MEMORANDUM FOR RECORD

SUBJECT: Declaration of Service Contracts Deemed Mission Essential by the 55th Civil Engineer Squadron.

1. The following service contracts are deemed mission essential by the 55th Civil Engineer Squadron.

Defense systems and 55th Wing operations have the potential to be seriously impaired by the interruption of these services.

a. FA4600-16-C-0005 Refuse - Failure to supply these services will create an unsanitary and unsafe environment.

b. FA4600-17-P-0025 Hangar Doors - These services are required to support Offutt’s flying missions as well as aircraft maintenance. Preventive maintenance and service allows for rapid egress of aircraft from the hangar in an emergency as well as the capability to house aircraft in the event of adverse weather conditions.

This has direct mission impact.

c. FA4600-13-P-0099 Grease Trap Maintenance - This service is essential for kitchen operations as well as

Vehicle Operations. Without it, the drains will plug and lift stations will fail.

d. FA4600-12-C-0010 Building 500 Maintenance - The 55th Civil Engineer Squadron (55 CES) cannot support the manpower requirement for this tasking. Without these services the entire complex will fail and

STRATCOM’s mission on Offutt will come to a halt. This mission impact affects national security and warfighting capabilities word wide.

e. FA4600-18-C-0001 Building 1000 Maintenance – The 55 CES cannot support the manpower requirement for this tasking. Without these services the entire facility will fail and STRATCOM’s mission on

Offutt will come to a halt. This mission impact affects national security and warfighting capabilities word wide.

f. FA4600-13-P-0061 EMCS - Failure to maintain these services would make it impossible to recover from a system failure as it relates to Energy Management Control Systems (EMCS). EMCS is how 55 CES personnel monitor and adjust base Heating Ventilation and Air Conditioning (HVAC) systems. These systems are critical to prevent catastrophic system failures as well as limits our recovery capabilities. These impacts include but are not limited to 557th Weather Wing, USSTRATCOM complex, Offutt Fire and Rescue, Air

Traffic Control Tower telecommunications and computer systems base wide.

g. FA4600-15-C-0003 Custodial - The mission critical portion of this contract is in reference to the base youth center and child care facilities as well as the alert facilities. Failure to provide services to the areas mentioned will have a negative impact on all missions on Offutt AFB.

h. FA4600-18-P-0052 HEMP Maintenance - Failure to support these services will degrade STRATCOM’s mission on Offutt and their ability to complete the mission as required for national security.

i. FA4600-16-P-0106 Hood Fire Suppression - These services are life safety and cannot be neglected.

Offutt AFB would have to shut down all for services on base if we fail to support this service.

The Sun Never Sets on the Fightin’ Fifty-Fifth

j. FA4600-14-C-0004 Elevators - These services keep the base compliant with state and federal guidelines.

Failure to support this contract will create an unsafe environment and necessitate the shutdown of all elevators and chairlifts on Offutt AFB. This is a breach of Americans with Disabilities Act (ADA) compliance.

k. FA4600-13-P-0103 Hood and Duct Cleaning - This service is essential to mitigate grease fire hazards.

l. FA4600-12-P-0120 Pesticide for Airfield - This is a requirement for the Bird/Wildlife Aircraft Strike hazard (BASH) program as directed by airfield management.

m. FA4600-16-C-0007 Grounds Maintenance - Only activities on the airfield are essential. These are

BASH requirements as directed by airfield management.

n. FA4600-16-P-0121 CRAC maintenance - Failure to provide these services puts numerous missions at risk. At a minimum STRATCOM, 55th Communication Squadron, 97th IS, 55th IS, 120th IS, all rely on this contract to provide computer room air conditioning maintenance and repair. Lack of support can lead to catastrophic telecommunications and computer systems failures throughout the base.

o. FA4600-17-P-0040 Hoist Maintenance - This requirement is essential to numerous agencies throughout

Offutt AFB. Without this contract, 31 hoist/cranes in 10 facilities will have to be tagged out until proper maintenance and load test are performed by qualified personnel. Absents of the units will impair or stop aircraft maintenance operations.

p. FA4600-15-A-0010, FA4600-14-A-0001 Emergency HVAC BPA - This Blanket Purchase Agreement

(BPA) provides an avenue to supplement manpower for the HVAC shop. Without this BPA, 55 CES cannot sustain the requirement to provide required HVAC required to complete Offutt AFB’s various missions.

q. FA4600-17-A-0001, 0002, 0003, Snow Hauling BPA - This is an essential service to keep flight line operations open during snow events.

r. FA4600-18-A-0008, 0009, 0010 DE-ICER BPA - This is an essential service to keep flight line operations open during snow events.

2. Conclusion: All of the contracts listed above are essential to mission readiness on Offutt AFB. Failure to support any of these requirements will have a negative impact on the 55th Wings missions and war fighting capabilities.
