II. BACKGROUND
2.1 The mission of the United States Fish and Wildlife Service is working with others to conserve, protect and enhance, fish, wildlife, plants, and their habitats for the continuing benefit of the American people. An important part of this is protecting the public from wildland fires. Refuges employ a variety of management techniques to reduce fuels; one priority method is through fuel reduction prescribed burns, alternative methods are through the use of mechanical and hand treatments. The
Wildland Fire Service and the Fish and Wildlife Service prioritize treatments based upon public safety through reducing hazardous fuel loading.
III. SCOPE OF WORK
3.1 Objective: Mastication of vegetation to reduce Wildland Urban Interface hazardous fuels in the Ocean Springs Unit of
MSCNWR will be completed for a total of of approximately 1204 acres. Three burn units are incorporated into this project.
Units O-20, O-17, and O-08. Units O-20 and O-17 north of the transmission line will require all vegetation with a diameter of eight (8) inches and smaller will be masticatled down to mineral soil inside the following designated units. A combination of under growth removal and stems up to 8 inches in diameter within the perimeter and interior of the project area are to be conducted. The entire Unit O-08 and O-17 south of transmission line will require all vegetation with a diameter of six (6) inches and smaller will be masticatled down to mineral soil inside the designated units. A combination of under growth
MISSISSIPPI SANDHILL CRANE
removal and stems up to 6 inches in diameter within the perimeter and interior of the project area are to be conducted. This includes the exterior perimeter of the firelines. All over hang and 10 foot mastication in depth shall be included to reduce adjacent vegetation improving containment. Areas of priorities will be defined influenced by ground conditions, endangered species activities, risk to the public, and access. Reduction of WUI hazardous fuels will allow prescribed fire operations to continue and assist with the protection of private property, infrastructure, Interstates, travel ways and endangered flora and fauna. The project area will be treated with a heavy-duty forestry mulching or brush cutting machinery that chips / mulches / masticates trees and brush. The equipment will be tracked or rubber tired with sufficiently low ground pressure to minimize rutting, soil compaction and tree root damage. A rotary drum masticating head that is capable of being raised and lowered is highly suggested. The width of the cutting head must be equal to, or greater than the width of the carrier, so that all vegetation within the path of the machine will be masticated. Machinery can be of diverse horsepower and sizing to accomplish the project. Equipment, which is less than 90 horse-power most likely will not be effective. The machinery must be capable of falling and masticating trees up to 8 inches dbh including the ground line diameter or greater. Machinery needs to be versatile in maneuverability and capable of reaching over-ditch banks and or riparian areas.
The contractor will mulch all brush, saplings and trees up to 8 inches dbh figuring in the ground line diameter. Residues from the mulching may be left onsite and evenly distributed across the treatment area. All residues will be reduced to chips and larger pieces will be no more than 2 foot in length to allow for quick structural breakdown. All downed vegetation will be mulched so that no portion of the residues lie greater than 6 inches above the forest floor. More than one pass with machinery may be necessary. All stems must be completely severed from the stumps and all residues must lie within a depth not greater than 6 inches of the soil surface. Minimal leave tree wounds will be accepted. Operators must be skilled in operating in dense areas without damaging leave trees.
Stumps from the treated vegetation will be reduced to flush with ground level in height from the soil surface. If terrain features prevent the stump from being taken down to ground level the stump may be ground down to the specific terrain feature.
The majority of the live understory vegetative material or wildland fuel loading (fuels) within the treatment area, on average could be considered “moderate to heavy” and a small percentage of the fuels within the treatment area could be considered
“light”. Prospective contractors are encouraged to be present for a site visit prior to bidding to form their own assessment as to
MISSISSIPPI SANDHILL CRANE
the level of fuel / vegetation loading and resulting work and conditions that affect cost of performance required to masticate these wildland fuels within the treatment area. It is impractical to determine by other means the exact nature of work and the work site conditions under which the contract will be executed. The submission of a bid is considered certification that the site has been inspected, and nature of work has been determined. Site visits and / or tours can be scheduled by calling the COR or
Government Representative or being present for site visits on the Refuge prior to submitting bid.
The treatment area may encompass year-round ponds, wet / soft areas, steep ditches, areas of dense stems greater than 8 inches ground-line diameter or other features that prevent access with machine or mastication of wildland fuels / vegetation within.
