1.0 DESCRIPTION OF SERVICES

1.1 General

The 2017 National Security Strategy (NSS) reestablished the National Space Council and designated Space as a “vital interest,” thereby refocusing Space as a prominent domain in U.S.

national security. In addition, the 2017 NSS directed the Defense Department to “advance Space as a priority domain," and documented the administration’s intent to pursue a separate Space Force. On 20 December 2019 President Trump signed the FY20 National Defense Authorization Act (NDAA) implementing major changes within the space domain. In accordance with sections 954, 956, and 957 of this NDAA, the Office of the Principal Assistant Secretary of the Air Force for Space (SAF/SP) was redesignated to the Office of the Assistant Secretary of the Air Force for Space Acquisition and Integration (referred to within as SAF/SP). In addition to changing the mission of SAF/SP, the NDAA directs the SAF/SP to become the Service Acquisition Executive for the Department of the Air Force (DAF) no later than October 1, 2022, with responsibility for space systems and programs. This new designation gives the new SAF/SP oversight and direction of the Space & Missile Center, the Space Development Agency, and the Space Rapid Capabilities Office.

1.1.1 Scope

This effort provides technical and analytical support to the new space SAE under SAF/SP. The Contractor will ensure Contractor personnel take action to fully integrate into SAF/SP creating a seamless Government-Contractor team. The Contractor will manage contractor personnel. The Contractor will interface and perform technical and programmatic liaison support with other DAF organizations conducting or interfacing with space program or system requirements, operations, planning Research, Developmental, Testing, and Evaluation (RDT&E), and system acquisition and sustainment. The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor will support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.

1.2 Background
