SOLICITATION FOR JANITORIAL SERVICES – FENN RANGER STATION

This solicitation (1240BD26Q0031) is issued by the U.S. Forest Service for janitorial services at the Fenn Ranger Station, Moose Creek Ranger District, Nez Perce-Clearwater National Forest in Idaho County, Idaho. The contract requires comprehensive janitorial support for seven government-owned facilities: five buildings requiring year-round service (Administration Office, Assessment Office, Fire Office, Visitor Center, and Cookhouse) and two requiring bi-annual service (Fenn Bunkhouse and Cedar Flats Dormitory). These historic buildings, many constructed in the 1930s-1940s, present unique cleaning challenges due to original hardwood floors, single-pane windows, and knotty pine paneling. The contractor must provide all personnel, equipment, materials, supervision, and management necessary to maintain facilities to high sanitation and cleanliness standards.

SCOPE AND PERFORMANCE REQUIREMENTS

The Performance Work Statement specifies detailed service requirements across eight task areas: contract management, fixture maintenance, floor care (carpet and resilient/non-resilient floors), waste container management, wall cleaning, appliance maintenance, furniture care, and stairway cleaning. Daily cleaning tasks include vacuuming carpets, disinfecting fixtures and bathrooms, emptying waste containers, and cleaning walls and doors. Specialized services include steam cleaning carpets and exterior/interior window cleaning twice annually (May and October). The contractor must submit daily site-specific inspection checklists, maintain a Quality Control Plan with an on-site inspection system, provide a Safety Plan with OSHA compliance, and submit a list of biobased products in compliance with federal sustainability requirements. The government provides utilities, supplies (garbage liners, paper products, toilet paper, hand soap, air freshener, and sanitary napkin liners), garbage dumpsters, and building access keys. The contractor is responsible for furnishing commercial-grade equipment, implementing biobased cleaning products to the maximum extent feasible, and maintaining facility security including locking doors and managing access codes. Performance standards require no more than two missed tasks or activities per month and no more than two valid customer complaints per month, with potential 5 percent monthly deductions for non-compliance.

JANITORIAL SERVICES

Fenn Ranger Station Moose Creek Ranger District

Nez Perce-Clearwater National Forest Idaho County, Idaho

Solicitation: 1240BD26Q0031 Fenn Ranger Station Janitorial Services

PERFORMANCE WORK STATEMENT

JANITORIAL SERVICES

1. Purpose

The Forest Service Fenn Ranger Station on the Moose Creek Ranger District, Nez Perce- Clearwater National Forest, seeks contractor support to perform janitorial services.

2. Background

The U.S. Forest Services is a federal agency and subcomponent of the United States Department of Agriculture (USDA). The Forest Services is a land management agency that protects and manages 154 national forests and 20 grasslands in 44 states and Puerto Rico, encompassing 193 million acres of land, in addition to numerous wilderness, recreation, scenic, and other areas. The agency’s mission is to sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations.

The Fenn Ranger Station is the headquarters for the Moose Creek Ranger District which contains approximately 870,000 acres within the 1.3 million-acre Selway-Bitterroot Wilderness. The primary contribution from the Moose Creek Ranger District to the local economy is through dispersed and developed recreation, designated wilderness management, and timber harvest. The Fenn Ranger Station was built in the late 1930’s by the Civilian Conservation Corps (CCC) and was considered one of the most elaborate and extensive Forest Service facilities of its time. The unique architectural design and careful placement on the landscape served as a model for modern ranger stations. It is still a showplace today and was named to the National Register of Historic Places in 1990.

The Fenn Ranger Station, Moose Creek Ranger District, Nez Perce-Clearwater National Forest, is located at 831 Selway Road, Kooskia, ID 83539. All buildings, except for the Cedar Flats Dormitory, are located at the Fenn Ranger Station. The Cedar Flats Dormitory is located ¾ of a mile east of the Fenn Ranger Station, adjacent to warehouses and full-time employee residences.

Fenn Ranger Station is located 27.5 miles southeast of Kooskia, ID, (Idaho County) and is accessed by following US Highway 12 east for 23 miles then bearing south onto Selway River Road for 4.5 miles to the Ranger Station. Fenn Ranger Station is located near the rural northcentral Idaho communities of Lowell, ID, (population 30) 4.8 miles away; Kooskia, ID, (population 664) 27.2 miles away; Stites, ID, (population 232) 31 miles away; and Kamiah, ID, (population 1,244) 35.6 miles away. The United States Census Bureau identifies two types of urban areas: 1-Urbanized Areas of 50,000 or more people; 2-Urban Clusters of at least 2,500 and less than 50,000 people. “Rural” encompasses all population, housing and territory not included within an urban area. The Fenn Ranger Station and surrounding communities qualify as “rural”.

The nearest urban area is Missoula, MT, (population 74,428) which is 126 miles away. The next closest urban populations are Coeur d’Alene, ID, (population 51,303) and Spokane, WA (population 219,190) located 197 and 201 miles away respectively.

Janitorial services are needed for seven Government-owned facilities. Five of the buildings will require year-round janitorial services and two of the buildings will require bi-annual janitorial services. Janitorial services are required year-round for the Administration Office, Assessment Office, Fire Office, Visitor Center, and Cookhouse. Janitorial services are required bi-annually for the Fenn Bunkhouse and the Cedar Flats Dormitory.

