1. SCOPE: This purchase description contains the requirement for the embroidered insignia worn on the utility uniform, Operational Camouflage Pattern (OCP) by the USAFA Cadet.
2. CLASSIFICATION: Utility uniform rank covered by this purchase description shall be of the following types:

3. First Article: Before production is commenced the contractor shall submit to the contracting officer, for approval, one of each rank, ready-to-issue.
4. Description: The rank, embroidered on OCP basic fabric in spicebrown is designed to mimic certain AF specification i.e. size, color, placement, but be distinctive to USAF Academy cadets in configuration.
5. Materials: The materials for the embroidered product in this purchase description shall be as follows:
A. Basic Fabric – The basic fabric shall be MIL-DTL-44436C Cloth, Wind, Resistant Poplin, Nylon/Cotton Blend, Class 15, 3-color.
a. OCP Insignia 3-Color Tape (Pre-fused) - Class I, & II: The basic materials/fabric shall be official OCP basic fabric.
b. OCP 3-Color Nametag Fabric – Class IV & V.
B. Thread. Thread for all seaming and stitching shall be in accordance with standard quality commercial practice. The color of the thread for seaming shall be a good match to the basic material. The finished thread shall have no chemical finishes or treatments, other than those commonly used on commercial threads. The embroidery thread shall be spicebrown for all products.
C. Hook and Loop Fastener – Coyote Tan hook shall be sewn in equal size to the back of the Class I, II, III & IV insignia.
D. Colors: The color references are as follows. The last description is from the Pantone Fashion and Home Cotton Planner (PFHCP), www.pantone.com, 866.PANTONE. Dye shall be colorfast to prevent bleeding during commercial washing procedures.

E. Font – The font for the nametag shall be Air Force Font and for the year patch shall be similar to that depicted in this document.

7. Workmanship: The finished insignia shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the standards defined by this document.
8. Certification: The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Reliance on contractor quality assurance systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Unless otherwise specified in the contract or purchase order, Certificates of Compliance from the component supplier must be submitted on all components.
9. Inspection: The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting them to the USAFA for final inspection by Cadet Uniform quality assurance personnel in accordance with ANSI/ASQC Z1.4 sampling procedures and this purchase description. The point of final inspection and acceptance of the finished articles shall be at the USAFA.
A. Acceptable Quality Level: Inspection levels and acceptable quality levels (AQL’s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI/ASQC Z1.4 Inspection Levels and its instructions. ANSI/ASQC Z1.4 can be obtained by contacting American National Standard, at 1-800-854-7179 or write to: American Society for Quality Control, 611 East Wisconsin Avenue, Milwaukee, WI 53202.
