1. BACKGROUND

1.1. General / Organizational

The National Emergency Training Center (NETC) is located at 16825 South Seton Ave. Emmitsburg, MD

21727. The NETC was acquired in 1979 from Saint Joseph College to serve as the training center for the

Federal Emergency Management Agency (FEMA). Presently, the NETC is the home of the U.S. Fire

Administration (USFA), which administers the National Fire Academy (NFA), and the Emergency

Management Institute (EMI). Also located on campus are the National Fallen Firefighters Memorial, the

Fallen Firefighters Foundation, and the National Civil Defense Memorial.

Organizationally, USFA is part the Department of Homeland Security (DHS) / FEMA, and the Facility

Management Branch (FMB) within the Management Operations & Support Services (MOSS) Division of

USFA at the NETC is responsible for supporting NETC operations and maintaining the satisfactory facility conditions required for a professional training facility.

1.2. NETC TV Service

MOSS / FMB’s responsibilities also include managing the NETC TV Service primarily utilized by the approximate 15K-16K students who annually attend NETC training classes but also the approximately four hundred (400) Federal and Contractor combined onsite staff as well as any other campus visitors.

Currently, there are an estimated seven hundred and ninety-five (795) drops for a mix of analog and digital TV sets within nineteen (19) of the NETC’s twenty-five (25) A through X letter designated buildings. The majority of these drops within buildings are for student dorms, and this drop number is generally expected to stay the same over the course of performance associated with this PWS.

The current operation and structure of the NETC TV Service consists of a head-end system within a dedicated room and from where a sole signal originates and is distributed via coaxial cabling that consists of RG11 as “backbone” and RG6 as the drops. Amplifiers exists at the head-end and at numerous points along the distribution runs to support / maintain signal strength through the drops.

The current head-end system equipment primarily consists of (but is not limited to) the following to make the system operational: racks; casters; modulator chassis with power supplies; cable; mini-modulator(s); power strips; rack fans with plates; multi-switches; receivers; combiners; a TV Monitor;

rack shelves; RF launch amplifier; receiver with mount, mast, and ballast.

2. SCOPE

The Contractor shall provide and install a television head-end system compatible with existing cabling infrastructure and capable of providing sustained and reliable TV service at industry standard quality levels as well as TV service to the NETC.

The Government shall retain ownership of all equipment and components to include and as applicable receivers, receiver cards, remote controls, satellite dishes, rack mounted monitor with remote control, and associated cables and connectors.

3. GOVERNMENT FURNISHED PROPERTY (GFP) and Space The Government will provide the space and utilities e.g. power outlets and accessibility needed for normal equipment and service operation. As outlined in Section 1.2, the cabling infrastructure for head-end system connection is existing.

4. CONTRACTOR REQUIREMENTS

The Contractor shall be an authorized dealer of the TV Service for which the Contractor is proposing to provide and for which the head-end system shall be installed.

5. TASKS

The Contractor shall perform head-end system installation and provide TV service as outlined in this

PWS. The Contractor shall provide all labor to include supervision, project management and administration, transportation, tools, equipment and materials, services, and any other items as required necessary to meet all requirements and perform all tasks outlined in this PWS.

5.1. Installation

5.1.1. Head-end System Installation

The Contractor shall uninstall / remove the existing head-end system (as necessary and applicable) and install the replacement system. As part of head-end system installation, the Contractor shall measure signal level at each building demarcation closet and perform corrective actions necessary to optimize signal integrity and balance output i.e. eliminate leakage, interference, etc. The Contractor shall provide the COR in writing signal levels measured and recommendations for maintaining optimized performance levels. The Contractor shall complete head-end system installation within a two-day window ending

Friday 07/16/2020 at the latest. Upon completion of head-end system installation, the Contractor shall provide a system overview / demonstration to the COR.

The Contractor shall confer with the Contracting Officer’s Representative (COR) concerning disposal of existing uninstalled equipment i.e. whatever the COR decides to not keep the Contractor is responsible for disposal. All new equipment and component documentation shall be turned over to the COR.

5.1.2. Standards

The Contractor shall install the head-end system in conformance with applicable federal regulations, industry standards, and national professional codes. If the Contractor departs for the day, then no work-related residuals and debris shall be left in the worksite i.e. it must be cleared daily (as and if applicable).

5.1.3. Deliverables

The Contractor shall provide TV service for the viewing of those channels and stations and/or networks as outlined in Attachment 3. As outlined in this document, the breakdown is as follows:

5.3.2. NETC TV Support

Contractor support shall also include all software patches, vulnerability fix solutions, troubleshooting, system maintenance, and hardware replacement. [PLACEHOLDER HERE FOR AWARDEE’S PROPOSED

5.3.3. NETC TV Service and Support Standards

The Contractor shall provide TV service in accordance with Federal Communications Commission (FCC) rules, local Government agreements, and any other applicable regulations i.e. the “basic tier” to include the local broadcast television stations and public access channels that the operator may be required to offer through an agreement with the local government and the additional channels / stations / networks outlined in Attachment 3.

At a minimum, the Contractor shall provide NETC TV service support consistent with FCC regulations e.g.

24/7 contact number that must be answered during normal business hours, next business day response to unanswered previous inquiries, commence working on service interruptions defined as lost picture or sound on one or more channels within twenty-four (24) hours after notification, and commence correcting other service problems the next business day after learning of them.

6. PLACE & PERIOD OF PERFORMANCE

Head-end system installation and TV Service is required onsite at the NETC. Maintenance, service, and support are anticipated to be performed onsite as required and offsite at the Contractor’s location.

The period of performance (POP) for NETC TV Service shall be one (1) base year followed by four (4) one‐year option periods.
