About this file

This is a Justification and Approval for Other Than Full and Open Competition (J&A) under 10 U.S.C. § 3205 for a sole source procurement by the Department of Homeland Security, United States Coast Guard (USCG), COCO Office.

The USCG seeks to procure new CORSAIR-CG 1.5-cylinder O2 bottles with hose on a sole source basis from Aerial Machine & Tool Corporation (4298 JEB Stuart Hwy, Meadows of Dan, VA 24120) to outfit the fleet due to obsolescence of legacy equipment. The contract is structured as a Purchase Order funded through Operations and Support funds in Fiscal Year 2026, with solicitation number 70Z03826QE0000049. The requirement addresses the replacement of the legacy SEAS-1 Emergency egress bottle with a new Emergency Breathing System (EBS)—an emergency breathing device providing 1 to 3 minutes of air for rotary wing aircraft egress. The EBS comprises an aluminum alloy cylinder rated to 3,000 PSIG with integrated first-stage regulator, pressure indicator gauge, overpressure burst disk, and low-pressure second-stage regulator with hardcover. The low-pressure hose is 20 inches long (survival vests), while the SEAS-1 hose is 27 inches long with 360-degree swivels at connectors. The EBS was approved through the Aircraft Configuration Control Board (ACCB) process in June 2026 and is mandated for all R/W aircrew members during flight over water per IAW Air Operations Manual COMDTINST M3710.1, 24-ALSE-001.

The justification establishes that Aerial Machine & Tool Corporation is the sole source vendor meeting the specific technical and operational requirements, with no competing vendors identified through extensive market research, internet searches, solicitations, and expo events since 2006. The ACCB testing confirmed the EBS meets unique quality and salient characteristics including specific cylinder specifications, no on/off switch, no purge button, Mi-Flex hose, color-coded dial indicator, and 360-degree first-stage swivel connection. Market research was published as APFS F2026074486 on July 23, 2026, with solicitation to be released on www.SAM.gov on July 29, 2026. The Contracting Officer determined anticipated prices will be fair and reasonable based on comparison with proposed prices and similar industry items.
