STATEMENT OF WORK (SOW)

Katahdin Woods and Waters (KAWW) National Monument Repair Roads and Culverts, Penobscot County, Maine

PMIS KAWW 257993C- Culvert Replacement Unnamed East Branch Penobscot River Tributary #7217

Messer Pond Road – T5R8

1.0 Background

Project is located in the National Park Service unit, Katahdin Woods and Waters National Monument (KAWW), located in Penobscot County of Northern Maine.

Katahdin Woods and Waters National Monument includes more than 80,000 acres and several hundred miles of aggregate-surface logging roads customary to the Maine Northern Woods. This contract will replace a culvert system with an open channel system within KAWW to facilitate Atlantic Salmon passage and to replace the failed culvert system.

2.0 Scope

This contract requires the contractor to provide all tools, labor, equipment, supervision, transportation and materials necessary to remove an existing culvert system, consisting of three culverts, and replace them with an open channel structure. Work is to be done in accordance with all existing Federal, State and local codes.

The proposed structure is a box-bridge set on concrete block abutments with a clear span between abutments of 17.5' and a length (deck width) of 21'. The bottom of the proposed abutments are to be set at approximately 633.75' elevation, avoiding dominant scour forces. Large rock will be used to armor the abutments to protect them from scour during extremely large flow events. The abutments will consist of three courses of 2’ high concrete blocks, with the middle course to include L-shaped blocks to tie back into the fill to stabilize the abutments. The deck will consist of steel-reinforced concrete sections rated to carry HS-25 loads or better. The structure will contain banks inside that connect to and match the elevation of existing stream banks, and will consist of 12-24” rock to protect the abutments, and shall be filled in/mixed with a 6” minus mixture with sufficient fines to fill voids in the larger rock and create banks passable by terrestrial animals. The road surface will consist of gravel fill on top of the deck, and will be set at an elevation of 642.2’, matching the current road elevation.

3.0 Objectives

The objective of this contract is to fully restore a culvert system to full working order and to facilitate Atlantic Salmon fish passage within KAWW.

4.0 Tasks

Tasks include:

• Remove one culvert system

• Install an open channel structure in place of the culvert system

Repair / Replace Culvert: Culvert is on the Messer Pond Road in T5R8 WELS in Penobscot County – See Attachment 1, Location Map and Specifications.

1. Culvert - Repair and replace road culvert work includes, but is not limited to, removal of damaged concrete substructures, fabrication of replacement concrete substructures, layout, inlet/outlet dissipation, headwalls, tail walls, and re-construction of existing open channel concrete substructures, stream simulation, gravel roadway reconstruction, and bridge culvert approach work. Culvert repair and rehabilitation will support aquatic organism passage such that the culvert inlet and outlet will be approximately at the same level of the surrounding supported stream bed. Dewatering will be required. One road closure of no more than two consecutive days is allowed. Closures will only be allowed on Tuesdays, Wednesdays, and Thursdays. Fourteen days notice is required before any proposed closures.

2. Detailed information for the Messer Bridge Road Culvert Replacement is attached.

Attachment 1, Location Map and Specifications, includes a map of the project location, proposed crossing inlet elevations, a partial list of materials and information on water control.

3. Quote Item: Remove / Replace Road Culvert System with an open channel structure on the Messer Pond Road.

5.0 Delivery

• The Contractor shall provide all tools, labor, equipment, supervision, transportation and materials necessary to repair the roads and culverts.

• All work to take place will be within Katahdin Woods and Waters National Monument (KAWW), located in Penobscot County of Northern Maine.

• The location is on the west side of the East Branch of the Penobscot River.

