PERFORMANCE WORK STATEMENT (PWS)
Janitorial Services for USACE Lake Sonoma
3333 Skaggs Springs Rd.
Geyserville, CA 95441
Part 1 General Information
1. GENERAL
This is a non-personnel services contract to provide Janitorial Services for Lake Sonoma, Sonoma County, CA. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction
The contractor shall provide all management, labor, tools, supplies, equipment, fuel, and transportation necessary to maintain custodial services for Lake Sonoma’s Headquarters Building and Maintenance Office, Visitor Center and upper level of the Fish Hatchery Building, Operations Technical Support Office (OTSO), and the Coho Office in a manner that will maintain satisfactory facility conditions which includes a healthy, pest and disease free, thriving, attractive, clean, neat and professional appearance. The main address for these facilities is located 3333 Skaggs Springs Rd. Geyserville, CA 95441.
1.2 Background
This contract is to achieve an industry standard level of cleanliness, sanitation, and appearance for multiple buildings on a government operated project. The buildings listed in this scope of work range in size and function; including offices, break rooms, meeting rooms, display rooms and some portions of buildings are accessed regularly by members of the public. Public hours of operation are typically during normal business hours; however, employees’ duty hours change regularly between seasons.
1.3 Objectives
To maintain an industry standard level of cleanliness through janitorial services for five buildings at the Warm Springs Dam project, Lake Sonoma.
1.4 Scope of work
The Contractor shall perform all cleaning tasks necessary to meet the standards and performance requirements outlined in this Performance Work Statement (PWS). The Contractor shall provide all labor, supervision, cleaning supplies, and materials necessary to fulfill the requirements of this contract. All cleaning products utilized shall be capable of inhibiting the growth of mold and mildew, eliminating bacterial organisms, and effectively cleaning and deodorizing treated surfaces.
The Contractor shall furnish, at no additional cost to the Government, all consumable and reusable cleaning materials including, but not limited to, toilet paper, hand soap for dispensers, cleaning cloths, sponges, scrub brushes, spray bottles, buckets, garbage bags, and disposable towels. Additionally, the Contractor shall provide all necessary Personal Protective Equipment (PPE) for custodial staff, such as rubber gloves, safety glasses, goggles, and face masks, in accordance with applicable health and safety standards.
The cost of all supplies, materials, and PPE shall be included in the Contractor’s bid and reflected in the proposed contract pricing. The Contractor shall provide cleaning services to all buildings and designated areas as outlined in the cleaning schedule. Frequency of service shall be determined by daily, weekly, monthly, bi-monthly, or as-needed requirements, as specified. All work shall be performed between the hours of 5:00 p.m. and 5:00 a.m., unless otherwise authorized in writing by the Contracting Officer’s Representative (COR).
1.4.1 Headquarters Building and Maintenance Office: Daily Services
The Contractor shall perform the following custodial services at the Headquarters building and Maintenance office each Sunday and Wednesday, or as otherwise directed by the Government.
All work shall be conducted in accordance with industry best practices and to standards that maintain a clean, sanitary, and presentable environment throughout the specified facilities. The Contractor shall utilize appropriate cleaning agents, equipment, and methods suitable for the type of surface being maintained.
Floor Maintenance
The Contractor shall clean and maintain all floor surfaces to ensure they are free from dust, dirt, stains, scuff marks, discoloration, and other debris. Services shall include, but are not limited to, sweeping, dust mopping, vacuuming, wet mopping, and drying of all hard and soft floor surfaces. Finished floors shall exhibit a uniform, streak-free, and dry appearance, with a maintained gloss where applicable. Corners, baseboards, and edges shall be kept free of soil and cleaning residue. Floor maintenance solutions shall not accumulate on adjacent surfaces such as baseboards, furniture legs, or fixtures. Carpeted areas shall be spot vacuumed daily to remove visible dirt, dust, debris, and litter in high-traffic or visibly soiled areas. All carpeted surfaces shall be fully vacuumed at least once per week to ensure thorough removal of embedded dust, allergens, and particulate matter. Vacuuming shall be performed using commercial-grade equipment appropriate for the type of carpet installed, and all vacuumed areas shall be left clean and free of visible residue or tracking. Movable furnishings shall be temporarily relocated to ensure complete floor coverage and returned to their original positions upon completion of cleaning.
Walls and Baseboards
The Contractor shall spot clean interior walls and baseboards to remove dust, smudges, fingerprints, and other visible marks. Particular attention shall be given to corners, door frames, and frequently touched surfaces.
