30 January 2025 Performance Work Statement

(PWS)

Military & Family Readiness Center (M&FRC)

Setup and Install Smart Board, Sound System, Projector with Screen

1. GENERAL:

To acquire, setup, and install a smart board, sound system, projector, and screen at Bldg 22026 Room 141 (Consolidated Support Center). All new installed material items are to be fully operational and meet all the required codes. Work shall be completed swiftly and correctly to limit the down time for existing business operations.

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the M&FRC Classroom Technology install as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background:

In May of 2024, Super Typhoon Mawar hit Guam causing massive destruction which compromised the M&FRC Classroom structures and equipment. In this space we conduct weekly trainings and briefings for 36 Wing mission and vision and the Transition Assistance Program which is a Congressional mandate.

1.3 Objectives:

To acquire, setup, and install a smart board, sound system, projector, and a screen. All new installed material items are to be fully operational and meet all the required codes. Work shall be completed swiftly and correctly to limit the down time for existing business operations.

1.4 Scope:

a. Remove current Audio and Visual systems.

b. Prepare foundation for sound system and retractable screen.

c. The following will be fabricated and installed:

1 Sound system with 6 speakers, coords, and 2 wireless mics 1 Smart Board on wheels 1 High Quality Projector with adaptable coords for the front and back of the room 1 Retractable High-Quality Screen (dimension of screen will be larger than 130”

d. Contractor shall maintain a Safety Plan. All work shall be accomplished in accordance with OSHA and USACE EM 385-1-1 Regulations

e. Contractor shall coordinate closely with TSgt Marcel Palomo to form a work schedule to minimize time business operations will be closed.

f. Contractor shall repair or replace items damaged during the construction to the satisfaction of the Contracting Officer.

g. All construction debris shall be disposed of properly at an approved off base disposal site location at no additional cost to the government.

1.5 Period of Performance:

1.6 Recognized Holidays:

Work will not be performed on the weekends or on Federal Holidays:

New Year’s Day Martin Luther King Jr.’s Birthday President’s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran’s Day Thanksgiving Day Christmas Day

1.6.1 Hours of Operation:

The contractor is responsible for conducting business, between the hours of 0800-1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.2 Place of Performance:

The M&FRC Classroom in Bldg 22026 Room 141 (Consolidated Support Center), Andersen, Guam.

1.6.3 Type of Contract:

The government will award a Firm-Fixed Price

1.6.4 Security Requirements:

Contractor personnel performing work under this contract must be able to obtain the necessary pass to get on to Andersen AFB.

1.6.7.1 Physical Security:

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7.2 Key Control:

Contractors will not have keys to the building or to the classroom.

1.6.8 Organizational Conflict of Interest:

Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
