Questions for Industry
1. What PWS language would you suggest to provide flexibility in hiring and moving billets within the organization after contract award (ref. PWS paragraph 2.1 and 2.2)?
• The Government is exploring the use of a hybrid approach for the first year or two of the contract (possibly level of effort before converting to firm fixed price).
• We’re standing up a new organization and lessons learned may require changes to the number and type of positions required.
• As the new organizational structure has not been determined, the positions are currently bucketed against their SAF/AQ equivalent directorates.
2. The Government intends to transfer eleven (11) positions currently contract set to expire August 2023 (likely to occur early in the 1st Option Year of the new contract). It’s the Government’s preference to transfer the incumbent personnel, to the extent possible.
• Do you foresee challenges with this approach and recommend PWS language to allow for the additional scope?
3. What do you feel is the primary incentive in attracting and retaining experienced personnel?
4. Identify any particular requirements that will drive up costs and/or risks to performance in meeting our mission.
5. Are the requirements for Special Access Programs achievable in this PWS structure?
• Do you have any recommendations on the PWS language to meet the requirements?
6. If this contract was to be a tradeoff, what would be your recommended evaluation criteria?
7. Do you expect to sub-contract any portion of the PWS activities?
8. What type of contract do you recommend for this requirement and why (i.e. Cost Plus, Fixed
Fee)?
9. If the government were unable to provide the necessary facility space for the requested personnel, how would you satisfy this requirement (ref. PWS para 5.3)?
10. What type of fee structure do you recommend for this requirement and why (i.e. Award Fee, Incentive Fee)?
11. What industry standards exist for performance metrics for this type effort?
12. Is the “Experience/Education Substitution” in the PWS too limiting to allow for timely and qualified hiring?
13. How long would you estimate it to take to hire 90% of the positions post-contract award?
14. Are there any requirements in the PWS that need to be more clearly defined?
15. What is your proposed transition plan for the PWS contract activities and how long do you think transition should take?
16. Would a 30-day proposal preparation timeframe be enough? If not, how many days would you recommend?
17. In reviewing the draft PWS, what would you suggest as a page count for your proposed technical approach as a response to the RFP?
