16.5) - Standard for Cast Iron Pipe Flanges and Flanged Fittings.
1.3.2 ANSI Z223.1 (National Fuel Gas Code Publication No. NFPA-54) for gas-fired boilers
1.3.3 South Coast Air Quality Management District (SCAQMD), Rule 1146.2
1.3.4 Unified Facilities Guide Specification UFGS-23 52 00 dated January 2024
1.3.5 United Sates Environmental Protection Agency Nitrogen Oxides (NOx) Regulation
1.3.6 Air Force Manual 32-7002 Environmental Compliance and Pollution Prevention
PART 2 – BOILER PARAMETERS
2.1 BOILER CHARACTERISTICS/PERFORMANCE
2.1.1 O2 TRIM CAPABILITY: Boiler shall incorporate a high-efficiency combustion control system to maintain air/fuel ratios to ensure proper operation and provide maximum efficiency to adjust to fluctuating gas pressures and environmental conditions. The boiler must display oxygen levels directly via an on-board display in real-time to allow for measurement of emissions and fuel economy of the boiler without traditional combustion calibration devices. The system shall self-adjust in the event of any site condition changes (air density, gas pressure, BTU content, etc.) to ensure efficiency, stability, and reliability. Boiler must have a gas pressure operating range of 14” Water Column maximum and 4” Water Column at full load. Water pressure drop cross the heat exchanger must be a maximum of 3.0 PSIG@170 GPM.
2.1.2 DUAL RETURN: Boiler must incorporate dual return loops to adjust to varying load demands to maximize operational efficiency by keeping cold water separate creating a larger condensing zone that allows for an additional 6% efficiency gain.
2.1.3 BOILER CONTROL: Boiler controls must maintain constant set point, outdoor reset schedule and be compliant with Johnson Control Energy Management and Control System architecture. The boiler controls must also have capability to be sequenced and automatically adjust to prevent fluctuations in the header temperature. Boiler must incorporate on-board diagnostic capability in the event of excessive trimming or when the O2 Sensor has fallen out of calibration.
2.1.4 EMISSIONS: Boiler must be fitted with a Low NOx burner whose emissions will meet minimum Environmental
Protection Agency and Air Force Manual 32-7002 Environmental Compliance and Pollution Prevention standards.
