1. DESCRIPTION OF SERVICES

1.1. This is a services contract to provide System Preventative Maintenance and

Unscheduled (non-critical/critical) Maintenance Services for 36 Wing Command Post (building 23028) security system. The 36 Wing Command Post Security system is comprised of a Closed-circuit television (CCTV), Access Entry Control System (AECS) and Intrusion Detection System (IDS).The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2. REQUIREMENTS: The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, supplies, and other items and services necessary to perform Intrusion Detection System (IDS) and Closed-circuit television (CCTV) System Preventative Maintenance Services necessary to keep the following items operating in accordance with (IAW) the manufacturer’s specifications.

3.1 PREVENTATIVE MAINTENANCE:

3.1.1. The Intrusion Detection System (IDS) and Closed-circuit television (CCTV)

Preventative Maintenance Services include:

3.1.1.1. Contractor shall provide maintenance for items listed in paragraph 2, Requirements, following the manufacturer’s guidelines, by prior arrangement or in accordance with the maintenance schedule.

3.1.1.2. Contractor shall develop and provide 36 Wing Command Post a Security system scheduled preventative maintenance plan, subject to Government concurrence, and shall perform unscheduled maintenance as required.

3.1.1.2.1. Contractor shall troubleshoot and replace inoperable components on CCTV, IDS, and AECS and supporting components.

3.1.1.2.2. The contractor shall provide any Original Equipment Manufacturer (OEM) pass through warranty and standard commercial warranties applicable to the products being purchased at no additional for all new, refurbished, and remanufactured equipment

3.1.1.2.3. Contractor shall demonstrate equipment is fully functional and is in accordance with design of system after all maintenance and/or repair is completed.

3.1.2. Technical and Service Hotline

3.1.2.1. Contractor shall provide a telephone number to contact Contractor personnel in case of an emergency or other issue (such as technical, application, or informational) with items under this contract.

3.1.2.2. The contractor shall provide 24x7 telephone support during the warranty period to assist in isolating, identifying, and repairing software and hardware failures, or to act as liaison with the OEM in the event that the customer requires assistance in contacting and working with the OEM.

3.1.3. Spare Parts.

3.1.3.1. Contractor shall provide parts of equipment in order to restore the complete functionality of the device.

3.1.3.2. The contractor shall be OEM certified to provide associated maintenance, and spare parts during the warranty period.

3.1.4. Pricing

3.1.4.1. Pricing shall include travel time, on site work effort and trouble ticket creation as necessary

3.2. MAINTENANCE SCHEDULE:

3.2.1. The Contractor shall provide, at a minimum, annual on-site preventative maintenance, unscheduled maintenance, and on-call emergency services.

3.2.2. Scheduled preventative maintenance checks shall be conducted twice a month for all buildings.

3.2.3. The Contractor shall coordinate with 36 Wing Command Post POC to arrange for on-site maintenance visits.

3.3. CONTRACTOR PERSONNEL: The Contractor shall provide a point of contact (POC) for all contractual matters.

3.4. UNSCHEDULED MAINTENANCE EMERGENCY RESPONSE:

3.4.1. Non-Critical: The Contractor shall respond within 24 hours of initial notification for non-critical security system malfunctions. Non-critical malfunctions would be normal equipment related failures that do not hinder mission operations or that would not require increased manpower to provide security. Corrective maintenance shall be coordinated and initiated on an appropriate schedule as determined by the criticality of the failure. Actions may additionally require coordination with 36 SFS and 36 Communications Squadron (CS) personnel for the purpose of identifying and employing integrated maintenance response.

3.4.2. Critical: The Contractor shall respond within 2 hours of initial notification for critical security system malfunctions. Critical malfunctions would be failures that could or does impact performance of the unit mission, that would require increased manpower to provide security otherwise provided by the Security system, or if the system has the inability to provide entry control (e.g. swipe in and out of the building. Corrective maintenance shall be coordinated and initiated on an appropriate schedule as determined by the criticality of the failure. Actions may additionally require coordination with 36 SFS and 36 CS personnel for the purpose of identifying and employing integrated maintenance response. If any equipment fails, or stops working outside of the normal hours specified in paragraph 3, Performance, and operation of that equipment is necessary for the system to function correctly the Contractor shall be available to respond within 2 hours.

3.4.3. The Contractor shall provide 36 Wing Command Post a written summary report prior to departing the site, outlining all inspections, maintenance, repairs, etc, the contractor performed during the visit.

4. PERFORMANCE:

4.1. HOURS OF OPERATION:

4.1.1. The contractor is responsible for conducting business, between the hours of

0800hrs to 1700hrs (8:00am to 5:00pm) Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

4.1.1.1. Recognized Holidays:

4.3. PERIOD OF PERFORMANCE:

4.3.1. The period of performance (PoP) shall be for one (1) Base Year of 12 months.

5. LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.

6. GOVERNMENT FURNISHED SERVICES: The government will provide emergency medical transportation and treatment if required. The contractor shall reimburse the Government for the cost of these medical services at current rates.

7. SECURITY

7.1. PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.

7.2. RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.

7.3. TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:

7.3.1. Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.

7.3.2. Speed limits on Andersen AFB are 25 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.

7.3.3. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.

7.4. WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Andersen AFB.

7.5. FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD

5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements.

This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

7.6. REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.

7.7. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all

Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
