About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for a commercial product acquisition under FAR 12.102(a), classified as a Brand Name justification.

The Coast Guard seeks to purchase 740 units (with an option for 221 additional units) of a Roller, Seat component (National Stock Number 3110-01-HS3-1946, Part Number KPD5583-K) for the MH-60T aircraft. This item is required for replacement during routine maintenance due to failures, corrosion, and/or damage. The sole source is Kamatics Corporation, located at 1330 Blue Hills Ave, Bloomfield, Connecticut 06002-5303 (UEI: GXK6HT9PN3P9). The justification cites that Kamatics is the Original Equipment Manufacturer and holds all rights to the technical data, specifications, and drawings. The item is complex and requires unique production techniques and sophisticated testing to meet critical operational and reliability requirements. The Government does not own or possess any rights to the technical data, specifications, and drawings, and it has been determined that it would be uneconomical to purchase alternatives. The item is the only one approved by the USCG's Aircraft Configuration Control Board for use on the MH-60T helicopter. USCG Aviation Engineering assigned an AMC code of 5, restricting acquisition to the prime contractor only. For fair and reasonable price determination, the contracting officer will utilize market research, comparison of proposed price with previous purchases, current price lists, comparison with similar items in related industries, and comparison to IGCE.
