STATEMENT OF WORK (SOW)
Katahdin Woods and Waters (KAWW) National Monument Replace Bridge, Penobscot County, Maine
PMIS KAWW 257993C – Messer Pond Road Bridge #7219 Messer Pond Road - T5R8
1.0 Background
Project is located in the National Park Service unit, Katahdin Woods and Waters National Monument (KAWW), located in Penobscot County of Northern Maine.
Katahdin Woods and Waters National Monument includes more than 80,000 acres and several hundred miles of aggregate-surface logging roads customary to the Maine Northern Woods. This contract will replace one bridge within KAWW to facilitate Atlantic Salmon passage and to repair bridge failure. This Bridge replacement is located on the Messer Pond Road. in the East Branch Tract of KAWW. This road provides year-round access to park visitors and park staff. The failing bridge is located over an unnamed tributary to the East Branch Penobscot River and is in the process of collapsing due to old and degraded wooden abutments.
2.0 Scope
This contract requires the contractor to provide all tools, labor, equipment, supervision, transportation and materials necessary to remove one existing bridge and replace it with a structure adequately sized for Atlantic salmon passage. Work is to be done in accordance with all existing Federal, State and local codes.
This project is to remove and replace an existing bridge with a concrete-decked bridge with steel superstructure on concrete footings. The bridge will have a clear span of 28', and an open area (capacity of ≈ 10808 square feet. The footings for the proposed bridge will be founded well up and outside of the normal area of scour during high flow events, and will consist of concrete blocks or beam seats on which to set the bridge deck superstructure. The superstructure should rely on five I-beams no more than approximatelyy 188 inches high to maximize capacity for flow under the bridge without further raising the road elevation. The work includes engineered drawing for the design of the bridge that equals or exceeds a HS-25 load rating. The footings for the bridge will be heavilyy armored wwith 12""-18"8" rock, wwith vvoids filled wwith 6"-minus gravel that connect to and match the elevation of existing stream banks at ≈ 627' in elevation. The road surface will consist of gravel fill on top of the deck, and will be set at an elevation of 632.5', considerably higher than the current road elevation.
This increase will require building up gravel on both sides of the crossing for at least 30' on both sides of the bridge to manage the approaches.
3.0 Objectives

The objective of this contract is to construct one replacement bridge and to facilitate Atlantic salmon fish passage within KAWW.
4.0 Tasks
Tasks include:
• Remove one bridge
• Install one resized bridge
Replace Bridge: The bridge is on the Messer Pond Road in T5R8 in the Unoccupied Territories of Penobscot County
1. Bridge - Repair and replace the existing bridge and includes, but is not limited to, removal of damaged wooden abutments and support substructures, fabrication of replacement concrete substructures, layout, inlet/outlet dissipation, headwalls, tail walls, and re-construction of existing open channel stream simulation, gravel roadway reconstruction, and bridge approach work. Bridge replacement will support aquatic organism passage such that the inlet and outlet will be approximately at the same level of the surrounding supported stream bed.
Dewatering will be required. One road closure not to exceed 2 consecutive days will be allowed on Tuesdays, Wednesdays, and Thursdays only. Two weeks notice of the road closure is required. This is an increase of road elevation that will require approximately 30 cubic yards of road gravel fill.

