About this file
This document is an Attachment 2 Request for Information (RFI) Questionnaire for the Federal Aviation Administration's (FAA) Security Systems Maintenance (SSM) contract opportunity. The RFI seeks to gather information about potential contractors' capabilities to maintain security systems across approximately 631 facilities in the contiguous United States and outside the contiguous United States. The questionnaire covers critical areas including technician response times, workforce qualifications for maintaining diverse security systems (such as access control, intrusion detection, video management systems, and gate control systems), and strategies for managing subcontractor relationships.
The RFI targets the NAICS code 561621 for Security Systems Services, with a small business size standard of $25M. Potential respondents are asked to provide details about their organizational capabilities, including past performance with similar large-scale maintenance contracts, small business utilization strategies, and additional resources or partnering arrangements. Responses are due by 9:00am ET on April 22, 2025, and must be submitted via email to specified FAA contacts. The anticipated contract is structured as a one-year base period with four one-year option periods, covering security system maintenance across nine regions including Guam, Puerto Rico, and Hawaii.

Attachment 2 – Request for Information (RFI) Questionnaire
Security System Maintenance (SSM)
1) The FAA requires support at roughly 631 facilities throughout the contiguous United States (CONUS) and outside the contiguous United States (OCONUS), and a successful Contractor must manage the program challenges caused by this broad geographic range.
a) What is a reasonable time frame for a technician to arrive at a given site?
b) How would you provide the right mix of labor capable of repairing the following systems:
i) Access Control Hardware/Firmware (PIC FIPS 201 Compliant Card Readers, Control Panels, etc.)
ii) Intrusion Detection
iii) Electronic strikes
iv) Metal Detector Systems
v) Gate and Barrier Arm Operators including Logic Controllers, Loop Sensors, etc.
(excludes gate and barrier arm infrastructure)
vi) Entry and Gate Control Video Systems
vii) Duress Alarm Systems
viii) Large-scale Video Management Systems
2) Some of the FAA sites contain Lenel OnGuard/GENETEC security systems, while other sites contain an JCI P2000/PELCO systems. Under this program, the Government requires support for both systems.
a) How should a Contractor maintain a workforce that is qualified to work on each system?
3) Due to the scope of work, the Contractor is likely to engage third-party Subcontractors to perform this requirement.
a) The use of Subcontractors involves more personnel and requires additional layers of communication. This could cause slower response times and longer return-to-service times for repairs. How should a Contractor mitigate this risk to the Government?
b) The use of Subcontractors may increase costs. For example, when a Subcontractor performs a repair, the Contractor must provide oversight. This means that the FAA must
Notice ID: 693KA8-25-SSMRFI Attachment 2 RFI Questionnaire pay for both Contractor and Subcontractor personnel. How should a Contractor mitigate the cost risks caused by subcontracting?
4) The expected NAICS code for this requirement is 561621 - Security Systems Services
(except Locksmiths), which corresponds to a small business size standard of $25M.
a) Based on this size standard, is your organization a small business concern?
b) If your organization is not a small business concern, how would you utilize small business concerns?
5) What additional resources will you draw on if necessary to perform the contract? If subcontracting, teaming, or partnering agreements are anticipated, identify the arrangements, as well as the estimated percentage of the total effort that each Subcontractor, partner, or team member will provide of the total effort.
