About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), filed under FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The Coast Guard Aviation Logistics Center (ALC) and Medium Refueling and Resupply (MRR) Product Line intends to procure a Mechanical Trainer (MT) for RPU-430 on a brand name basis from Rockwell Collins, Inc. through Intertrade Limited as the suggested source. The base requirement is for 9 units with an option quantity of 5 units. The item is identified by National Stock Number 1560-01-HS1-9047 and Part Number 597-2172-101. This is a replacement part for the MH-60T aircraft required during routine maintenance due to failures, corrosion, and/or damage. The justification for brand name restriction is based on the Original Equipment Manufacturer (OEM) designation: Rockwell Collins, Inc. is the OEM, and the item's complex design requiring unique production techniques and sophisticated testing necessitate sole-source procurement. The USCG Aircraft Configuration Control Board has approved this item for the MH-60T helicopter, and an Acquisition Method Code (AMC) of 5 restricts procurement to the prime contractor through engineering data. The contracting officer employed market research, comparison of proposed prices with previous purchases, current price lists, comparison with similar items in related industries, and comparison to the Interagency Government Contractor (IGCE) to support fair and reasonable pricing determination.