5.0 Delivery
• The Contractor shall provide all tools, labor, equipment, supervision, transportation and materials necessary to repair the roads and culverts.
• All work to take place will be within Katahdin Woods and Waters National Monument (KAWW), located in Penobscot County, Maine.
• Information on the strength, type, web, and other structural attributes of all materials will be submitted for approval before purchase. All materials shall be new.
• Drawings showing the steel and proposed connectors between the steel beams and the concrete deck shall be submitted.
• The concrete deck panels shall be submitted with a structural engineer’s stamp that the decks will withstand a HS-25 loading on the I-Beams. Detailed shop drawings are required showing steel placement and concrete mix design.
• The I-Beams shall be 18W beams designed for an HS-25 loading for the 28 clear span. The size of the beams shall be submitted with a structural engineer’s stamp that the beams are sized for a HS-25 load with the commensurate appropriate weight per foot for the 18W beams. The design shall be for 5 beams.
• The Contractor shall submit a safety plan to the Contracting Officer prior to performing any work under this contract.
• The Contractor shall submit a work schedule and sequence of events to the Contracting Officer prior to performing any work under this contract. There will be a pre-construction meeting held prior to the start of work on-site.
• The contractor shall submit a plan for traffic control for any road closures. All signs and traffic control shall be the contractor’s responsibility.
• The contractor will submit a dewatering and watercourse management plan for the culvert work.
• A final inspection must be held with the Government upon completion of the work.
• Gravel will be crushed to between 0.75 inch and 1.5 inch minus and be well graded so that it can be compacted into a stable road base. No gravel is available on site. Submit gradation analysis.
• All vehicles and equipment shall be cleaned of any dirt or vegetation, particularly on the undercarriage, tracks and sprockets, before coming to the jobsite.
6.0 Government-Furnished Property
The Government will not be furnishing nor providing any property to the contractor for this contract. Excess excavated material due to the bridge replacement can be deposited within 4 miles of the project. Offsite disposal of any concrete found will be the contractor’s responsibility. The existing steel beams shall remain the property of Katahdin Woods and Waters National Monument and left in a disposal area within 4 miles of the jobsite.
7.0 Security
Contractor shall be responsible for securing the work site, materials, equipment and tools during the duration of the contract. If a temporary staging area is required, KAWW may identify and agree to a location with KAWW. The Government will take no responsibility for lost, stolen or damaged property as a result.
8.0 Place of Performance
The contract work shall be performed on the Messer Pond Road within Katahdin Woods and Waters National Monument (KAWW), located in Penobscot County, Maine.
9.0 Period of Performance
The period performance for this contract shall be between 15 July and 30 September 2021. No extensions will be granted.
Submittals identified in Section 5.0 shall be provided to the government within 14 days of award of this contract for review and approval. It is anticipated that the Government will require a minimum of 5 business days to review the submission.
Once the submittals are approved by the NPS, the contractor shall commence work, completing it within the period of performance specified above. 3

Banklines are composed of 12-18 inch (average intermediate dimension – not longest or shortest measure) competent, angular to sub-angular foundation rock. Banklines must connect to the natural stream banks on both sides upstream and downstream to improve scour protection and terrestrial organism passage. Additional smaller rock and fines (e.g., "6-inch minus gravel")are also necessary for filling voids in the larger material to provde more stable banklines. Fines should be watered into bank rock to fill voids, or layered if water is not available.

-Gravel fill shall not be placed until the required excavation and foundation preparation have been completed and the foundation has been inspected.
-Gravel fill shall be composed of sand, gravel, crushed stone, or mixtures thereof. They shall be selected as necessary to avoid the inclusion of organic matter, clay balls, excessive fine particles or other substances that would interfere with their free draining properties. The material shall be well-graded, with no more than 50% by weight finer than the #4 sieve and no more than 5% by weight finer than the #200 sieve. The selection of the gravel shall be pre-approved by the NRCS.
-Gravel fill shall be placed and compacted in horizontal layers not exceeding 8 inches in depth.
-Gravel fill shall be placed in a manner that prevents damage to the adjacent structures. Improper backfilling that results in damage to the concrete block abutments and/or the bridge superstructure shall be repaired or replaced.
-Construction live load surcharge due to heavy equipment is not permitted against structures (i.e. concrete block abutments, bridge superstructure, exc). All construction equipment, with the exception of a plate compactor, shall maintain a minimum of 10 foot setback from the structures.

Water Control:
Material Specifications:
It is critical that water be controlled during construction, allowing free flow of the stream through the site, and eliminating potential sedimentation and erosion. Fish must be removed and excluded from the work site before in-stream work begins (including properly screening pump intakes). All Maine Department of Environmental Protection Best
Management Practices for Sediment and Erosion Control should be followed. Sandbag cofferdams can be placed to control stream flow, pumping around the work area to maintain water quality during construction. Abutments can be excavated and installed while the site is dewatered. Alternatively, a bypass pipe may be used to carry water through the work site, particularly suitable here, as the streambed elevation will remain essentially the same after construction. Dirty water must be removed from the work site and filtered in nearby forest to avoid contamination of the stream. Sufficient pump capacity and length of discharge hose is essential to maintain water control, with backup pumps on hand or readily available. It is likely this site may require one 2" pump for dirty water, one 3" pump for clean water pump-around, or to be used for dirty water if groundwater flows are high, and one 4" pump also for pumping clean water around the site in moderate flows.