Entryways and Vestibules
The Contractor shall maintain cleanliness of all interior and exterior entryways and vestibules.
Services shall include removal of all spiderwebs, cleaning of interior and exterior glass surfaces, and disinfecting of door handles, push plates, faceplates, and surrounding trim. Entry areas shall present a clean, professional appearance at all times.
Kitchen and Break Areas
The Contractor shall clean and disinfect all surfaces within designated kitchen and breakroom areas, including but not limited to countertops, sinks, stovetops, tables, and chairs. All surfaces shall be free of food residue, grease, stains, and spills. Paper towel dispensers shall be checked and refilled as necessary to ensure continuous availability.
Office Areas
The Contractor shall dust and sanitize all general office furnishings, including but not limited to desks, chairs, phones, and workstations, excluding personal items. Vacuuming of all carpeted office areas shall be performed to remove visible debris and maintain cleanliness. Personal belongings shall not be moved or disturbed.
Waste and Recycling Services
The Contractor shall empty all waste and recycling receptacles daily. Liners shall be replaced whenever they are soiled, torn, or otherwise compromised, using the correct size liners appropriate for each receptacle to ensure proper fit and functionality. Waste and recycling shall be separated and transported to designated disposal locations. Receptacles shall be kept clean and free of debris and odors.
Restroom Cleaning and Restocking Requirements
The Contractor shall clean and disinfect all restroom fixtures and surfaces to ensure a sanitary, odor-free, and professional appearance. Services shall include but not limited to the thorough cleaning and sanitizing of toilets, sinks, mirrors, floors, walls, partitions, soap and paper product dispensers, drains, and floor mats. All hand dryers, soap dispensers, toilet paper dispensers, sanitary waste receptacles, door hardware, and partitions shall be disinfected using appropriate EPA-registered disinfectant products.
The Contractor shall descale showers, toilet bowls, and urinals at least weekly or as often as needed to prevent buildup of scale, soap films, feces, urine, and other deposits. Surfaces shall be left free of streaks, stains, scum, and rust.
Cobwebs shall be removed from all corners, ceilings, light fixtures, vents, and other accessible areas within the restrooms. All floor surfaces, including grout, shall be swept and mopped. Grout shall be free from dirt, mildew, scum, and residue. Floors shall be uniform in appearance with no streaks, detergent residue, or standing water. Moveable items shall be repositioned after cleaning underneath. All restroom trash containers shall be emptied daily. Soiled or torn liners shall be replaced. Containers shall be left clean and free of debris and odors.
The Contractor shall ensure that all restrooms remain adequately stocked with Government-approved consumable supplies, including but not limited to toilet paper, toilet seat covers, sanitary disposal liners, hand soap, and paper towels. Supplies shall be stored only in Government-designated storage locations and shall not be overstocked or placed in unauthorized areas. If restroom supplies are depleted between regularly scheduled service visits, the Contractor shall replenish the required items within twenty-four (24) hours of receiving notification from the Government.
Drinking Fountains
All drinking fountains shall be cleaned, disinfected, and damp wiped. The surrounding wall and floor areas shall also be cleaned to ensure a hygienic condition free of debris, stains, and mineral buildup.
Windows, Blinds, and Windowsills
The Contractor shall clean all interior glass surfaces and mirrors as needed to maintain a clear, streak-free, and polished appearance. This includes, but is not limited to, glass in doors, partitions, display cases, wall panels, and directory boards. Blinds, windowsills, and window tracks shall be thoroughly dusted and sanitized to ensure all surfaces are free from streaks, smudges, dust, and any other foreign matter. Cleaning shall be performed using appropriate materials and methods to avoid damage or discoloration while achieving a clean, uniform appearance. Cleaning agents used shall be non-abrasive and suitable for use on glass.
Spiderweb Removal
The Contractor shall remove spiderwebs from all accessible interior and exterior areas, including ceilings, corners, light fixtures, and overhead building components.
Floor Mats
All interior floor and desk mats shall be vacuumed, with loose debris removed. Mats shall be realigned properly following cleaning.
Ceiling Maintenance
The Contractor shall ensure that all ceilings, ceiling-mounted fixtures, exposed beams, trusses, and overhead structures are kept free of dust, cobwebs, insect nests, and other debris. Cleaning shall be performed using appropriate equipment and methods to prevent damage and ensure safety. High surfaces shall be inspected and cleaned routinely to maintain a professional and sanitary appearance throughout the facility.
