2 Paragraph 2 – Scope
Does not specify if signal is to be Digital “Standard” signal or High Definition “HD”.
There is a significant cost difference between the 2 systems.
The signal the Offeror believes would be evaluated as most advantageous to the Government given the PWS stated mix of analog and digital TVs.

Paragraph 5.1 – Installation
Does not specify who will “Channel Scan” all TV’s and monitors connected to the monitors.
There is significant labor cost for the amount of devices that are attached to the system.
This paragraph states “the Contractor shall measure signal level at each building demarcation closet and perform corrective actions necessary to optimize signal integrity and balance output i.e. eliminate leakage, interference, etc.”
