About this file

This document is a contract clauses incorporation and terms document for federal contract FA481426Q0053.

The document primarily comprises clauses incorporated by reference and clauses provided in full text for a Department of Defense contract. Key contractual requirements include: electronic payment request submission through the Wide Area WorkFlow (WAWF) system at https://wawf.eb.mil/, with contractors required to maintain a designated electronic business point of contact in the System for Award Management (SAM) and follow specific document type submissions based on contract type (cost vouchers for cost-type line items, invoices and receiving reports for fixed-price items, and progress or performance-based payment requests as applicable). The contract imposes limitations on subcontracting, restricting prime contractors on small business set-asides to paying no more than 50 percent of government contract performance amounts to non-similarly situated entity subcontractors for services and supplies, 85 percent for general construction, and 75 percent for special trade construction. Compliance must be achieved by the end of the base contract term and each option period. The contract incorporates numerous Department of Defense Federal Acquisition Regulation Supplement (DFARS) clauses addressing cybersecurity, safeguarding of covered defense information, antiterrorism awareness training, export controls, whistleblower protections, and small business program representations. The document includes requirements for offeror representations regarding small business status, including women-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), HUBZone small business, and service-disabled veteran-owned small business (SDVOSB) designations, with penalties for misrepresentation including fines, imprisonment, and debarment.
