About this file

This is a specification document for a Paving Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract at Minot Air Force Base in North Dakota. The contract covers maintenance, repair, replacement, alteration, demolition, paving (concrete and asphalt), site work, earthwork, cast-in-place concrete, and striping work on roadways, parking lots, driveways, approaches, sidewalks, and trails. Projects may include full-depth repairs, mill and overlays, crack sealing and joint sealing/repair, base/sub-base/sub-grade work, geotextiles, culverts, and ancillary work such as bollards, traffic signals, signage, street and parking lot lighting, vehicle barriers, gates, and underground utilities. The specification establishes comprehensive administrative, scheduling, and quality control requirements, including preconstruction submittals, project scheduling using Critical Path Method (CPM), photographic documentation, and detailed cost breakdowns. Contractors must comply with base access procedures, including Entry Authorization Lists (EAL) for personnel, vehicles, and equipment in restricted areas, maintain valid identification meeting REAL ID Act requirements, and coordinate with privatized utility providers (Verendrye Electric Cooperative, Base Utilities, Inc., and Montana-Dakota Utilities). Work is restricted to regular hours of 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays, though utility cutovers may occur outside these hours with prior approval.

The specification requires contractors to provide qualified project superintendents with minimum five years construction experience and three years as superintendent, maintain comprehensive insurance coverage, establish partnering relationships, submit detailed project schedules within 42 calendar days of Notice to Proceed, and conduct monthly schedule updates. Contractors must account for anticipated adverse weather delays based on National Oceanic and Atmospheric Administration (NOAA) data, with monthly anticipated delays ranging from 3 to 23 workdays depending on the season. Payment is structured around job items and unit price items including mobilization/demobilization, excavation, riprap, deformed steel bars, and contaminated soil removal. The specification includes mandatory activities such as submission and approval of preconstruction submittals, critical design drawings, Operations and Maintenance (O&M) manuals, as-built drawings, performance verification testing, pre-final and final inspections, and punch list corrections. Contractors must establish electronic mail capability, mobilize to the jobsite within 60 calendar days of contract award, and comply with Operational Security (OPSEC) policies and the Unit Commander's Critical Information List requirements.

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Project Manager. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

c. All site areas disturbed by work of this contract shall be fine graded to drain and seeded to restore site to original state.

1.5 ON-SITE PERMITS

1.5.1 Utility Outage Requests and Utility Connection Requests

Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer and Project Manager. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.

Submit requests for utility outages and connections in writing to the Contracting Officer for approval at least 7 calendar days in advance of the time required. In each request, state the system involved, area involved, approximate duration of outage, and the nature of work involved.

1.6 PERMITS

1.4.7 Entry Authorization List (EAL)

Prior to the notice-to-proceed, when work is in a secure location, the contractor shall provide the Contracting Officer (CO) with Entry Authorization List (EAL) template filled out requesting contractor personnel, vehicles and equipment access to the project site. The EAL Template will be provided to the Contractor by the Government for each individual project that requires such documentation for access approval.

Each person listed on the EAL will undergo a security background check.

Once the CO has received the complete and accurate form from the contractor the EAL takes approximately 30 working days to process. The contractor is responsible for managing the approval of the EAL and tracking approved EAL to include notifying the CO sufficiently in advance when the EAL will expire so a new EAL can be processed. If the contractor desires to add personnel, vehicles or equipment to the EAL, all of the previous authorized entries (personnel, vehicles and equipment) require reprocessing. The existing EAL will remain in effect until the new updated EAL is approved, and posted, and will supersede the previous EAL.

1.4.8 EAL Personnel, Vehicle and Equipment List

The EAL template will be provided by the government for each individual project requiring such documentation. The contractor shall submit to the CO the EAL showing the full name (exactly as it appears on the identification).

The contractor shall also inlcude the year, make/model, license number and state licensed, and color of vehicles utilized for on-site work, in the Vehicle Authorization List, table of the EAL.

SECTION 01 14 00 Page 7

In addition, the contractor shall inlcude a description, make, model and serial number of equipment utilized for on-site work, in the Equipment Authorization List, table of the EAL.

For EALs, only the Controlled Picture ID number is required and this ID shall be one of the IDs used at the ECP (SSAN and DOB are not required for EAL ID, but are required for base entry).

1.4.9 Entry Control Point Access

Upon arrival to the Entry Control Point public parking areas on the outside of the security fence, the contractor personnel shall wait for their assigned Government escort. Contractor personnel must remain outside of the security fence and in or near their vehicle or at the shelter area located outside of the security fence area until the arrival of the Government escort.