Exterior Building Perimeter
The Contractor shall clean entryway floor mats, remove spiderwebs from exterior surfaces, and clear excess debris (e.g., leaves, dirt, trash) from walkways and entrances using a blower or manual broom, ensuring a safe and tidy perimeter.
Ranger Locker Room
The Contractor shall clean and sanitize all surfaces within the ranger locker room, including benches, lockers, and flooring. Floors shall be swept and vacuumed. Any odors present shall be neutralized using appropriate deodorizing agents.
Exercise Room
All exercise equipment, including benches, hand grips, and weights, shall be thoroughly sanitized. Floors shall be vacuumed, and the area shall be left in a clean and odor-free condition.
1.4.2 Headquarters Building and Maintenance Office: Quarterly Services
The Contractor shall perform the following deep cleaning services on a quarterly basis (four times per calendar year), or more frequently as directed by the Government. All tasks described herein shall be performed in addition to the routine daily cleaning requirements and shall not be considered a substitute for regularly scheduled custodial services. All work shall be completed using industry-standard methods and professional-grade equipment, with the intent to restore and maintain the cleanliness, safety, and appearance of Government facilities.
The Contractor shall restore all applicable hard-surface floors through a complete stripping, waxing, and recoating process. This service shall include the removal of all existing floor finish and buildup, followed by thorough cleaning and neutralization of the floor surface to ensure proper adhesion of new finish layers. The Contractor shall then apply multiple coats of a high-quality, durable floor finish to achieve a uniform gloss and provide a long-lasting protective surface. All work shall be performed using equipment and materials appropriate for the specific flooring type and shall be in accordance with industry best practices. The Contractor shall ensure that surrounding surfaces are protected during the process and that floors are allowed adequate drying time before reopening the area to foot traffic. Any issues or floor damage identified during service shall be promptly reported to the Contracting Officer’s Representative (COR).

This service shall include pre-vacuuming to remove surface debris, followed by hot water extraction or low-moisture carpet cleaning methods appropriate for the carpet type and level of soiling. All stains and high-traffic areas shall receive pre-treatment with spot-cleaning solutions approved by the Contracting Officer’s Representative (COR). The contractor shall ensure that cleaning solutions used are non-toxic, low-odor, and safe for indoor environments. Carpets shall be left clean, free of residue, and as dry as possible to minimize disruption to facility operations.
Proper drying methods, such as air movers or ventilation, shall be used as needed to prevent mold or mildew growth. The contractor shall notify the COR of any permanent staining, carpet damage, or areas requiring repair discovered during the service.
Restroom Deep Cleaning
The Contractor shall perform a comprehensive deep cleaning of all restroom areas. This shall include machine scrubbing of all grout lines and floor surfaces, as well as cleaning of toilet bases, urinals, sinks, mirrors, walls, and partitions using a heavy-duty, EPA-registered disinfectant. All surfaces shall be free of scale buildup, soap scum, hard water deposits, and other residues. Deep cleaning procedures shall ensure a sanitary, odor-free, and visibly restored restroom environment.
Window Washing
The Contractor shall clean all interior and exterior window glass, including associated frames, tracks, and sills. All glass surfaces shall be cleaned to a streak-free, transparent finish. Hard water stains, mineral deposits, smudges, and accumulated debris shall be fully removed. Window cleaning shall be performed using appropriate tools, ladders, or lifts as necessary, and in accordance with safety regulations and manufacturer guidelines.
1.4.3 Visitor Center Building and Fish Hatchery (Top Floor): Daily Services
The Contractor shall perform the following custodial services at the Visitor Center and Fish Hatchery (top floor) each Sunday, Wednesday, Friday and Saturday or as otherwise directed by the Government. All work shall be conducted in accordance with industry best practices and to standards that maintain a clean, sanitary, and presentable environment throughout the specified facilities. 1.4.7 Coho Office: Daily Services
The Contractor shall perform the following custodial services at the Coho facility each Sunday and Wednesday, or as otherwise directed by the Government. All work shall be conducted in accordance with industry best practices and to standards that maintain a clean, sanitary, and presentable environment throughout the specified facilities. The Contractor shall utilize appropriate cleaning agents, equipment, and methods suitable for the type of surface being maintained.
