Attachment 2: Requirements List

The offeror must ensure that the installation of any component of the 5G system does not pose an electromagnetic frequency (EMF) radiation hazard to any member of the public. The offorer must identify how the public is protected from any EMF transmitter that produces an EMF hazard exceeding the maximum permissible exposures (MPEs) listed in AFI 48-109, ELECTROMAGNETIC FIELD RADIATION (EMFR) OCCUPATIONAL AND

ENVIRONMENTALHEALTH PROGRAM.

The offeror is required to provide a fully documented schematic of the entire topology of the network proposed.

Must include annotations that clearly identify all connections to and from the system. Include a detailed set of cellular network equipment and with details of all wireless and non-wireless connections involved in the topology.

Documentation must show all communications pathing including equipment material, capacity, and ownership.

Offeror will provide draft and revised cellular service contour maps that support the notion that the proposed design eliminates dead zones or gaps in reception and demonstrates improved cellular voice/data service on the Installation.

Offeror proposal will ensure system is installed and functioning in compliance with all FCC and DoD policies and regulations by 29 January 2021.

Real Property Note: Lease language must ensure vendor remains compliant with current FMV and on-time payments in order to avoid mandatory late payment fees and penalties. There needs to be provisions that call for system removal from the installation within a specified timeframe of when payment problems persist.
