PERFORMANCE WORK STATEMENT
Repair and Recoat Floors and Walls with Chemical Resistant Epoxy at The Chemical Transfer Facility (Bldg. E3832) and Sample Receipt Facility (Bldg. E3401), Aberdeen Proving Ground Md 21010
1. INTRODUCTION: The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM-CBC) Chemical Transfer Facility (CTF) is a repository for research and development stock of toxic chemical agents. The facility includes a critical system of storage tanks and piping. The Sample Receipt Facility (SRF) is designed for the receipt and handling of hazardous materials and performance of hazardous operations related to Chemical and Biological threats. Surfaces in portions of the CTF and SRF are coated with epoxy that is resistant to hazardous and aggressive chemicals.
1.1 BACKGROUND: CTF and SRF require the repair and recoat of floors with chemical resistant epoxy portions where the current coating is failing due to being greater than 15 years old.
1.2 OBJECTIVE: The objective of this contract is to repair and recoat the floor of the CTF and SRF laboratories and storage rooms to ensure containment of any hazardous or aggressive chemicals, should there ever be a leak in the system.
2.0 GENERAL: The Government will award a Firm Fixed-Price contract for repair and recoating of the floor of the CTF and SRF laboratories and storage rooms.
2.1. Period of Performance - The Contractor shall provide services in the “Base Requirement” section of the table below within three (3) months from the date of award. Should the option be exercised, the Contractor shall provide services in the “Option” section of the table below within three (3) months from the date of the option being exercised. The Government will be required to exercise the option(s) within twelve (12) months from the date of award.

3.0. TECHNICAL REQUIREMENTS: The Contractor, as an independent Contractor and not as an agent of the Government, shall provide sufficient personnel possessing the skills, knowledge, training, and experience to perform the required tasks. All training, education and certification will be accomplished outside of this contract.
3.1. The Contractor shall provide proof of a minimum of five (5) years’ experience repairing and recoating floors and walls with chemical resistant epoxy in multiple areas simultaneously.
4.0. PERFORMANCE REQUIREMENTS: The U.S. Army Combat Capabilities Development Command, Chemical Biological Center (DEVCOM-CBC) requires the floor and walls of the CTF and SRF floors in select laboratories and storage rooms to be stripped of old epoxy surface and recoated with an epoxy that is resistant to hazardous and aggressive chemicals including organic solvents, strong acids (such as hydrochloric and sulfuric), strong bases (such as 20% sodium hydroxide solution), and oxidizing/bleach (such as 10% Sodium Hypochlorite solution). For the Base Requirement and Options, epoxy shall be applied in two coats. The base coat shall be 10-12 mil thickness and the topcoat shall be 14-18 mil thickness to ensure the floor surface is as smooth as possible. The coating shall be sufficiently resilient that it will be undamaged by the traffic of heavy rolling carts or forklifts up to 10,000lbs. The coating shall be sufficiently adhered to the concrete substrate that if a scratch, crack, or chip occurs, the coating will not further flake off in sheets or cracks spread. Coatings without solvents or VOCs are preferred. In 2022, many rooms in the CTF were recoated using Belzona 4911 Magma TX Conditioner, Belzona 4131 Magma Screen, Belzona 5811 Immersion Grade (Gray) and topcoated with Belzona 4311 Magma CR1. Under this contract, the Contractor shall use an epoxy coating that meets or exceeds the capabilities of the materials used in 2022 as listed above.
4.1. The Contractor shall provide epoxy surfaces the same durability and resistance to normal cleaning products for the rooms listed with an asterisk, as the epoxy surfaces requiring a resistance to hazardous and aggressive chemicals including organic solvents, strong acids (such as hydrochloric and sulfuric), strong bases (such as 20% sodium hydroxide solution), and oxidizing/bleach (such as 10% Sodium Hypochlorite solution) for paragraph 4.0 (See Table 2 Options).
Note: For proposal purposes, the Government plans to complete up to five (5) separate jobs with the Base Requirement (SRF Room 149) being included in the first job, the SRF areas complete in one (1) to two (2) jobs, and the CTF areas complete in one (1) to two (2) jobs. The goal is to minimize deployments; however, this is contingent on availability and funding availability.

4.2. The Contractor shall utilize a system to capture the dust generated during stripping and shall dispose of project waste and debris. The Chemical Transfer Facility is located in Building E3832 on the Edgewood Area of Aberdeen Proving Ground. The Sample Receipt Facility is located in Building E3401 on the Edgewood Area of Aberdeen Proving Ground. Subject to the availability of Government escorts, the vendor may be able to work in more than one room at a time. In order to not disrupt operations in the CTF and SRF, the vendor cannot, however, strip and prepare all rooms at once prior to applying epoxy. If the Government awards multiple options at the same time, building tenants will work with Contractor to optimize workflow while minimizing disruption to ongoing building operations.
Note: For planning purposes, Government requests the Contractors provide an estimated timeline for the completion of each area. The Government will work with the Contractor to optimize workflow while minimizing disruption to ongoing building operations and allowing the Contractor to work in multiple areas simultaneously.
4.3. CTF Office Hallway, Bathroom, and Locker rooms have existing ceramic tile installed. The Contractor shall apply an epoxy overcoat in areas with existing tiles without concerns over substrate stability/adhesion; however, some areas with missing, gapped, or less secure tile. The Contractor shall require repair/removal/rebuild and fill any expansion joints prior to epoxy applying an epoxy overcoat to fill any expansion joints and create a texture in a manner to avoid slip hazards while maintaining the ability to be mopped/cleaned the floors with standard tools
4.4. The Contractor shall provide wall coating to CTF Room 21 shower space up to the shower heads to prevent water intrusion under the epoxy from water splashing. The Contractor shall functionally retain and recoat existing Berms, Spill Containment Troughs, and Side-Cove Bases. The Contractor shall not be required to add wall coating to any other area without an existing cove base.
4.5. The Contractor shall remove and dispose of all refuse/waste generated as a result of this project.
4.6. The Contractor shall warranty labor to be free from material defect for one (1) year or 12-months following completion of the contract.
4.7. The Government will provide access to electricity and restrooms. The Government certifies that the project area contains no lead paint or asbestos.