stains, scuff marks, discoloration, and other debris. Services shall include, but are not limited to, sweeping, dust mopping, vacuuming, wet mopping, and drying of all hard and soft floor surfaces. Finished floors shall exhibit a uniform, streak-free, and dry appearance, with a maintained gloss where applicable. Corners, baseboards, and edges shall be kept free of soil and cleaning residue. Floor maintenance solutions shall not accumulate on adjacent surfaces such as baseboards, furniture legs, or fixtures. Carpeted areas shall be spot vacuumed daily to remove visible dirt, dust, debris, and litter in high-traffic or visibly soiled areas. All carpeted surfaces shall be fully vacuumed at least once per week to ensure thorough removal of embedded dust, allergens, and particulate matter. Vacuuming shall be performed using commercial-grade equipment appropriate for the type of carpet installed, and all vacuumed areas shall be left clean and free of visible residue or tracking. Movable furnishings shall be temporarily relocated to appropriate for each receptacle to ensure proper fit and functionality. The contractor shall perform a comprehensive cleaning of all designated tile flooring on a quarterly basis. This service shall include sweeping or dust mopping to remove loose debris, followed by wet mopping with a neutral pH cleaning solution appropriate for tile surfaces. A thorough machine scrubbing, or manual scrubbing shall then be conducted to remove embedded dirt, stains, and buildup from both the tile and grout lines. Special attention shall be given to corners, baseboards, and high-traffic areas to ensure a uniform and clean appearance throughout.
Movable furnishings including but not limited to chairs, floor mats, and desk mats, shall be temporarily relocated to ensure complete floor coverage and returned to their original positions upon completion of cleaning. All cleaning products used must be non-abrasive, environmentally friendly, and approved by the Contracting Officer’s Representative (COR). Upon completion, the floors shall be left dry and free of residue, with appropriate signage displayed during the cleaning process to ensure public safety. The contractor shall notify the COR of any noticeable damage or areas in need of repair during the service.
Light Fixtures
On a quarterly basis, the contractor shall remove and clean all accessible light fixture covers, lenses, and diffusers located within the designated facility areas. This service includes carefully detaching the light fixture components, cleaning them with a non-abrasive, manufacturer-approved solution to remove dust, dirt, insect debris, and any buildup, and then drying and reinstalling them securely. Fixtures shall be wiped down externally to maintain a clean and dust-free appearance. Care shall be taken to avoid damage to any electrical components, and no cleaning agents shall be used that may cause clouding or deterioration of plastic or glass materials. The contractor is responsible for ensuring all safety protocols are followed during removal and reinstallation, including the use of proper ladders, tools, and protective equipment.
Any damaged or non-functioning lights observed during the cleaning process shall be reported immediately to the Contracting Officer’s Representative (COR).

The Contractor shall perform a comprehensive deep cleaning of all designated restroom areas.
This service shall include machine scrubbing of all floor surfaces and grout lines to remove embedded dirt and contaminants. In addition, toilet bases, showers, urinals, sinks, mirrors, walls, and partitions shall be thoroughly cleaned and disinfected using a heavy-duty, EPA-registered disinfectant. All surfaces shall be free of scale buildup, soap scum, hard water deposits, and other visible residues. The deep cleaning process shall restore the appearance of restroom facilities and ensure a sanitary, odor-free environment. The Contractor shall take appropriate safety precautions during the cleaning process and report any observed maintenance issues to the
1.4.9 Miscellaneous Work
The Contractor shall provide additional cleaning services on an as-needed basis not to exceed 250 hours. These services may include, but are not limited to, ad hoc daily or deep cleanings, emergency clean-up, or temporary increases in the frequency of routine cleaning at any designated location within the project area. The need for additional services may arise due to seasonal increases in public use, special events, or other unforeseen circumstances. For example, the Visitor Center experiences higher foot traffic from January through April due to school tours and may require enhanced daily cleaning during this period. The Contractor shall respond to requests for additional services promptly and perform the work in accordance with the standards outlined in the Performance Work Statement. All additional work must be authorized in advance by the Contracting Officer’s Representative (COR), and time shall be tracked and invoiced separately at the agreed-upon hourly rate.
1.5 Period of Performance
The period of performance shall be one base year and four option years.

1.6 General Information
1.6.1 Quality Control
The Contractor shall develop, implement, and maintain an effective Quality Control Program to ensure that all services performed under this contract comply with the requirements outlined in the Performance Work Statement (PWS). The program shall include written procedures for identifying, correcting, and preventing the recurrence of deficient performance. It shall serve as the Contractor’s internal method for self-monitoring and ensuring consistent quality of service delivery. The Contractor’s Quality Control Program shall be made available to the Government upon request and shall be updated as necessary to reflect changes in procedures, personnel, or contract requirements.