Accommodation may be made for the contractor to treat similar number of acres outside these specific areas and/or skip past inaccessible areas with no negative reflection on performance quality. “In lieu of” acres of treatment will be negotiated on a case-by-case basis between the COR/Government Representative and the contractor representative. In situations where the treatment area runs through course wood debris that is greater than the maximum diameter specified for treatment of 6 to 8 inches diameter, such as a log, the contractor can masticate wildland fuels going up to and around that log, then skip over that specific log or large piece of debris. Perimeter debris must be masticated to reduce increased potential of fire escaping containment lines.
All equipment used for this contract shall be inspected by the COR or Government Representative for the presence of invasive weed seeds or propagates prior to being offloaded at the Refuge. Equipment includes mastication machinery and any support off-highway utility vehicles, including service trucks, pickup trucks, over the road transport trucks etc. All equipment shall be cleaned with a pressure washer prior to arriving at the Refuge to remove all soil, plant parts, seeds, vegetative matter or other debris which could hold seeds. The visual inspection will be conducted by the COR or Government Representative and will focus on, but not be limited to air breathers, tracks or tires, frame openings, floor plates, skid plates or other areas that can trap seeds. If seeds, clumps of soil or propagates are found, the equipment will not be off-loaded and the contractor will be required to remove the equipment from the Refuge and thoroughly clean it before engaging in contract implementation.
3.1.1 Treatment Area: The general location of the project area is north of Interstate 10; east of Seaman Road; west of Old Fort
MISSISSIPPI SANDHILL CRANE
Bayou Road; and south of Seaman Road. General location is the town of Vancleave Mississippi in Jackson County Mississippi.
Refuge interior Glendale Road divides the project area, as well as a major transmission line running east/west in direction. The approximately location of the 1204 acres is (30.467939 N, -88.828233 W). This area has a dominate canopy of premature slash pine with diameters ranging from saplings size to 24 inches with riparian areas, hardwood and cypress trees are intermixed. The mid and understory consist of natural pine regeneration and native grasses and shrubs. The government has the right to move project location to a similar site within the refuge boundary if the original site cannot be accessed due to weather conditions, endangered species activity or a higher priority project is identified.
3.2 Contractor must comply 100% with the agreed-upon plan of work. Preferred method of treatment will be by low ground pressure tracked equipment with suggested mastication equipment capabilities of a minimum of at least one piece of equipment rated at 200 Horsepower. The government is open to alternative method of treatment by low ground pressure equipment but must be approved prior to commencement of work. All work must be done according to work statement, equipment capability restrictions and any local and state regulations.
3.3 The Contractor shall provide all personnel, labor equipment, supplies, transportation, tools, materials, supervision and other non-personal services necessary to perform the requirements of this contract and shall plan, schedule, coordinate, and ensure effective performance of required services for the entire duration of contract. Crews must avoid all areas marked as “off limits”; coordinates will be provided to the Project Manager for these locations. Treatment applications shall be performed in such a manner as to protect non-target flora species, the environment, and the public. NOTE: The CO reserves the right to require the Contractor to replace any operating personnel, or equipment used in the performance of this Contract if the personnel, or equipment are violating, or have violated, any state or federal laws; or are unsafe; or for any valid reason. In this event, the Contractor shall as soon as reasonably possible, upon written or verbal notice (to be later reduced to writing) from the CO, provide replacements satisfactory to the CO at no additional cost.
3.4 Work performance shall be defined as 100% of identified area to be treated.
3.5 All personnel and equipment to be used will be appropriately licensed and certificated for the work to be done. The
Contractor will be responsible for providing sufficient equipment, fuel, safety items, personnel and their subsistence needs
MISSISSIPPI SANDHILL CRANE
during the project period, as well as checking all work sites for hazards of any type which could affect their ability to accomplish the project.
3.6 The Contractor will provide USWFS with contact information for all ground personnel, vehicles, and equipment, identification information (including make, model, color, name of company, and contact information) at least 48 hours before implementation of the project.
3.7 Public Safety: Public safety must be always ensured. In application areas where there is potential for public interaction the Refuge shall advise the Contractor of any public use hazards. It shall be the ultimate responsibility of the Contractor to initiate operations GO-NO-GO. Any fines or penalties for damage to public or private property or resultant environmental damage shall be the responsibility of the Contractor.
3.8 The COR/GR must be notified at least 48 hours prior to the start of any operations.
