Attachment 2 – Position Descriptions

Experience per level:

SME I: 1 – 3 years SME II: 3 – 5 years SME III: 5 – 7 years SME IV: 7 – 12 years SME V 12 years and over

IT Support Specialist: The SME has experience in the field of IT Education Technology, technology (hardware and software), infrastructure, education technology support, helpdesk support, desktop support, LMS implementation and training. A subject matter expert understands, articulates and implements best practices related to the area of expertise. The subject matter expert may lead or be an active participant of a work-group with the need for specialized knowledge. The subject matter expert provides guidance on how his area of capability can resolve an organizational need and actively participates in all phases of the life cycle. Support the definition of processes and policies and communicate the contexts in which the rules. Accurately represent their business units’ needs to the project/program team. Validate the requirements and deliverables that describe the product(s) or service(s) that the project/program will produce. Brings information about the project/program back to the customer community. Provides input into and/or create and execute user documentation and training material. Resolve issues relevant to project/program deliverable(s) within their area of expertise. Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Ensuring accurate representation of expertise prior to the distribution of technical solutions to end-users. Documents processes and disseminating information to all relevant stakeholders.

Educational Support Specialist: The SME has experience in the field of IT Education, education, training, curriculum development and implementation, education professional development, educational administration support education technology, LMS implementation and training. A subject matter expert understands, articulates and implements best practices related to the area of expertise. The subject matter expert may lead or be an active participant of a work-group with the need for specialized knowledge. The subject matter expert provides guidance on how his area of capability can resolve an organizational need and actively participates in all phases of the life cycle. Support the definition of processes and policies and communicate the contexts in which the rules. Accurately represent their business units’ needs to the project/program team. Validate the requirements and deliverables that describe the product(s) or service(s) that the project/program will produce. Brings information about the project/program back to the customer community. Provides input into and/or create and execute user documentation and training material. Resolve issues relevant to project/program deliverable(s) within their area of expertise. Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Ensuring accurate representation of expertise prior to the distribution of technical solutions to end-users. Program Management Support: The SME has experience in the field of program/project management support at either the educational, communication, policy/procedure development, financial or IT technology duties. A subject matter expert understands, articulates and implements best practices related to the area of expertise. The subject matter expert may lead or be an active participant of a work-group with the need for specialized knowledge. The subject matter expert provides guidance on how his area of capability can resolve an organizational need and actively participates in all phases of the life cycle. Support the definition of processes and policies and communicate the contexts in which the rules. Accurately represent their business units’ needs to the project/program team. Validate the requirements and deliverables that describe the product(s) or service(s) that the project/program will produce. Brings information about the project/program back to the customer community. Provides input into and/or create and execute user documentation and training material. Resolve issues relevant to project/program deliverable(s) within their area of expertise. Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Ensuring accurate representation of expertise prior to the distribution of technical solutions to end-users. Documents processes and disseminating information to all relevant stakeholders. Organizing programs and activities in accordance with the mission and goals of the bureau. Developing new programs to support the strategic direction of the bureau and informing senior managers of the status. Creating and advising long-term goals on budget and operating plan for the bureau. Developing an evaluation method and meeting with stakeholders to make communication easy and transparent. Produce accurate and timely reporting of status throughout the life cycle of the program. Analyzing program risks and advise leadership.

Program Analyst: The SME has experience in the field of program/project analyst support at either the educational, communication, policy/procedure development, financial or IT technology duties. The analysts shall have understanding of program requirements to improve and optimize operations, initiatives, processes, and procedures. A subject matter expert understands, articulates and implements best practices related to the area of expertise.

The subject matter expert may lead or be an active participant of a work-group with the need for specialized knowledge. The subject matter expert provides guidance on how his area of capability can resolve an organizational need and actively participates in all phases of the life cycle. Support the definition of processes and policies and communicate the contexts in which the rules. Accurately represent their business units’ needs to the project/program team. Validate the requirements and deliverables that describe the product(s) or service(s) that the project/program will produce. Brings information about the project/program back to the customer community. Provides input into and/or create and execute user documentation and training material. Resolve issues relevant to project/program deliverable(s) within their area of expertise. Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Ensuring accurate representation of expertise prior to the distribution of technical solutions to end-users. Documents processes and disseminating information to all relevant stakeholders. Developing an evaluation method and meeting with stakeholders to make communication easy and transparent. Produce accurate and timely reporting of status throughout the life cycle of the program. Analyzing program risks and advise leadership.

Conduct research and analyze data to identify trends to determine steps forward and optimize system and project performance.