• The contractor will submit shop drawings for the pre-cast concrete Box Bridge Deck Sections and the concrete block showing the required top groove that fits the pre-cast road segments for approval. The Box Bridge Deck shall be rated at HS-25, capable of handling standard logging truck weights. The pre-cast deck are available from suppliers. All concrete shall be a minimum of a 6 bag mix and 3000 pounds per square inch strength. The shop drawings shall be designed and stamped by a structural engineer for an HS-25 loading. All steel placement shall be shown on the shop drawings

• The Contractor shall submit a safety plan to the Contracting Officer prior to performing any work under this contract.

• The Contractor shall submit a work schedule and sequence of events to the Contracting Officer prior to performing any work under this contract. There will be a pre-construction meeting held prior to the start of work on-site.

• The contractor shall submit a plan for traffic control for any road closures. All signs and traffic control shall be the contractor’s responsibility.

• The contractor will submit a dewatering and watercourse management plan for the culvert work.

• A final inspection must be held with the Government upon completion of the work.

• All vehicles and equipment shall be cleaned of any dirt or vegetation, particularly on the undercarriage, tracks and sprockets, before coming to the jobsite.

6.0 Government-Furnished Property

The Government will not be furnishing nor providing any property to the contractor for this contract. Excess excavated material due to the culvert replacement can be deposited within 4 miles of the project. Offsite disposal of the old culverts and appurtenances will be the contractor’s responsibility

7.0 Security

Contractor shall be responsible for securing the work site, materials, equipment and tools during the duration of the contract. If a temporary staging area is required, KAWW may identify and agree to a location with KAWW. The Government will take no responsibility for lost, stolen or damaged property as a result.

8.0 Place of Performance

The contract work shall be performed on the Messer Road within Katahdin Woods and Waters National Monument (KAWW), located in Penobscot County, Maine.

9.0 Period of Performance

The on site work can only be done between the 15th of July and the 30th of September in any calendar year. The period of performance for this contract begins with a notice to proceed and shall end on 30 September 2021.

Submittals identified in Section 5.0 shall be provided to the Government within 14 days of award of this contract for review and approval. It is anticipated that the Government will require a minimum of 5 business days to review the submission.

Once the submittals are approved by the NPS, the contractor shall commence work, completing it within the period of performance specified above.

Take a left on ME-159 W. Continue for ~ 23 miles past Shin Pond and to Matagamon Wilderness Campground. Take the second left after the bridge across the East Branch onto New River Road.

Banks are composed of 12-24 inch (average intermediate dimension – not longest or shortest measure) competent, angular to sub-angular rock. Banks are meant to connect to the natural stream banks on both sides upstream and downstream to improve scour protection and terrestrial organism passage. Additional smaller rock and fines (e.g., "6-inch minus gravel") are also necessary for filling gaps in the larger material to provde more stable banks. Fines should be watered into bank rock to fill voids.

Banks must connect to natural banks at all four corners with voids filled with fine material to better protect the abutments and provide for terrestrial animal passage.

Bed features must be locked together in clusters of 3-4 pieces each, with 3-6" of their tops projecting above the stream bed surface. These clusters of rock help to provide alternative flow paths for aquatic organisms, and to control the gradient through the crossing.

It is critical that water be controlled during construction, allowing free flow of the stream through (or around) the site, and eliminating potential sedimentation and erosion.

Fish must be removed and excluded from the work site before in-stream work begins (including properly screening pump intakes). All Maine Department of Environmental

Protection Best Management Practices for Sediment and Erosion Control should be followed. Sandbag cofferdams can be placed to control stream flow, pumping around the work area to maintain water quality during construction. Abutments should be excavated and installed while the site is dewatered. Alternatively, an existing pipe may be used as a bypass, carrying water through or around the work site. Dirty water must be removed from the work site and filtered in nearby forest to avoid contamination of the stream. Sufficient pump capacity and length of discharge hose is essential to maintain water control, with backup pumps on hand or readily available. It is likely this site may require one 2" pump for dirty water, one 3" pump for clean water pump-around, or to be used for dirty water if groundwater flows are high, and one 4" pump also for pumping clean water around the site in moderate flows.