1.6.2 Quality Assurance
The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP outlines the methods and procedures the Government will use to ensure that all services are performed in accordance with the established performance standards. It specifies the performance objectives, acceptable quality levels, surveillance methods, frequency of inspections, and the minimum acceptable defect rates.
This plan serves as the basis for assessing contractor compliance and overall service quality throughout the period of performance.

1.6.4 Hours of Operation
The contractor is responsible for conducting services between from 5:00 p.m. to 5:00 a.m. when the Government facilities are closed for business. Government employees will routinely be working past 5:00 PM during recreation season and through. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. Timeframe the locations (seen below in 1.6.5) will be cleaned as follows:
Typical schedules for Lake Sonoma Project Headquarters/Maintenance Office, Operational & Technical Support Office (OTSO), Coho Office are twice per week and the Lake Sonoma Visitor Center/ Lake Sonoma Fish Hatchery (Top Floor), will be 4 times per week. Specific days per week will be determined by the COR and may require seasonal changes in order meet an industry standard level of cleanliness. A sample typical schedule can be found below.

1.6.5 Place of Performance
The work to be performed under this contract will be performed at:

*The Hatchery Bridge is currently under construction. Janitorial cleaning services for this location are not required for the base year and anticipated to commence upon completion of construction activities and acceptance by the Government (within Year 1 Period). The Contractor shall coordinate with the Contracting Officer’s Representative (COR) to determine the start date and specific cleaning requirements once the facility becomes accessible and operational.
1.6.7 Security Requirements
Contractor personnel performing work under this contract must complete all AT OPSEC requirements per the district security office before any work is performed by the contractor and must maintain the appropriate level of security requirements for the life of the contract.
1.6.7.1 Key Control
The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
1.6.7.1.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.6.7.1.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.7.2 Lock Combinations
The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.6.7.3 All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR within 5 calendar days after completion of training by all employees and subcontractor personnel. 1.6.7.4 All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures. The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
1.6.7.5 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army
Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations
1.6.7.6 The contractor and all associated sub-contractors shall receive a brief/training on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training
1.6.7.7 "The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
1.6.8 Special Qualifications N/A
1.6.9 Post Award Conference/Periodic Progress Meetings
In accordance with Federal Acquisition Regulation (FAR) Subpart 42.5, the Contracting Officer may convene a post-award conference, which the Contractor agrees to attend at no additional cost to the Government. Additionally, the Contracting Officer, Contracting Officer’s Representative (COR), and other designated Government personnel may meet periodically with the Contractor to review and discuss contract performance. During these meetings, the Government will provide feedback on the Contractor’s performance, and the Contractor will have the opportunity to raise any issues or concerns impacting contract execution. These discussions are intended to promote clear communication, resolve any performance concerns, and ensure continued compliance with contract requirements. All such meetings shall be held at no additional cost to the Government.
1.6.10 Contracting Officer Representative (COR)
The Contracting Officer’s Representative (COR) will be designated by a separate letter issued after contract award. The COR is responsible for monitoring all technical aspects of the contract and assisting in its administration. Authorized duties include ensuring the Contractor performs in accordance with the technical requirements of the contract, conducting necessary inspections, and maintaining both written and oral communication with the Contractor on technical matters.
The COR may also issue written interpretations of technical requirements, including government drawings, designs, and specifications; monitor performance and notify both the Contracting Officer and the Contractor of any deficiencies; coordinate the availability of Government-furnished property; and provide site access for Contractor personnel as needed. The COR’s responsibilities and limitations will be outlined in the official letter of designation, a copy of which will be furnished to the Contractor. It is important to note that the COR is not authorized to make any changes to the terms and conditions of the contract, including cost, pricing, or delivery schedules. Only the Contracting Officer has the authority to modify the contract.
1.6.11 Key Personnel
The follow personnel are considered key personnel by the government: The Contracting Officer (KO) and the Contracting Officers Representative (COR). The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
1.6.12 Identification of Contractor Employees and Vehicles
All contract personnel attending performing work at any of the work sites must be wearing a company uniform with a nametag and have a vehicle with signs that clearly mark their vehicle as a company vehicle. Contracted employees where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.16 Organizational Conflict of Interest
Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation servicescoho which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the
Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