Upon arrival, all contractor personnel will provide the Government escort with a form of identification as listed above stating the employee's full name and a control ID number (i.e. driver's license number, passport number, social security number). The form of identification shall be the same form of ID used to generate the EAL.

The Government escorts will then process the contractor personnel through the ECP. Processing will include a search of each individual along with their hand-carried equipment and vehicle, verification of identification, and a briefing.

The contractor's workforce and suppliers will also be searched and have their identification verified when leaving a Restriceted Area.

If contractor personnel are not listed on the EAL, or those who are listed cannot provide proper identification, they will not be permitted on the site. If contractor equipment are not listed on the EAL, they will not be permitted on the site. If the contractor doesn't have proper identification, or if the contractor has provided inaccurate EAL information, they will not be permitted on the site. Delays caused by lack of proper EAL information or proper identification shall be at no cost to the Government.

The Controlled Picture ID on the EAL shall be used at the Restricted Area

ECP.

No transmitting devices and no devices that can take pictures are allowed inside Restricted Areas unless they are approved and on an EAL.

1.4.10 Government Escort

During all times within a restricted area, the contractor personnel will be accompanied and continuously monitored by escorts. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The contractor shall take all necessary action to ensure compliance. The Contracting Officer (CO) reserves the right to deny entry to/or take action with any contractor personnel who refuse to conform to security and/or safety regulations. Delays resulting from such entry denial shall not result in any cost to the Government or schedule delay.

SECTION 01 14 00 Page 8

1.4.11 Free Zone

The Government may choose to establish a "Free Zone" for the project site. If allowed and approved by the Government, the Contractor will set up a cordon surrounding the project site, as according to the approved Free Zone Letter, that defines the Free Zone boundary and entry point(s) on the Free Zone cordon to provide access into the Free Zone. The purpose of the Free Zone is to allow the contractor's workforce and suppliers free movement within the defined Free Zone boundary. The Government will monitor the Free Zone cordon boundary and control the entry point(s). The contractor's workforce and suppliers will still be escorted by the Government from the ECP to the Free Zone entry point(s).

If established, the contractor will be issued a Free Zone authorization letter by the Government. The contractor shall comply with all requirements of the Free Zone authorization letter. The Contractor shall note that the process to obtain an approved Free Zone Letter may take 30 calendar days, and that timeframe shall be included in any Contractor schedule submissions

1.4.12 After Contract Completion

Ensure the return of contractor passes, restricted area badges (RABs) and Common Access Cards (CACs) from contractors upon completion of the contract or when individual contract employees are no longer authorized to have them. The contracting officer will ensure these media items are turned over to personnel at the issuing office.

1.5 Flightline Access

1.5.1 General

Any work conducted within the Flightline fenced area will require the Contractor to check in and check out with the Base Operations Dispatcher daily. During check-in, the Contractor shall advise the dispatcher of intended work areas and type of work scheduled, and receive a Flightline pass. While on any runway, taxiway, or aircraft parking apron, the Contractor shall immediately remove any dirt, debris, or other material spilled or caused by the Contractor's operations. During check-out, the Contractor shall brief the dispatcher on completed work and status of any airfield facilities affected by the work. If contractor equipment is crossing a path on the airfield that is being actively utilized by aircraft, the Contractor shall station a flagman at the intersection and ensure that all taxiing aircraft are granted the right of way over contractor equipment

1.5.2 Work Within 100 Feet of the Runway

Any work conducted within 100 feet of the runway will require the Contractor to maintain radio communication with base operations and the air traffic control tower at all times. The Contractor will furnish the supervisor of all work groups working within 100 feet of a runway with handheld radios tuned to the provided radio net frequency. Provide sufficient radios to allow immediate and simultaneous communication with all work groups. When emergency or operational interruptions of work become necessary, the Contractor will respond immediately. When directed by base operations or the air traffic control tower, the Contractor will move all equipment and personnel a minimum of 100 feet from the runway.

SECTION 01 14 00 Page 9

1.5.3 Airfield Waivers

Depending on both the location of project work and the specific equipment that the Contractor requires to utilize at the job site, an Airfield Waiver may be required. If required, the Project Manager will state this in the project documents (via 100% Specification Set or Statement of Work). The Contractor will be required to provide all necessary information to the Government to complete the Airfield Waiver. The Contractor shall assume that the timeframe to obtain an approved Airfield Waiver is 90 calendar days, which shall be reflected in their submitted work schedules for approval.
