About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document for a commercial product procurement under FAR 12.102(a), Class Deviation 25-21.

The Coast Guard is procuring one unit of a Suppression J-Box (National Stock Number 5820-01-HS1-2835, Part Number OAH45-40000-10) for the Aviation Logistics Center (ALC) and Medium Range Recovery (MRR) Program Line Item. The item is required for replacement during routine maintenance of the MH-60T aircraft due to failures, corrosion, and/or damage. An optional quantity of 17 additional units may be purchased. The sole source for this item is Fidelity Technologies Corporation, located at 2501 Kutztown Road, Reading, Pennsylvania 19605-2961 (UEI: Q8F5SMKW4CL7). The justification for sole source procurement is based on "Only One Source Is Available," citing urgency, exclusive licensing agreements, and industrial mobilization requirements. The contracting officer determined fair and reasonable pricing using market research, comparison of proposed prices with previous purchases, current price lists, comparison with similar items in related industries, and comparison to IGCE. The item is specialized and has been designated and manufactured by Fidelity Technologies Corporation, which owns all rights to technical data, specifications, and drawings required for manufacturing. The item is the only approved unit by the Coast Guard Aircraft Configuration Control Board for use on the MH-60T helicopter, and the USCG Aviation Engineering has assigned it an Acquisition Method Code (AMC) of 3, indicating direct procurement from the actual manufacturer.
