Performance Work Statement Summary: NMUSAF Artwork Storage at WPAFB

This Performance Work Statement describes a leasing requirement for temporary climate-controlled storage containers to preserve the Department of the Air Force Art Collection at Wright-Patterson Air Force Base. The National Museum of the United States Air Force requires four (4) 40-foot temperature-controlled storage containers to house 992 designated artworks that have previously experienced mold damage. The contractor must provide, deliver, install, maintain, and ultimately remove the containers, with delivery required no later than September 25, 2026. The base contract period is one (1) year, followed by three consecutive three-month option periods, for a maximum total contract duration of thirty-six (36) months.

The environmental control requirements are stringent due to mold contamination concerns. Each container must maintain a temperature of 67°F (±5°F) and relative humidity of 40% (±10%) continuously throughout the contract period. All environmental control units must include high-efficiency filtration (minimum MERV 13 or HEPA equivalent) and operate on no more than 100 amps at 240 volts. The contractor must perform service calls within 48 hours of out-of-specification notifications and respond within 24 hours to any HVAC failures, with equipment replacement required at no additional cost if repairs cannot be completed within 48 hours. Installation requirements specify level placement (within 1% slope) and elevation with a minimum 6-inch clearance to mitigate flooding risks. Containers must be fully lockable, wind and watertight, include internal lighting or 20-amp 120-volt receptacles for government-furnished lighting, and comply with all security specifications. The contractor must provide commercial insurance coverage based on a government-evaluated asset value of $2,481,500 and is responsible for all return transportation and removal costs at contract termination, with pickup coordination required at least 30 days prior to the performance period end.

PERFORMANCE WORK STATEMENT (PWS)

National Museum of the United States Air Force (NMUSAF) Artwork Storage at

Wright-Patterson Air Force Base (WPAFB)

18 August 2026

1. BACKGROUND

The Department of the Air Force Art Collection is comprised of over 9,000 paintings, works on paper, mixed media, textiles, and sculptures spanning from World War I to the present day. To ensure the long-term preservation and security of a specific portion of this historic collection, the NMUSAF requires temporary, climate-controlled on-site storage for 992 designated artworks at Wright-Patterson Air

Force Base (WPAFB).

Due to inadequate historical storage conditions at their previous location, all 992 of these specific artworks have experienced prior mold damage. To mitigate risk and contain the issue, all assets will be securely wrapped and packaged in protective materials prior to being placed into the storage containers, preventing any further spread of mold. Maintaining strict, continuous environmental controls within the storage containers is critical to arrest any active mold growth and protect the collection from further deterioration.

2. SCOPE OF WORK

The contractor shall provide all labor, supervision, equipment, tools, materials, transportation, and services necessary to lease, deliver, install, maintain, and remove four (4) temperature-controlled, secure, and weather-tight storage containers for the temporary storage of 992 pieces of packaged artwork at WPAFB.

The contractor shall ensure that all equipment remains fully operational and meets or exceeds the environmental and security specifications outlined herein throughout the entire duration of the contract.

3. PERFORMANCE REQUIREMENTS

At a minimum, the contractor shall satisfy the following technical and operational requirements:

• Temperature-Controlled Storage Containers: Provide, deliver, install, and lease four (4) temperature-controlled 40ft storage containers at the designated location on WPAFB. Each box shall be able to operate on no more than 100A and be compatible with 240v.

• Environmental Controls: Ensure all storage containers are equipped with environmental control units capable of continuously maintaining strict climate standards:

• Temperature: 67 degrees Fahrenheit (+ or - 5 degrees)

• Relative Humidity: 40% Relative Humidity (+ or - 10%)

• The contractor shall maintain these environmental control units to ensure continuous stability throughout the life of the contract.

• The contractor shall perform a service call within 48 hours of notification that the readings are out of specifications. In the event of an HVAC/climate-control failure, the Contractor shall respond within 24 hours of notification by the Contracting Officer's Representative (COR).

• Equipment Replacement (Swaps): If a container or its environmental control unit cannot be repaired to full functionality within 48 hours, the Contractor shall provide and install a fully functioning replacement unit of equal or greater specifications at no additional cost to the Government.

• Air Filtration: Due to the historical presence of mold on the stored assets, all environmental control units must utilize high-efficiency filtration (minimum

MERV 13 or HEPA equivalent) to capture any potential airborne spores, prevent recirculation, and protect the environmental machinery from contamination.

• Artwork Condition and Containment: Note that all 992 pieces of artwork will be loaded into the storage containers pre-wrapped and packaged to contain the assets. Government will add free standing shelving units to the storage units to hold the artwork.

• Placement and Elevation:

• Leveling: All storage containers must be installed level to within a standard operational tolerance not to exceed a 1% slope (approximately 1 inch of variance over the entire length of the box) to ensure proper structural load distribution, appropriate drainage, and easy door operation.

• Elevation: To mitigate potential flooding risks, all storage containers must be elevated to provide a minimum clearance of six (6) inches from the installation pad.

• Security: Ensure all four (4) storage containers are fully lockable with padlocks, secure, and structurally sound to protect the enclosed government property from unauthorized access and environmental elements.

• Government will supply and maintain padlocks.

• Safety and PPE: Ensure contractor personnel utilize appropriate Personal

Protective Equipment (PPE), including respiratory protection (e.g., N95 masks) if entering the storage containers for maintenance, as a precautionary safety measure.

• Lighting: Lighting shall be installed within the container or there shall be 20amp

120v service receptacles for government furnished lighting.

• Wear & Tear / Liability: The Government shall not be liable for normal wear and tear to the leased containers. The containers must be guaranteed ‘wind and watertight’ for the duration of the lease.

4. DELIVERABLES

The contractor shall submit the following deliverables to the designated COR:

1. Delivery Method: All deliverables and documentation shall be transmitted electronically via email to the COR.

2. Pick-Up Coordination: The Contractor shall coordinate the exact pick-up date and time for unit removal with the COR no less than thirty (30) days prior to the end of the Period of Performance (PoP).

5. PERIOD OF PERFORMANCE

Delivery shall occur no later than (NLT) 25 September 2026. The PoP shall consist of a base award period of one (1) year, followed by consecutive three (3) month option periods. The total duration of the contract, including the exercise of all options, shall not exceed thirty-six (36) months (3 years).

6. PLACE OF PERFORMANCE

The primary place of performance for delivery and installation of the storage containers is:
