DESCRIPTION OF THE SITE

Campus Background
CAVHS is one of the largest and busiest VA medical centers in the country. Its two hospitals, John L. McClellan Memorial Veterans Hospital in Little Rock and Eugene J. Towbin Healthcare Center in North Little Rock, use advanced technology to provide a broad spectrum of inpatient and outpatient healthcare services, ranging from disease prevention and primary care to complex surgical procedures and extended rehabilitative care. CAVHS has 280 operating hospital beds on both campuses as well as a 119-bed Domiciliary Residential Rehabilitation Treatment Unit that provides long-term rehabilitative care and a 152-bed Community Living Center on its North Little Rock Campus. CAVHS serves as a teaching facility for more than 1,500 students and residents enrolled in more than 65 educational programs; its principal affiliate in the University of Arkansas for Medical Sciences.

The North Little Rock reaches out to Veterans through its community-based outpatient clinics in Mountain Home, El Dorado, Hot Springs, Mena, Pine Bluff, Searcy, Conway, Russellville, its Home Health Care Service Center in Hot Springs, and a VA Drop-In Day Treatment Center for homeless veterans in downtown Little Rock.

Local Veteran Demographics
Based on reported data from CAVHS’ subject matter experts, current Veterans on HUD-VASH Point-In-Time rosters include:

· 35 of 306 Veterans in CAVHS’ catchment area report as unmarried.

· 271 of 306 Veterans in CAVHS’ catchment area report as married.

· 109 of 306 Veterans in CAVHS’ catchment area are seen through Women’s Health Primary Care.

Location of Campus
The CAVHS Eugene Towbin campus is located at 2200 Fort Roots Drive in North Little Rock, Arkansas; and is located in Polaski County, Arkansas, approximately six miles from the John L. McClellan Memorial Veterans Hospital campus. It is situated north of the Arkansas River.
EUL Assets
Up to four (4) vacant underutilized buildings (total square footage = 72,210) on the southwest side of the campus on West Drive and Circle Drive adjacent to the Fort Roots Historical Grounds. Each of the buildings was built prior to 1978.
Environmental Issues
CAVHS’s Property Condition Report from 2021 shows that there is one building with environmental issues for lead-based paint and four other buildings with structural issues (roof, electrical, mechanical systems, unreinforced masonry walls and listed by VA as being in a moderate-high seismicity zone). Buildings 24 and 58 are historic and will require consultation with the State Historic Preservation Office. The entire CAVHS campus is located in the New Madrid Seismic Zone (NMSZ).
Utilities
The proposed EUL buildings offered for redevelopment are connected to existing utilities and it is the responsibility of the Offeror to pay for all the EUL assets being developed.
Access and Road Infrastructure
The EUL assets are located on the interior of the CAVHS Eugene Towbin campus and is accessible only by campus roads.

The CAVHS Eugene Towbin campus works with Disabled American Veterans and county Veterans Affairs directors to provide transportation for Veterans and authorized caregivers to get scheduled medical appointments.
