C.1 SCOPE

The anticipated contract will include a base year and two options year. The contract is will provide specialty gases to the Material Analysis Laboratory at the US Army Yuma Proving Ground. The gases required include pure gases and custom mixtures. The gases covered under this contract are shown at Table 1. Upon receipt of a delivery order (DO), you shall prepare the required gases, deliver them to the US Army Yuma Proving Ground (YPG) Laboratory, and retrieve any empty cylinders. Detailed requirements are given in section C.3.

C.2 APPLICABLE DOCUMENTS

The following specifications and standards listed below are applicable:

· Compressed Gas Association (CGA) Standards

· Title 49 Section 173 of the United States Code of Federal Regulations (49 CFR 173)

C.3 REQUIREMENTS

C.3.1 You will make no shipments until an authorized employee of the YPG Contracting Office requests them via a delivery order.

C.3.2 All cylinders you supply to us in fulfillment of the contract must be labeled in accordance with applicable Federal and State regulations.

C.3.3 You shall be able to provide all the non-calibration gases listed at Table 1 within fourteen (14) days of receipt of the DO. You shall provide calibration mixtures within thirty-five (35) days of receipt of the DO. The DO will specify which of the gases are required, the concentration (as applicable), and the quantity. For your reference, an estimate of the maximum quantities used per year for all gases covered under this contract is provided at Table 1. The quantities listed at Table 1 are estimates of the annual usage. The maximum quantity is an estimated consumption and cannot be considered as binding because of the inherent variability of the laboratory’s mission requirements. Total quantities ordered during the period of performance may be less than the estimated maximum.

C.3.4 Cylinder volumes listed at Table 1 are approximate. Due to variability between gas vendors and cylinder manufacturers. Submission for each CLIN price shall be on a cubic foot basis, and each CLIN must also include the cylinder (or unit) volumes intended to be delivered with each. Orders will be placed in whole number multiples of the “Nominal Ordering Volume” found at the second column of Table 1. The “Nominal Ordering Volume” will be adjusted upon award based upon the vendor’s cylinder volume specifications.

C.3.5 In addition to single cylinders, the solicitation also is seeking argon in bundles of 6 cylinders. Your proposal shall include pricing for multi-cylinder (6) bundles of argon on a cubic foot basis as in C.3.4. All demurrage on cylinders, equipment rental, etc., shall be factored into your price. (See C.3.8 below.)

C.3.6 All gas deliveries must be processed through the YPG Transportation Office, Bldg. 2660, Yuma, AZ 85365-9498, prior to delivery at the Lab. Deliveries can only be made Mon – Thurs between the hours of 6:00 AM and 3:30 PM. Your delivery personnel must call the YPG Transportation Office, 928-328-6004, and prior to delivery to ensure someone will be available to process the delivery.

C.3.7 You shall ensure that all cylinders used to fulfill DO's are hydrostatically tested and inspected as required by CGA, Federal, and State regulations.

C.3.8 Any and all applicable costs you incur to meet the terms of this contract must be factored into the unit price of the gas. We will not pay demurrage on cylinders, nor rental for equipment such as cryogenic liquid containers, etc. The length of time we might keep any given cylinder or bundle is indefinite. We might keep cylinders containing gas mixtures and sulfur hexafluoride until their expiration date. We will keep cylinders of argon, for much shorter periods, typically less than three months. All cylinders will be returned upon termination of this contract (Calibration Gas) or Empty (Argon) within a reasonable time period.

C.3.9 As part of your proposal, you shall include as a separate line item provisions for returning unused, but expired, calibration gases for re-certification and re-issue to YPG. Re-certified gases shall meet all provisions of paragraph C.4.2.

C.3.10 Upon request, you shall provide a material safety data sheet (MSDS) for each gas ordered.

C.3.11 Upon award of this contract, you shall provide the initial quantities of the gases shown in the initial delivery order within the time limits specified in C.3.3 above.

C.4 QUALITY ASSURANCE PROVISIONS

C.4.1 All pure gases (regardless of grade) shall be batch analyzed and the batch analysis identifier must be affixed to each cylinder.

C.4.2 All calibration mixtures shall be single-certified to meet the specified concentrations within the tolerances stated in Table 1. You shall provide a certificate of analysis (COA) for each cylinder. At a minimum, COAs shall state:

i) National Institute of Standards and Technology (NIST) traceability,

ii) certification or analysis date,

iii) expiration date, and

iv) Certified concentration(s).

C.4.3 The balance gas for all calibration mixtures will be nitrogen.

C.4.4 For gases having a shelf life, a minimum of 90% of the shelf life must remain at the time of delivery to the government.

Notes from Table 1

1
See table below labeled Note 1 below
2
Contractor will provide the actual volumes for each gas cylinder type they intend to provide in their solicitation. Those values will replace the values listed in

column and adjust total annual and initial volumes prior to contract award. If any adjustments are required to the cylinder volumes during the course of the contract, the vendor needs to send an email to the KO indicating the change in volume, and a contract mod will be considered and volumes adjusted.

See table labeled Note 4 Below
5
All acid mixture or corrosive gases will have the tanks treated in a way that the gas does not react with the tank and make the mixture useless or depleted the analyte.