The Administration Office, Assessment Office, Fire Office, Cookhouse, and Fenn Bunkhouse were all built from 1937-1938. The Cedar Flats Dormitory was built in 1968 and the Visitor Center was built in 2003. Due to the age of the buildings, they present a number of unique elements to be taken into consideration such as: original, single-pane, divided-light windows;

original hardwood floors; and knotty pine paneling. Some of the older windows do not open and cannot be removed for cleaning purposes. The wood paneling will need to be kept clean but will not be oiled or conditioned.

• Administration Office Built in 1937 the Administration Office is a split, ranch-style, four level building, cut into a hillside. It includes a basement and is approximately 2,438 square feet. Each level is an open floor plan with desks, offices, and two restrooms in the basement. Walls on the first and second levels are original, knotty pine, wood paneling. Walls on the third level are tongue and groove wood paneling that was updated in the 1960’s or 1970’s. Windows are original, single-pane, divided-light windows. The window in the copy room on the second level is above 70” and requires a ladder to access. Flooring on the first and second level is 80% carpet and 20% original hardwood floor. Flooring in the basement restrooms is 100% linoleum. Flooring on the third level is carpet.

In the Spring (primarily March, April, and May) water seeps into the basement. The water seepage can be anywhere from ¼” to ½” deep. Any time that the Contractor or Contractor employees find this condition they will not be expected to clean the basement bathroom and they will need to annotate this condition on their Inspection Checklist. This will be considered an excusable delay under FAR 52.212-4(f) Excusable Delays, as long as it is properly documented by the Contractor.

• Assessment Office

Built from 1937-1938 the Assessment Office is one level and is approximately 3,304 square feet. This building consists of open floor plan offices. Windows are original, single-pane, divided-light windows. Flooring is 100% carpet.

• Fire Office

Built from 1937-1938 the Fire Office is two levels, includes a basement, and is approximately 3,304 square feet. This building consists of open floor plan offices on the ground level and one restroom in the basement. Windows are original, single-pane, divided-light windows. The ground level flooring is original hardwood walnut. The basement will only need the restroom serviced and has vinyl flooring.

• Visitor Center Built in 2003 the Visitor Center is one level and is approximately 1,650 square feet. This building consists of a reception area, front desk reception, mail room, conference room, two open floor plan offices, and two restrooms. Windows are original. There is 1 bay window, some are casement type windows, and some are fixed windows with transoms.

Flooring is 100% carpet except the restrooms which are tile flooring with wainscotting.

• Cookhouse

Built in 1938 the Cookhouse is one level and is approximately 1,620 square feet. This building consists of a mess hall (which recently is being used as a conference area), a kitchen, one bedroom, and one bathroom with a toilet, sink, and shower stall. Windows are original, single-pane, divided-light windows. Flooring is 40% linoleum tile and 60% original hardwood.

• Fenn Bunkhouse

Built in 1938 the Fenn Bunkhouse is two levels (a main floor and a basement) and is approximately 2,512 square feet. The building consists of five bunkrooms, two bathrooms, a Common Area, and a Laundry Area. Windows are original single-pane divided-light windows. Flooring on the main floor is 100% original hardwood in the bedrooms and linoleum in the hallway. Flooring in the basement is painted concrete in the bunkrooms, common rea and laundry area. Flooring in the restrooms is tile.

• Cedar Flats Dormitory

Built in 1968 as a Youth Conservation Corps (YCC) Barracks, the Cedar Flats Dormitory is one level and is approximately 3,072 square feet. The building consists of two common areas, six bedrooms, two partitioned rooms (sometimes used as additional bedrooms), two bathrooms, one shower room, a laundry room, and kitchen. Windows are awning windows throughout that require inside use of ladder to access. Flooring is painted concrete throughout except the shower room which is raw concrete.

NOTE: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories.

The Contractor shall submit a complete list of biobased products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of this contract.

At scheduled Pre-Work Meeting, prior to commencement of work, the Contractor shall provide a complete list of USDA designated biobased products that it intends to use or supply during performance of this janitorial services contract, including products used or supplied by subcontractors. For each product, the Contractor shall identify the product and brand/manufacturer. For each designated product, the Contractor shall also identify the biobased content. The Contractor shall provide detail on how the Contractor intends to keep abreast of the development and increasing availability of designated and non-designated biobased products and how any new or improved products will be incorporated on an ongoing basis into contract performance. The list must be reviewed and updated annually, and as required by the COR.

Reporting is required by Sections 9002 of the Food Conservation and Energy Act of 2008 and the Agricultural Act of 2014. The Contractor shall provide quantities, product types and dollar value of any USDA-designated biobased product purchased by the Contractor. This important data shall be submitted to the COR for the current quarter and current contract year. A brief explanation shall include the methodology used to calculate the dollar value of USDA-designated products used or supplied.

The Contractor should also note that USDA-designated biobased products are available for purchase through the AbilityOne Program (formerly known as the Javits- Wagner- O’Day (JWOD) Program). Under this program, members of organizations including the National Industries for the Blind (NIB) and the National Institute for the Severely Disabled (SourceAmerica) offer products and services that are mandatory by Federal agencies. A search of the AbilityOne Program’s online catalog (https://www.abilityone.gov/procurement_list/product_contractors.html) indicated biobased products that fall within the operations and maintenance area. These include but are not limited to cleaners (glass, hand, and multipurpose), graffiti removers, and sorbents.
