21 SW Cable/Fiber Infrastructure Installation
Performance Work Statement
Organization: 21 CS/SCXP

Executive Summary
The purpose of this Performance Work Statement (PWS) is to establish a Blanket Purchase Agreement (BPA) for the installation of copper and/or fiber optic infrastructure within facilities at Peterson Space Force Base (PSFB) and tenant organizations. The contractor shall provide all personnel, equipment, parts, materials, and tools necessary to fulfill the requirements of this contract.
1. Purpose
The PWS defines the requirement for the installation of communication infrastructure to customer indicated end points and the appropriate communication rooms/closets within the facility... The contractor will install all required cables, media converters, Electrical Metal Tubing (EMT), cable trays, and Panduit as required. All equipment, supplies, and materials provided shall be new and not refurbished. The contractor shall purchase equipment that can be sustained for a minimum of five (5) years.
2. Requirement/Description of Services
Contractor shall provide installation services and materials for communication infrastructure as required by customer and the 21st Communications Squadron (21CS). The contractors must take the most direct pathway from within each building to ensure a sufficient connection. If the current pathway is overly saturated, contractors will install new conveyance in order to achieve the most sufficient installation.
2.1 The contractor shall conduct a site survey in conjunction with representatives of 21CS to determine requirements of each installation.
2.2 Installed infrastructure will meet 21 CS standards. All removed and replaced equipment will be provided to 21 CS at a collection point, which will be determined at a later date.
2.3 All new installations will meet applicable national electric and safety standards and AFI 31-
101. The contractor will not be responsible for existing abandoned cabling or fiber as it applies to the national electric and safety standards
2.4 All newly installed infrastructure must properly work with current networking infrastructure.
2.5 All potential members of the contractor team will meet the criteria for unescorted entry into PAFB. These requirements are outlined in AFI 31-101.
2.6 Contractors may need coordination with building facility manager for any installation requiring permanent alterations to real property. A point of contact will be made by organization requesting installation.
2.7 The Contractors will coordinate all facility access directly with the customer prior to arriving on site. Contractors must provide 21 CS with 3 days’ notice prior to any site survey.
2.8 The Contractor shall email start and stop dates and weekly updates on the progress of current Work Orders, which have been surveyed.
3.0 Inside Plant
The contractor shall provide premise wiring to support the transportation of unclassified/classified network services, voice services, and wireless access points as well as other communication services from the service location (communications room) to the customers desktop and or service location. This may require routing/pulling cabling within modular furniture, wall to wall plates, and racks to patch panels, etc. The contractor shall install and test all cable/fiber and components IAW acceptable industry standards. The contractor shall clearly label each end of individual cables. The contractor shall provide attached labels that are durable and legible. For any deviations to the specific installation specification, the contractor shall submit a proposal to the Contracting Officer (CO) for approval. The contractor shall purchase all new (non-refurbished) equipment.
3.1 Cable runs: The Contractor shall install new data, voice, and other communications services within the buildings located on Peterson AFB CO.
3.1.1 Install single and multi-mode fiber cabling, or CAT 6 or higher plenum rated copper cabling from the communications equipment location to the user location in a Star Topology configuration. Install all terminating equipment at the communications equipment location (Fiber/CAT 6 or higher patch panels, single and multi-mode fiber patch panels) and racks to support communications requirements. Install all terminating equipment at user’s location, to include voice ports and faceplates. Install all required conduit, raceway, cable racking, and hangers etc. to support copper and fiber cabling. Cable/fiber runs must be approved by 21 CS and the facility manager/customer and depending on the location, may be installed above the ceiling tiles, in existing race ways under the floor, running down the wall or any other conveyance between the communications room and the user location.
3.1.2 The contractor shall coordinate the cable naming scheme with 21CS. All equipment, cables, and patch panels shall be labeled appropriately IAW 21st
Communications standards.
3.1.3 The Contractor shall provide, install and manage all cables, professionally label and velcro-tie cable bundles into racks for a neat installation. All cables shall be fully tested and inspected to comply with appropriate connections and for specific cable management to the end devices.
3.1.4 Will provide electronic diagrams (Visio preferred) of all installation projects upon completion.
3.1.5 Secure voice communications have specific requirements that must be discussed with 21 CS prior to installation.
3.1.6 Sensitive Compartmentalized Information Facility (SCIF)
3.1.6.1 The Contractor shall follow all security requirements to install communications equipment cabling within a SCIF per IAW standards in Appendix 1 and AFSSI 7702 “Emission Security Countermeasures”, and National Security Telecommunications and Information Systems Security Systems Security Advisory Memorandum (NSTISSAM) Tempest/2-95 Red/Black Installation Guidelines.
4.0 Tools and Testing Support
The contractor shall provide all tools, installation materials and test equipment required to perform required product installation and testing as called for by the Work Order. All tools and test equipment shall remain the property of the contractor. The contractor shall provide a test plan as to how the installations will be tested for demonstration to the Government that the infrastructure is fully operational and meets the specified requirements. The Contractor shall test the installation to ensure connectivity.
4.1 The Contractor will perform a formal walk through with the base POC and representatives of the 21 CS for all installation equipment and materials and provide documentation to 21 CS.
5.0 GENERAL INFORMATION:
5.1 Standards of Conduct: The contractor personnel must adhere to standards of conduct as established by the Installation Commander.
5.2 Security Requirements: The contractor shall adhere to current installation security policies. Members of the installation teams must have appropriate security clearances for each facility work is performed in. In addition, contracting company must have access to Joint Personnel Adjudication System (JPAS).
5.2.1 The contractor will obtain base pass through the Visitor’s Center. The Contractors vehicles must show proof of insurance, current registration, and a valid driver’s license to gain access to military bases where equipment and service are provided.
5.3 Core Hours of Operation: Unless requested by the customer, all work must be performed between the hours of 0730 and 1630 hours, Monday thru Friday, excluding federal holidays.
