About this file
This document is a contract terms and conditions file containing provisions, clauses, and payment instructions for a National Guard federal contract.
The file incorporates by reference and includes in full text numerous FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) clauses addressing compliance requirements, representations, and certifications. Key compliance areas include safeguarding covered defense information, prohibition on acquisition of covered defense telecommunications equipment or services, buy American provisions, small business set-asides, labor standards (convict labor, child labor, equal opportunity for workers with disabilities), trafficking in persons compliance, and contractor integrity matters. Several provisions address national security concerns, including prohibitions on business operations with the Maduro regime and procurement restrictions from the Xinjiang Uyghur Autonomous Region. The contract requires registration and maintenance in the System for Award Management (SAM) and mandates electronic payment submission through the Wide Area WorkFlow (WAWF) system. Contractors must have a designated electronic business point of contact in SAM and register at https://wawf.eb.mil/ to submit payment requests and receiving reports. Payment document types vary by contract type: cost-type line items require cost vouchers, fixed-price items with deliverables require invoices and receiving reports, and service-only items may use Invoice 2in1 documents. The document also establishes a National Guard Agency Protest Program as an alternative dispute resolution forum, with protests to be filed with the National Guard Bureau Office of the Director of Acquisitions within timeframes specified in FAR 33.103, with a goal of resolution within 35 calendar days.
